1984.02.21_TC_Minutes_SpecialTOWN OF HIGHLAND BEACH, FLORIDA • Minutes of Meeting of Town Commission SPECIAL MEETING Tuesday, February 21, 1984 3:00 P M A Special Meeting of the Town Commission was called to order by Vice Mayor Mary Louise G. Blosser in the Town Commission Chambers at 3:00 p.m. Also present were Commissioners William E. Paul,-Betty Jean Stewart and Harry Walker. Mayer Louis Y. Horton was absent. Also present were Town Attorneys Thomas E. Sliney and Ed Cohen; Town Manager Elaine W. Roberts; Town Clerk Mary Ann Whaley; citizens and the general public. The Delray Beach/Highland Beach Sewer Issue was discussed with particular emphasis on .the Stipulation submitted by Attorney Ed Cohen. Mr. John Basso of the Mediating Board was also present. Attorney Cohen noted that modifications had been made in the Stipulation removing any mention of the Mediating Board. Under discussion, the Stipulation was further modified to include the words "per annum" when relating to interest amounts to be paid • upon a final determination of the matter. A further change was made changing the date from which the monetary consideration would be determined from to April 1 rather than April. MOTION was made by COMMISSIONER WALKER/COMMISSIONER PAUL to approve the Stipulation as modified. All voted aye. A further MOTION was made by COMMISSIONER PAUL/COMMISSIONER WALKER reaffirming the existence of the Mediating Board and the Town's intention to continue to deal with the Mediating Board. All voted aye. The Town Manager then reported on several items. Mr. Bruce Sutherland has now received hi7 certification as a Building Official from the Standard Building Congress and will begin work on Monday, February 27 and the installation of the requested antenna by Highland Beach Cable TV. Commissioner Paul then requested that the Town Commission discuss a recent letter submitted by Mr. Jerome Milord regarding the Camino Cove project. The letter indicated Mr. Milord's desire to be allowed to construct the previously requested wall around the Camino Cove site, rather than placing a construction fence on the site. It was noted that Mr. Milord had been referred back to the CAB for a further review of the request. After substantial discussion, it was the determination of the Town Attorney that • the request involved a variance and should be reviewed by the Board of Adjustment for a final determination. The Town Manager was then directed to refer the matter to the Board of Adjustment Town Commission February 21, 1984 Special Meeting for final action.
