Minutes of Meeting of Town Commission
RECESSED SPECIAL MEETING
ON ZONING
Wednesday, MaY 9, 1984 1:30 P.M.
A Recessed Special Meeting of the Town Commission was called to
order at 1:30 p.m. by Vice Mayor Mary Louise G. Blosser for the pur-
pose of continuing the review of the final recommendations made by
the Planning Commission with regard to the zoning ordinance. Also
present were Commissioners John J. Basso and Betty Jean Stewart.
Mayor Horton and Commissioner Paul were absent.

A letter dated April 2, 1984 from Mr. Robert Ressler of Bel Lido
opposing the downzoning of property was read into the record.
• At the recommendation of Vice Mayor Blosser, and in view of the timely
task of reviewing the Zoning Ordinance, MOTION was made by COMMISSIONER
BASSO/COMMISSIONER 5TEWART that appropriate steps be taken to extend
the moratorium on building by 90 days. This MOTION carried unanimously.

Pages 21 through 34 (Definitions) were then reviewed with discussion
including the following: Under the Unity of Title Declaration, insert
the provision that "If such lots are combined, the total amount of
units permitted shall not exceed the combined total of each individual
lot"; the insertion of definitions for "construction" and "commencement";
note a determination as to when a "test piling" becomes permanent
under the terms of construction and commencement of a project; provide
that construction after demolition must commence within 90 days.;
cite penalties under the ordinance to conform to amount allowed by
state law rather than state a specific amount; get a legal opinion
from the Town Attorney relative to the amendment of the provisions
under the RPUD Section of the ordinance; breaking down refuse service
areas as listed in the site plan review for purposes of accessibility
and aesthetics; break down signage into Planning Commission function
(location) and CAB function (aesthetics); providing for notification
to residents within 300' of any proposed ch anges (with relation to
condos, the condo association president, association board members,
and manager will be notified) at least two weeks in advance of public

hearing; requiring a minimum of four sets of plans for review.
Other matters discussed were the status of the requested light at
the north Town Sign with the Town Manager advising that this was in
progress and the discussion of the typing of the Zoning Ordinance
in form for approval. This matter will be studied and a recommen-
dation made at an early date.
There being no further business the meeting was adjou rned at 3:45
p.m.
