MORATORIUM VARIANCE APPEALS BOARD
Thursday, March 8, 1984 1:30 P.M.
P, meeting of the Moratorium Variance Appeals Board was called
to order by Mayor Louis Y. Horton at 1:30 p.m. in the Town
Commission Chambers at Town Hall. Also present were Vice Mayor
Mary Louise G. Blosser, Commissioners William E. Paul, Betty
Jean Stewart and Harry Walker.
Also present were Town Attorney Thomas E. Sliney; Town Manager
Elaine W. Roberts; Town Clerk Mary Ann Whaley; citizens and
the general public.
Present representing Highlands Place were Mr. l~iarvin Arbuck,
Mr. Attila Hollohazy and Attorney James Faircloth.
Discussion and response ensued regarding matters involving
Highlands Place including the breakdown of funds expended on
• the project, work actually accomplished on the site, and
the progress of the work on the seawall. It was the consensus
of~he Town Commission that various inconsistencies existed
in dates submitted by Highlands Place and actual work performed
on thesite. It was still the consensus of the Town Commission
that thw work had been delayed due to economic reasons as cited
by Mr. Hollohazy in April of 1983. After substantial discussion
MOTION was made by COMMISSIONER PAUL that the Moratorium Variance
Appeals Board reiterate its position of October 1983 that the
request for relief be denied. This MOTION died for lack of a
second.
After further discussion, MOTION was made by COMMISSIONER WALKER/
VICE MAYOR BLOSSER that a building permit be granted to Highlands
Place with the previously given 9 bonus units being eliminated
and sub~.ect to the time limits that such permit be applied
for and secured within one year with commencement beginning
within 6 months of the securing of said permit and further
that substantial completion be accomplished within one year
of the securing of said permit. This MOTION carried
unanimously with favorable votes.

There being no further business to come before the Moratorium
Variance Appeals Board, the meeting was adjourned at 3:15 p.m.
