Minutes of Meeting of Town Commission
RECESSED REGULAR MEETING
Thursday, March 8, 1984 11:00 A.M.
A Recessed Regular Meeting of the Town Commission was called to
order at 11:10 A.. M. by Mayor Louis Y. Horton in the Town Commission
Chambers of Town Hall. Also present were Vice Mayor Mary Louise G.
Blosser, William E. Paul, Betty Jean Stewart and Harry Walker.
Also present were Town Attorney Thomas E. Sliney; Town Manager
Elaine W. Roberts; Town Clerk Mary Ann Whaley; citizens and the
general public.
It was noted at this time that the only item on the Agenda of
the Regular Meeting not taken up at that time was the reading
of the Comprehensive Plan Ordinance. Attorney Sliney then
gave a brief synopsis of the process used in the compilation
of the p roposed ordinance, as well as indicating that all legal
• require ments regarding advertising, public hearings, etc. had
been met. The Comprehensive Plan Ordinance was then read in
its entirety by the Town Attorney, Town Manager, Town Clerk and
members of the Town Commission, noting any typographical errors and
minor changes as it was read. A statement regarding "Group
Housing" was inserted into the ordinance as read. There were no other
major editorial changes. The "attendance at other municipal council
meetings was added to those meetings attended by the Town Manager.
After reading the entire Ordinance, MOTION was made by VICE MAYOR
BLOSSER/COMMISSIONER PAUL that the Ordinance be adopted. Upon
polling the Town Commission, all members voted aye except for
Commissioner Stewart who voted no. Commissioner Stewart cited
her reason for voting against the ordinance was that although
throughout the ordinance the lessening of density was stressed,

the Comprehensive Plan as written allowed up to 20 units per
acre. Commissioner Stewart indicated that she could not
justify any more than 15 units per acre. The Mayor noted that
th is matter could be handled in the zoning ordinance upon its
passage.

There being no further business to come before the Town
Commission at the Recessed Regular Meeting, it was adjourned at
4:05 p.m.
