Mayor Carl Feldman called the Workshop Meeting to order at 1:30 PM.

Talent Bank Application:
Peter Rodis, 3224 South Ocean Boulevard, Apt. 206-B
The Town Commission interviewed Peter Rodis and asked him several questions pertaining to
his professional experience in the fields of finance, accounting, investments, risk management,
insurance and his familiarity in government financing.
Mayor Feldman suggested that Mr. Rodis meet with the Finance Director to get a better
understanding of the Town's budget.
It was the consensus of the Commission to place this item on the February 6, 2018 Regular
Meeting Agenda under Miscellaneous—Items Left Over.

5. PROPOSED ORDINANCES AND RESOLUTIONS:
Town Clerk Gaskins read the title of Ordinance No. 18-0010 into the record.
A) ORDINANCE NO. 18-0010
AN ORDINANCE OF THE TOWN COMMISSION OF THE TOWN OF HIGHLAND
BEACH, FLORIDA, CREATING CHAPTER 34 "FILM PRODUCTION", TO PROVIDE
FOR REGULATIONS REGARDING FILM PRODUCTION AND RELATED
ACTIVITIES; PROVIDING FOR SEVERABILITY; PROVIDING FOR THE REPEAL
OF LAWS IN CONFLICT; PROVIDING FOR THE REPEAL OF LAWS IN CONFLICT;
PROVIDING FOR CODIFICATION; AND PROVIDING FOR AN EFFECTIVE DATE.
• Palm Beach County Film and Television Commission Presentation by Chuck Eldred,
Film Commissioner
Town Manager Oakes presented this item, she introduced Chuck Eldred, Film Commissioner of
the Palm Beach County Film and Television Commission.
Mr. Eldred gave a presentation and mentioned that the contract is one sided and the Film
Commission will allow the Town to do nothing when it comes to any type of film production in
the community. The previous Resolution that was approved in 2013 was not unlike the same
resolution that was approved for Ocean Ridge.
Commissioner Riesa spoke about an event that was held in August, 2017. She asked the Town
Attorney to look into whether this event was a commercial venture or residential. Town
Attorney Torcivia explained that the Town does not have any type of film ordinance, and this
Ordinance has been drafted for this meeting for the Commission's approval. Commissioner
Riesa explained her concern is parking. Mr. Eldred explained how the parking would be
handled.
Mr. Eldred explained a general release will be obtained from the property owners. An
appropriate release is acquired from the property owners and it will be part of the permitting
process.
Commissioner Kelvin referred to Chapter 14 — Film Production and asked if the word film
should be changed. Mr. Eldred explained.
Commissioner Zelniker was not in favor of filming in Highland Beach.

Vice Mayor Weitz mentioned that the Palm Beach County Film and Television Commission
provide these services free to the Town of Highland Beach. He was in support of PBC Film and
Television Commission.
Mayor Feldman clarified that this ordinance was about filming. He referred to Section 16.3
which speaks about parking. He was not in favor of Ordinance 18-001 O if the attachments
could be added to their permit the same way as Ocean Ridge.
Mr. Eldred explained that the PBC Film and Television Commission does not have permit fees.
Special fees can be incorporated. For example, if police officers are needed, there can be a fee
for their service.
Town Manager Oakes explained the following options:
o Move forward with Ordinance No. 18-0010
o Attach the list and include the Ocean Ridge requirements
o No filming in Highland Beach
Commission Discussion:
Commissioner Riesa suggested attaching the list and include the Town of Ocean Ridge
requirements.
Commissioner Kelvin had no comment.
Commissioner Zelniker provided comments regarding parking issues.
Vice Mayor Weitz supported Mayor Feldman's decision. He explained the filming and
permitting should be separate.
It was the consensus of the Commission for Town Attorney Torcivia to amend Resolution No.
13-003 to include a list of restrictions and include the Town of Ocean Ridge requirements. This
item will be placed on the February 6, 2018 Regular Meeting Agenda under Proposed
Ordinances.

CONSTITUIONAL RIGHT FLORIDA'S CITIZENS HAVE ENJOYED FOR NEARLY

STABILITY AND ESSENTIAL SERVICES UNIQUELY REQUIRED BY MUNICIPAL
RESIDENTS AND LOCAL BUSINESSES; DIRECTING TOWN ADMINISTRATION
TO TRANSMIT A CERTIFIED COPY OF THIS RESOLUTION TO THE FLORIDA
LEAGUE OF CITIES, THE PALM BEACH COUNTY LEGISLATIVE DELEGATION
AND ANY OTHER INTERESTED PARTIES; PROVIDING FOR CONFLICTS;
PROVIDING FOR SEVERABILITY; AND PROVIDING AN EFFECTIVE DATE.

It was the Consensus of the Commission to place Resolution No. 18-001 R on the February 6,
2018, Regular Meeting Agenda under Proposed Ordinances.

