CALL TO ORDER:
Mayor Carl Feldman called the Regular Meeting to order at 1:31 PM.

1. ADDITIONS.DELETIONS OR ACCEPTANCE OF AGENDA:
Mayor Feldman removed Items 7A and 713 from the agenda.
MOTION: Commissioner Zelniker moved to keep Item 7B on the agenda. The motion was
seconded by Commissioner Riesa.
Commissioner Zelniker explained reasons for keeping this item on the agenda. Discussion
ensued.

A) Nomination to Re-Appoint Charles Shane to the Planning Board to Serve a Three-Year Term
ending December 5, 2020.
B) RESOLUTION NO. 17-025 R
A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF HIGHLAND
BEACH, FLORIDA, AMENDING RESOLUTION NO. 16-008 R WHICH APPROPRIATED
FUNDS FOR THE 2016-2017 FISCAL YEAR BUDGET,WHICH BEGAN OCTOBER 1,2016
AND ENDS SEPTEMBER 30,2017.
C) Approve and Authorize the Mayor to Execute a Contract Award to Model Row, Inc. in the
amount of$36,120.00 for Landscaping Services for all Town-Owned properties (ITB No. 2017-03).
D) Approve and Authorize the Mayor to Execute a Contract with Motorola Solutions to Purchase
and Implement 19 Police Radios Using the State of Florida Commodities Contract.
E) Approve and Authorize the Mayor to Execute a Contract Award to Cleaning Systems, Inc. in the
amount of$35,611.00 for Janitorial Services for the Town Hall Complex(ITB No. 2017-04).
F) Approve and Authorize the Investment Policy Revisions.

MOTION: Vice Mayor Weitz moved to accept Items 6A through 6F on the Consent Agenda as
presented. The motion was seconded by Commissioner Kelvin, which passed unanimously.
7. NEW BUSINESS:
A) Discussion on Town Commission Minutes. THIS ITEM WAS REMOVED FROM
THE AGENDA.
B) Discussion on Financial Advisory Board Duties. THIS ITEM WAS REMOVED
FROM THE AGENDA.
C) Approve and Authorize the Mayor to Execute a Proposal with Mathews Consulting
To Provide Construction Management Services for the Bel Lido Bridge Rehabilitation
Project(ITB No. 2018-01).
Acting Town Manager Gaskins presented this item.
Public Works Director Edward Soper provided comments with regard to the residents' input into
the project.
MOTION: Commissioner Kelvin moved to approve and authorize the Mayor to Execute a
Proposal with Mathews Consulting. The motion was seconded by Vice Mayor Weitz.

MOTION: Vice Mayor Weitz moved to appoint Stephen Lang to the Board of Adjustment &
Appeals for a three year term ending December 5, 2020. The motion was seconded by
Commissioner Kelvin.

MOTION: Vice Mayor Weitz moved to accept the approval of the meeting minutes. The
motion was seconded by Commissioner Kelvin.
Discussion ensued with regard to the modification of the minutes and the procedures in which
the minutes are prepared in accordance to Roberts Rules of Order.

Zelniker's Resignation.
Town Attorney Torcivia presented this item. Acting Town Manager Gaskins gave an
explanation regarding her conversation with the Supervisor of Elections.
MOTION: Commissioner Riesa moved to accept Commissioner Zelniker's resignation from the
Canvassing Board. The motion was seconded by Commissioner Zelniker.

9. REPORTS—TOWN COMMISSION:
A) Commissioner Elyse Riesa thanked Father Horgan and St. Lucy Church for the outstanding
and gracious festivities for the Light up the Holidays event on Monday, December 01. She also
thanked all the residents for their support. Merry Christmas, Happy Chanukah and a very
Happy and healthy New Year.
B) Commissioner George Kelvin wished everyone Happy Holidays.
C) Commissioner Rhoda Zelniker thanked the residents and the Town employees for a
wonderful Light up the Holidays event; especially Father Horgan. Happy Holidays to all. She
also read a quote from Abraham Lincoln.
D) Vice Mayor William Weitz thanked Father Horgan, Town staff, Town Clerk's office and all
the volunteers who helped make Light up the Holidays a spectacular event. He announced that
there will be an event, Handel's Messiah, at St. Lucy Church on December 13, 2017. He
provided comments regarding restrictions for car carriers on AIA. He also provided comments
with regard to filming in Highland Beach.
E) Mayor Carl Feldman inquired about the car carrier situation on AIA.
Police Chief Craig Hartmann explained that the Town does not have a policy restricting car
carriers on AIA. They are trying to address the issues of car carriers stopping on AIA and
causing traffic safety problems since it is state law prohibiting the blocking of a state road.
Mayor Feldman provided comments regarding the filming in Highland Beach. There will be a
housing ceremony on Thursday, December 7d' at 10:00 am for the new fire truck and fire rescue.
He provided comments regarding the decorations at Town Hall.
10. REPORTS—TOWN ATTORNEY GLEN TORCIVIA:
Town Attorney Torcivia wished everyone a happy holiday season.

11. REPORTS—ACTING TOWN MANAGER LANELDA GASKINS:
Good wishes to Town Manager Oakes for a speedy recovery. Thank you to Town Staff, Town
Clerk's Office, Father Horgan,the Commissioners and residents for their support and attendance
at the Light up the Holidays event. She wished everyone Happy Holidays.
