C) Board Vacancies: Financial Advisory Board — Two (2) Vacancies: One Three Year Term and One Unexpired Term Ending May 2018. PROPOSED ORDINANCES AND RESOLUTIONS: None. 6. CONSENT AGENDA: Town Clerk Gaskins read Items 6A through 6B into the record. A) Approval of Meeting Minutes: o February 6, 2018—Regular Minutes B) Nomination to Appoint Jeff Hollander to the Financial Advisory Board to Serve a Three (3) Year Term Ending March 6, 2021. Town Commission Regular Minutes Date: March 6, 2018 Page 3 of 8 MOTION: Vice Mayor Weitz moved to adopt the Consent Agenda, Items 6A and 6B as presented. The motion was seconded by Commissioner Zelniker, which passed unanimously. 7. NEW BUSINESS: Town Clerk Gaskins read Item 7A into the record. A) Approval of Meeting Minutes: o January 30, 2018 MOTION: Commissioner Zelniker moved to approve the January 30, 2018, Workshop Minutes. The motion was seconded by Commissioner Kelvin. UPON ROLL CALL: Commissioner Zelniker - Yes Commissioner Kelvin - Yes Commissioner Riesa - Yes Vice Mayor Weitz - Yes Mayor Feldman - Yes Motion passed on a 5 to 0 vote. B) Discussion of Town Manager Merit Increase Town Clerk Gaskins read Item 7B into the record. Town Attorney Torcivia presented this item. Commission Discussion: Mayor Feldman proposed a five percent(5%)merit increase and a three percent (3%) merit bonus, bringing the Town Manager's total 2018-2019 salary to $143,650. Commissioner Riesa made a recommendation to increase the Town Manager's salary to $144,000. Commissioner Kelvin concurred with Commissioner Riesa. Commissioner Zelniker also made a recommendation to increase the Town Manager's salary to $144,000. Vice Mayor Weitz made a recommendation to increase the Town Manager's salary to $144,000. Mayor Feldman suggested that the Town Manager's Employment Contract and benefits package be reviewed by the Town Attorney at a later date. i Town Commission Regular Minutes Date: March 6, 2018 Page 4 of 8 MOTION: Commissioner Riesa moved to approve a salary increase of$144,000 for Town Manager Oakes. MISCELLANEOUS—ITEMS LEFT OVER: Town Clerk Gaskins read Item 8A into the record. A) Planning Board Recommendations to Town Commission Regarding Boat Lifts. Town Manager Oakes introduced this item and read the proposed changes to the Ordinance into the record. Barry Axelrod, Chairman of the Planning Board provided comments regarding the boat lifts and the Planning Board's recommendation of the October 11, 2017, meeting. He explained the recommendations would allow for a less obstructed view. Valentino Perez, Building Official explained the enforcement process. Commission Discussion: Commissioner Riesa was in favor of the Planning Board's recommendation. Commissioner Kelvin spoke about the public notices being mailed to the adjoining property owners. Commissioner Zelniker agreed with the Planning Board's recommendations. Vice Mayor Weitz also agreed with the Planning Board's recommendations. Mayor Feldman recommended that the height of the boat lift be changed from 12 inches to between 12 and 18 inches. Chair Axelrod accepted the Mayor's recommendation. MOTION: Commissioner Riesa moved to accept the Planning Board recommendations with the height of the boat lift to be between 12 to 18 inches. The motion was seconded by Commissioner Riesa. B) Discussion Regarding Honoring Meadow Pollack, Granddaughter of Mr. Kaplan, a Highland Beach Resident and the Marjory Stoneman Douglas High School Students and Parkland Community. Commissioner Zelniker introduced this item. She made some suggestions as to how the Town can honor the victims of the Parkland shooting. Commissioner Riesa suggested a plaque be placed in the Library honoring all 17 victims. Commissioner Kelvin concurs with Commissioner Riesa. Vice Mayor Weitz provided comments regarding ways victims of tragedies can be honored and the role the Town has in the Parkland tragedy. Mayor Feldman provided comments a regarding an article in the Sun Sentinel newspaper about the types of donations requested by the families. He suggested that the best way the Town could help these victims was to contact the Legislators letting them know the Town is in support of eliminating the sale of these firearms. Town Attorney Torcivia asked if the Commission wanted to make a motion advocating for gun control and explained the four issues now being discussed during the Legislative Session. He could draft a letter to be signed by the Commission to that effect and have it sent to Tallahassee before the Legislature Session ends on March 9t'. Commissioner Riesa was in favor of Town Attorney Torcivia's recommendation and explained her reasons for honoring the late Meadow Pollack and the other victims. Commissioner Zelniker explained her reasons for honoring the late Meadow Pollack. Vice Mayor Weitz explained that the Friends of the Library are doing a commemorative plaque. Lois Albertson, Library Director provided comments about what the Friends of the Library are doing for Mr. Kaplan as he has been a longtime member of the Friends of the Library. Mayor Feldman suggested that all the 17 victims be honored. Town Commission Regular Minutes Date: March 6,2018 Page 6 of 8 MOTION: Commissioner Riesa moved to have a plaque in memory of all 17 victims with each of their names listed on that plaque placed in the Highland Beach Libraryat the Town Manager's discretion and a letter sent to all the victim's families. A letter is to be drafted by the Town Attorney and Town Manager, which will include the four issues that the Town Attorney listed and sent to Tallahassee. The motion was seconded by Commissioner Kelvin. REPORTS—TOWN COMMISSION: A) Commissioner George Kelvin suggested that the Town Manager pursue obtaining video equipment to televise the concerts held at the Library so residents can view the entire event on Channel 99. B) Commissioner Rhoda Zelniker provided comments regarding the donation made to the American Red Cross and the Resolution that states the Town can only donate for a natural disaster. She also provided comments regarding the sea turtle nesting season. She encouragAzled the resident to go vote on Tuesday, March 13t'. C) Commissioner Elyse Riesa had no reports. D) Vice Mayor William Weitz thanked the Friends of the Library and the Library staff for putting on great concerts. He provided comments regarding a newspaper article on FP&L and the underground utilities. E) Mayor Carl Feldman recommended that the Town Manager and/or Public Works Director contact FP&L to let them know the Town is interested. He is also in favor of videoing the concerts at the Library. He thanked the Commission for recognizing the excellent work Valerie Oakes is doing as Town Manager. 10. REPORTS—TOWN ATTORNEY GLEN TORCIVIA: Town Attorney Torcivia had no report. REPORTS—TOWN MANAGER VALERIE OAKES: Town Manager Oakes reported on the following: DOT has replaced all the pedestrian crosswalk signs. The equipment for the LED signs is backordered and DOT is anticipating their arrival in the very near future. iAll the fire hydrants have been replaced. The landscaping restoration is currently in progress. II BSI, Inc. has begun administering the backflow prevention program on March 1St The Elevated Tank Project is to be finished this week, and we will be switching back from Boca Raton interconnect to the Highland Beach water. The Annual Charity Cycling ride through Highland Beach will be held on Sunday, March 18th from 7:30 AM to 9:30 AM. Mayor Feldman questioned the backflow project and who is responsible for the cost. Public Works Director Edward Soper explained that the resident will be responsible for the cost of the inspection, and the Town will cover the cost of the filing fee. He went on to explain the process involved for both the residents and the Town regarding the inspection, meters and replacements if needed. 12.
