1984.05.08_TC_Minutes_Special1 w TOWN OF HIGHLAND BEACH, FLORIDA • Minutes of Meeting of Town Commission SPECIAL MEETING ON ZONING Tuesday, May 8, 1984 9:30 A.M. A Special Meeting of the Town Commission was called to order at 9:30 a.m. by Mayor Louis Y. Horton for the purpose of reviewing the final recommendations made by the Planning Commission with regard to the Zoning Ordinance. Also present were Vice Mayor Mary Louise G. Blosser, Commissioners John J. Basso and Betty Jean Stewart. Commissioner William E. Paul was absent. Also present were Ron Hoggard of Gee and Jenson; Town Attorney Thomas E. Sliney; Town Manager Elaine W. Roberts; Building Official Bruce Sutherland; Town Clerk Mary Ann Whaley, Citizens and the general public. The definitions portion of the zoning ordinance was reviewed first. Vice Mayor Blosser recommended that a definition be included for "amenities", however, it was the consensus that rather than define • "amenities", that clarification be made throughout the code as to specifying those amenities referred to rather than using "amenities" as a generalization. Commissioner Stewart recommended that the definitions portion of the ordinance be placed at the beginning of the ordin~ ce rather than at the end. After discussion, it was the consensus that this was not feasible due to complications which would be encountered with the re-numbering of sections and other various problems. Mr. Hoggard indicated that until a person read the ordinance, they would not know what word or words they would want to look up in definitions and therefore that portion was more feasible at the end of the ordinance. Pages 1 through 20 of the proposed zoning ordinance were then re- viewed with discussion including the following: defining height requirements in relation to lots east of AlA and west of AlA due ~-°''~ to the differing elevations; the feasibility of underground parking areas extending beyond the base foundation lines of a building for landscaping reasons (depth requirements for plantings); the study of visability triangles with regard to driveways taking the bike path into consideration; the prohibition of allowing in-gm and pools within 25' of front yard lines; requiring that all pools be in- ground rather than above ground pools; listing sales trailers under • • F Town Commission Special Meeting on Zoning May 8, 1984 Page Two of Two the temporary uses provision to alleviate the problem of the use of sales trailers for re-sales; re-wording the "curtain wall" provision with regard to parking garages to refer to apper- tures in all parking garages requiring ventilated, decorative walls to obscure view. A proposed "flow chart" of the plan review process was submitted and discussed with it being the consensus that the CAB would review plans in a final review after the Planning Commission and prior to a C/O issuance, which matter would be further discussed and possibly outlined in the zoning ordinance delineating the duties of both the CAB and Planning Commission. During the meeting a recess was taken from 12:00 p.m. until 1:30 p.m. for lunch. Discussion ensued regarding the requested extension of the Boca Highland Sales Center permit wherein a consensus was reached to extend said permit until June 30, 1984 in view of the zoning ordinance being reviewed.
