CALL TO ORDER:
Mayor Carl Feldman called the Regular Meeting to order at 1:30 PM.

Commissioner Kelvin called a Point of Order and suggested that the word "pandering" being
used in connection with a Commissioner's name be stricken from the record.
MOTION: Commissioner Kelvin moved to have the word "pandering" be stricken from the
record. The motion was seconded by Vice Mayor Weitz.
Discussion ensued.

5. PROPOSED ORDINANCES AND RESOLUTIONS:
Town Clerk Gaskins read the title of Resolution No. 18-003 R into the record.
A) RESOLUTION NO. 18-003 R
A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF HIGHLAND
BEACH, FLORIDA, AMENDING RESOLUTION 13-003 R TO PROVIDE FOR
REGULATIONS, PROCEDURES AND RESTRICTIONS REGARDING FILM
PRODUCTION AND RELATED ACTIVITIES; AND PROVIDING FOR AN
EFFECTIVE DATE.
Town Manager Oakes presented this item.
Town Attorney Torcivia suggested modifying the resolution language to read "Town Manager
and/or Film Commissioner"instead of"Town Manager or Film Commissioner".
Mayor Feldman asked if No. 8 and No. 9 of the Ocean Ridge documents could be included.
Town Manager Oakes explained the process. Residents within 500 feet of the property will be
notified within 48 hours of the filming activity.
MOTION: Vice Mayor Weitz moved to adopt Resolution No. 18-003 R as amended. The
motion was seconded by Commissioner Kelvin.

A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF HIGHLAND BEACH,
FLORIDA, OPPOSING LEGISLATIVE EFFORTS TO IMPEDE THE CONSTITUTIONAL
RIGHT FLORIDA'S CITIZENS HAVE ENJOYED FOR NEARLY 50 YEARS TO GOVERN
THEMSELVES UNDER MUNICIPAL HOME RULE POWERS; OPPOSING THE
LEGISLATURE'S PERSISTENT INTRUSION INTO LOCAL FINANCES, WHICH ARE
NECESSARY TO PROVIDE FINANCIAL STABILITY AND ESSENTIAL SERVICES
UNIQUELY REQUIRED BY MUNICIPAL RESIDENTS AND LOCAL BUSINESSES;
DIRECTING TOWN ADMINISTRATION TO TRANSMIT A CERTIFIED COPY OF THIS
RESOLUTION TO THE FLORIDA LEAGUE OF CITIES, THE PALM BEACH COUNTY
LEGISLATIVE DELEGATION AND ANY OTHER INTERESTED PARTIES; PROVIDING

C) RESOLUTION NO. 18-002 R
A RESOLUTION OF THE TOWN OF HIGHLAND BEACH, FLORIDA, RECOGNIZING
AND COMMENDING PASQUALE "PAT" ROMAN FOR THIRTY YEARS OF PUBLIC
SERVICE TO THE TOWN OF HIGHLAND BEACH.
D) Approve the Personnel Rules and Regulations, Article III: Probationary Period and Article
XIX: Performance Evaluations.
MOTION: Commissioner Zelniker moved to accept Items 6A through 6D on the Consent
Agenda as presented. The motion was seconded by Commissioner Riesa.

8. MISCELLANEOUS—ITEMS LEFT OVER:
A) Consideration to Appoint One (1) Member to the Financial Advisory Board to Serve a Three
(3) Year Term.
• Peter Rodis, 3224 South Ocean Blvd., Apt. 216-B
Discussion ensued regarding appointing Mr. Rodis to the Financial Advisory Board. There is
also an unexpired term ending May 2018. It was the Consensus of the Commission to appoint
Peter Rodis to the Financial Advisory Board for the unexpired term ending May 2018.
MOTION: Vice Mayor Weitz moved to appoint Peter Rodis to the Financial Advisory Board to
serve an unexpired term ending May 2018. The motion was seconded by Commissioner Riesa.

B) Discussion on Appointing Reverend D. Brian Horgan of St. Lucy Catholic Church as the
Highland Beach Police Department's Chaplain.
MOTION: Vice Mayor Weitz moved to appoint Reverend D. Brian Horgan of St. Lucy Church
as the Highland Beach Police Department's Chaplin. The motion was seconded by
Commissioner Kelvin.
Commission Discussion:
Discussion ensued regarding Father Horgan's appointment.
MOTION: Commissioner Zelniker moved to table Item 8B until after the March 13, 2018
Municipal General Election. The motion was seconded by Commissioner Riesa.

Discussion s on continued. Town Attorney Torcivia called for a recess at 2:36 PM. The meeting
reconvened at 2:44 PM.

The motion made by Vice Mayor Weitz to appoint Reverend D. Brian Horgan of St. Lucy
Catholic Church as the Highland Beach Police Department's Chaplain, and seconded by
Commissioner Kelvin remained.

9. REPORTS—TOWN COMMISSION:
A) Commissioner George Kelvin had no comments.
B) Commissioner Rhoda Zelniker asked if Robert Patek received any correspondence from
the Town regarding his issues. Both Town Manager Oakes and Town Attorney Torcivia
explained that a letter was sent to Mr. Patek approximately six months ago. Town Manager
Oakes explained that the current issues including the fence on Mr. Patek's property is being
investigated by the Department of Environmental Protection which is under their jurisdiction. In
response to Commissioner Zelniker's question regarding the mangroves, Town Manager Oakes
explained that they are also under the jurisdiction of the DEP.
C) Commissioner Elyse Riesa clarified and explained that she is not running for office in the
current election. She is in full support of the Town government and the staff.
D) Vice Mayor William Weitz congratulated the Florida League of Women Voters, the Library
Director and her staff for the excellent job they did for the Candidate's Forum. He provided
comments regarding the State and Federal rules and regulations.
E) Mayor Carl Feldman provided comments about an article written in the Coastal Star
Newspaper regarding the Streetscape Project and the inaccuracy of the content of the article
including sidewalks, drainage, etc. and the costs.
10. REPORTS—TOWN ATTORNEY GLEN TORCIVIA:
Town Attorney Torcivia had no report.

11. REPORTS—TOWN MANAGER VALERIE OAKES:
Town Manager Oakes gave a report on the following:
The Fire Hydrant Replacement Project is posted on the Town's website along with the schedule.
The Streetscape Project meeting will be held on February 21, 2016 at 6:30 PM in the Library's
Community Room. The renderings are available in Town Hall for the residents to view.
Regarding the status of the LED Crosswalk sign pilot program at Boca Highlands, The FDOT
has informed us that the contractor has ordered the signs and will be installed immediately upon
receipt of the products.
Mayor Feldman commented on the lights installed at Mizner Park. Public Works Director
Edward Soper explained that they are called rapid flashing rectangular lights and are no longer
permitted by the FDOT. The new FDOT standard is flashing lights around the perimeter of the
sign which is what the Town will be getting.

There being no further business, Mayor Feldman called for a motion to adjourn the meeting.
MOTION: Vice Mayor Weitz moved to adjourn the meeting at 3:25 PM. The motion was
seconded by Commissioner Kelvin, which passed unanimously.
