1985.09.10_TC_Minutes_Special TOWN OF HIGHLAND BEACH, FLORIDA Minutes of Town Commission SPECIAL MEETING (re: 1985/86 Budget and Federal Revenue Sharing Funds) Tuesday, September 141, 1985 7:30 P.M. A Special Meeting of the Town Commission was called to order by Mayor Edward J. Sullivan at 7:30 p.m. in the Town Commission Chambers at Town Hall. Also present were: Vice Mayor Blosser and Commissioners John J. Basso, William A. Grier, and Commissioner Betty Jean Stewart. Also present were: Town Manager Hugh D. Williams, Deputy Town Clerk Elizabeth L. Kolek, and members of the public. Mayor Sullivan announced that the purpose of this meeting was to discuss the upcoming budget, as required by the County and State. Town Manager Hugh D. Williams read the following into the record: "Anticipated revenue amounting to $2,075,762.00 will be derived from the proposed property tax levy of 3.3683 mills, the same as 1984-85 millage, plus Federal and State revenue sharing franchise fees fund balance appropriations, etc. The proposed budget for Fiscal Year 1985-86 represents an . increase of 4.7~ over Fiscal Year 1984-85. This budget is the subject of a Public Hearing being held this evening, Tuesday, September 24 at the Chambers at the Town Hall. This was published Friday, September 30, 1985 and the proof of publication will be furnished to us." Mayor Sullivan asked for comments and there were none. The date of the next public hearing regarding the budget was discussed. The consensus of the Town Commission was to hold this meeting at 1 p.m. on September 24, 1985, prior to the next regularly scheduled Workshop Meeting. Town Manager Hugh Williams stated that the it is mandated that the Town Commission hold a separate public hearing on Federal Revenue Sharing Funds. He stated that the Town anticipates receiving a sum of $8,400.00 from the Federal Government and it will be used as follows: $4,200--for landscaping improvements around Town Hall $4,200--for basic improvements to the Town's bicycle/walking path . 'II"' Minutes of Town Commission Special Meetinq September 10, 1985 Page 2 of 3 There being no further discussion regarding this subject, MOTION to close the Federal Revenue Sharing portion of this meeting was made by Commissioner Basso/Commissioner Stewart. All Commissioners voted AYE. The Town Manager stated that this fulfilled the statutory obligation, as far as budget hearings go. The Town Manager presented the following bills (in order to keep the Finance Department current) for approval: F. H. FOSTER OIL ........... .... ............ $ 2,246.19 (Gasoline for use in official vehicles) FLORIDA MUNICIPAL SELF-INSURERS FUND............ 17,425.00 (1985/86 renewal--Workers Comp.--1 year) FLA. MUNICIPAL LIABILITY SELF-INSURERS PROGRAM.. 26,826.00 (1985/86 renewal--Liability Ins.--1 year) LAUDERDALE SERVICES, INC ....... ... ............ 816.88 (Repairs Flyght Pump--Lift Station #1, Sewer System) TOTAL $47,314.07 Some discussion ensued. Town Manager Hugh D. Williams explained the bills. It was the consensus of the Town Commission that when yearly bills are higher (or lower) than the previous bill for that item, an explanation should be provided. Mr. Williams agreed that this will be done. MOTION was made to approve the bills as submitted by Commissioner Basso/Vice Mayor Blosser. All Commissioners voted AYE. Commissioner Basso inquired as to the status of the proposed meeting between Mayor Sullivan and Mayor Doak Campbell, of Delray Beach. Mayor Sullivan stated that a letter requesting same had been sent but no reply has been received yet. If no reply is received within the next couple days, Mayor Sullivan will contact him by telephone, as suggested by Attorney Sliney. • r.+ Minutes of Town Commission Special Meeting September 10, 1985 Page 3 of 3 There being no further business to discuss at this Special Meeting of the Town Commission, MOTION was made by Commissioner Basso/ Commissioner Stewart to adjourn the meeting at 7:48 p.m. All Commissioners voted AYE.