C) RESOLUTION NO. 18-002 R
A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF HIGHLAND
BEACH, FLORIDA, RECOGNIZING AND COMMENDING PASQUALE "PAT"
ROMAN FOR THIRTY YEARS OF PUBLIC SERVICE TO THE TOWN OF
HIGHLAND BEACH.
It was the consensus of the Commission to place Resolution No. 18-002 R on the February 6,
2018, Regular Meeting Consent Agenda.
6. NEW BUSINESS:
A) Approval of Town Commission Meeting Minutes:
January 9, 2018—Regular Minutes
It was the consensus of the Commission to place the January 9, 2018 Regular Meeting Minutes
on the February 6, 2018 Regular Meeting Consent Agenda.
B) Personnel Rules and Regulations, Article III: Probationary Period and Article XIX:
Performance Evaluations.

It was the consensus of the Commission to place Item 6B on the February 6, 2018, Regular
Meeting Consent Agenda.
C) Discussion Regarding Authorizing the Town Attorney to Draft an Ordinance
Restricting Paid Parking in Highland Beach.
Town Attorney Torcivia introduced this item and referred the item to Commissioner Kelvin.
Commissioner Kelvin referred to the property located at Milani Park and the possibility of Palm
Beach County constructing a 100 car parking lot on that property. He proposed that a charge for
hourly/daily parking be restricted in the Town of Highland Beach.
Town Attorney Torcivia explained that the Town has an agreement with the Palm Beach County.
The Town imposed the condition on the Palm Beach County that they must charge for parking.
Commissioner Riesa asked for more information from the Attorney.
Town Attorney Torcivia provided background information on the Milani Park property and the
agreement with Palm Beach County. He explained there could be some legal implications with
Commissioner Kelvin's proposal.
Commissioner Zelniker does not believe this could be done since Palm Beach County owns the
property.
Vice Mavor Weitz concurred with Commissioner Kelvin and does not want a parking lot at that
site.
Mayor Feldman was not sure there was anything that can be done.
Discussion ensued.
It was the consensus of the Commission not to place this item on the February 6, 2018 Regular
Meeting Agenda for further discussion.
D) Discussion on Appointing Reverend D. Brian Horgan of St. Lucy Catholic Church as
the Highland Beach Police Department's Chaplin.
Vice Mayor Weitz introduced this item.
Commission Discussion:
Commissioner Riesa suggested making Father Horgan Chaplain for all employees.
Commissioner Kelvin was in favor of this appointment.

Commissioner Zelniker opposed the idea at this time and it should be brought up after the
Municipal Election.
Mayor Feldman would like Father Horgan to be appointed as the Interfaith Chaplin for the
Town's Police Department, Fire Department and residents of Highland Beach.
It was the consensus of the Commission to place this item on the February 6, 2018, Regular
Meeting under Miscellaneous—Items Left Over.
7. MISCELLANEOUS—ITEMS LEFT OVER:
None.
8. REPORTS—TOWN COMMISSION:
A) Commissioner Elyse Riesa referred to the January 9, 2018, Regular Meeting where Vice
Mayor Weitz made an apology for comments made at the November 7, 2017 Regular Meeting.
B) Vice Mayor William Weitz thanked the Friends of the Library, Library Director Albertson
and her staff for the very enjoyable concert they put on last week and commended the Code
Enforcement people for the great job they are doing. He provided comments regarding the
underground lighting and the Beaches and Shores Club meeting. He responded to Commissioner
Riesa's comments regarding the benefits removed from the past benefit package and explained
the reason for doing so. Employee morale is very high under the current leadership.
C) Commissioner George Kelvin referred to Roberts Rules of Order given to each
Commissioner by the Town Attorney.
D) Commissioner Rhoda Zelniker explained she attended the past Commission meetings when
the Commission removed some of the employee benefits. There should be a Code Enforcement
Board in the Town. She provided comments regarding underground lighting which should be on
the five(5) year plan since there is always new technology.
E) Mayor Carl Feldman provided comments regarding the Coffee with the Mayor event that
was held on January 17, 2018. He encouraged residents to come to Town Hall and read the
reports from FDOT regarding the swales and flooding, FP&L regarding the underground wiring,
Streetscape meetings and the Investment Policies. There will be a meeting on the Streetscape
Project on February 21, 2018 at 6:30 PM in the Library.

9. REPORTS—TOWN ATTORNEY GLEN TORCIVIA:
Town Attorney Torcivia had no report.
10. REPORTS—TOWN MANAGER VALERIE OAKES:
Town Manager Oakes explained that there have been several complaints regarding the fencing
on the beach. The Town is aware of it and maintains direct communication with the Florida
Department of Environmental Protection which is the regulatory agency.
Regarding the mangroves, the Code Compliance Officer is monitory this issue.
The changes to the wetlands area just south of Toscana is being monitored through the South
Water Management District, which is the regulatory agency. The Town is also monitoring the
issue very closely.
The Town has contracted with BSI and sometime in March or April they will be administering
the backflow cross connection program.
The fire hydrant replacement project Phase 2 will commence in mid to late February. The staff
will notify the residents regarding the sidewalk closures.
The Elevated Tank Replacement Project is set to begin in late February which will replace the
inlet and outlet pipe. The Town will be receiving water from the City of Boca Raton.
The Pedestrian Sidewalk Pilot program has been delayed, and should commence in February.
The Remineralization Project will be completed in March.

There being no further business Mayor Feldman called for a motion to adjourn the Workshop
meeting.
MOTION: Vice Mayor Weitz made a motion to adjourn the Workshop meeting at 4:32 P.M.
The motion was seconded by Commissioner Zelniker, which passed unanimously.
