1984.05.29_TC_Minutes_SpecialI • ~_ _~ TOWN OF HIGHLAND BEACH, FLORIDA Minutes of Meeting of Town Commission SPECIAL MEETING Tuesday, MaY 29, 1984 3:10 P.M. A Special Meeting of the Town Commission was called to order by Vice Mayor Mary Louise G. Blosser. Also in attendance were Commissioners John J. Basso, William E. Paul and Betty Jean Stewart. Mayor Louis Y. Horton was absent. Also in attendance were Town Attorney Thomas E. Sliney; Town Manager Elaine W. Roberts; Town Clerk Mary Ann Whaley; citizens and the general public. The first purpose of the Special Meeting was to give first reading to a proposed Moratorium Ordinance. Vice Mayor Blosser read a Letter of Transmittal from the Planning Commission recommending adoption of the ordin ance. The Town Attorney noted that the proposed ordinance extended the present building moratorium by • 120 days until October 31, 1984. The title of the proposed ordinance is as follows: AN ORDINANCE OF 'II3E TOWN OF HIGHLAND BEACH TO BE DESIGNATED AS THE PARTIAL BUILDING PERMIT MORATORIUM ORDINANCE; RELATING TO SUSPENSION OF APPLICATIONS FOR BUILDING PERMITS FOR NEW CONSTRUCTION AND THE ISSUANCE THEREOF; MAKING LEGISLATIVE FINDINGS OF FACT; DECLARING THE LEGISLATIVE INTENT AND PURPOSE OF THIS ACT; DECLARING A MORATORIUM ON APPLICATIONS FOR AND ISSUANCE OF BUILDING PERMITS FOR NEW CONSTRUCTION; AND PROVIDING FOR AN IMMEDIATE EFFECTIVE DATE. This Ordinance was given first reading by the Town Attorney. It was noted that public hearings would be held on this proposed ordinance at 5:01 p.m. on both June 5, 1984 and June 19, 1984 with proposed adoption at a Special Meeting to be held in con- junction with the June 26, 1984 Workshop Meeting. The following ordinance was then given final reading by the Town Clerk: • ` F Town Commission • Special Meeting May 29, 1984 2 of 2 Page Two of Two AN ORDINANCE OF THE TOWN OF HIGHLAND BEACH, FLORIDA, AMENDING THE CODE OF ORDINANCES OF THE TOWN OF HIGHLAND BEACH, CHAPTER 29, ENTITLED "WATER SYSTEM", SECTION 29-10 ENTITLED "CHARGE FOR WATER SERVICE" , TO REFLECT THE CURRENT WATER RATES REQUIRED BY THE TOWN. It was noted that this ordinance would become effective with the May 31, 1984 Utility Billing. MOTION was made by COMMISSIONER BASSOjCOMMISSIONER STEWART that the Ordinance be adopted. The Town Clerk polled the Town Commission with all voting aye. There being no further business to come before the Town Commission at this Special Meeting, it was adjourned at 3:15 p.m. APPROVED: (Absent) Louis Y.
