PUBLIC HEARING RE BUDGET
Friday, August 29, 1986 5:01 P.M.
A Public Hearing of the Town of Highland Beach to gain citizen input
into the 1986/87 fiscal year budget was called to order by Mayor Edward
J. Sullivan. Also present were Vice Mayor Mary Louise G. Blosser and
Town Commissioners John J. Basso, William A. Grier and Betty Jean
Stewart.
Also present were Town Manager Hugh D. Williams, Town Clerk Mary Ann
Mariano and approximately 10 members of the general public.
Mayor Sullivan announced the purpose of the meeting was to solicit
comments from the citizens for use in the deliberations of the Town
Commission during the review and adoption of the upcoming 1986/87
fiscal year budget for the Town of Highland Beach.
Mr. Michael Dent, resident of Bel Lido, addressed the Town Commission
commending the Town Commission for the creation of some capital im-
provement funds and urged that some of the funding be used to purchase
land in Boca Raton, west of existing wellfields for expansion of the
• water system.
Mr. Dent advised that he had delivered a letter today to the Town Comm-
ission expressing his concern over the cut back of staff and urged the
Town Commission to make provision in the budget for additional staff
should re-consideration of this matter be taken up during the next
year.
Mr. Dent also requested the continuation of funding to the Bel Lido
Homeowners Association in the amount of $1,000 to maintain the Bel Lido
entrance.
Mrs. Anna Harbin, President of the Bel Lido Homeowners Association was
also present and urged the continuation of the Bel Lido funding in the
amount of $1,000.
Mr. Williams noted that due to the anticipated work in the repair of
the Bel Lido bridge, that the Homeowners Association should not do any
extensive landscaping which might be damaged. Mrs. Harbin noted that
she was aware of this and that the Homeowners Association had acted
with this in mind.
There were no other persons desiring to make comment at this Public
Hearing and therefore, same was adjourned at 5:20 p.m.

RECESSED BUDGET WORKSHOP
Friday, August 29, 1986 4:00 P.M.
A Recessed Workshop Meeting to review the proposed 1986/87 fiscal year
budget was called to order by Mayor Edward J. Sullivan in the Town
Commissin Chambers at Town Hall. Also present were Vice Mayor Mary
Louise G. Blosser, and Town Commissioners John J. Basso, William A.
Grier and Betty Jean Stewart.
Also present were Town manager Hugh D. Williams and Town Clerk Mary Ann
Mariano.
Mayor Sullivan noted that the purpose of the meeting was to continue
review and discussion of the proposed 1986/87 fiscal year budget as
submitted by the Town Manager, which meeting had begun on August 27,
1986.
Prior to discussion on the budget itself, some confusion arose as to
the Compensation worksheets as distributed earlier by the Town Manager
in that the salaries noted thereon did not relate to the present salary
scale of the employees. The Town Manager noted that for comparaive
. reasons, all maximum salaries were utilized in the preparation of the
compensation worksheets.
Substantial discussion took place regarding the millage listed on the
title page of the budget bearing print date 8/28/86. Mr. Williams
indicated that the decimal point had been incorrectly applied and that
the figures would be revised.
Commissioner Stewart noted that th figure of $314,740 being used in the
budget for debt service was substantially higher than in past years.
Mr. Williams indicated that he had included th sum of $108,000 in this
figure representing debt service on sewer bonds previously paid by fees
instead of in the tax structure of the town. The Town Commission will
review this matter further prior to approving the inclusion of these
funds in the tax structure.
Vice Mayor Blosser asked whether approval had been given for the
proposed Capital Improvement Program which had been incorporated into
the budget. Mr. Williams stated that it was his feeling that if the
Town Commission approved the budget as submitted, that the Capital
Improvement Program purchases were assumed to have been approved as
well.
Although Mr. Williams had incorporated the ammonia based water treat-
ment system and back up well into the general operating budget with
• funds appropriated out of the fund balance, it was the consensus of the
Town Commission that a fund transfer be used to place these items into
the water enterprise fund.

This meeting was then recessed in order to hold a Public Hearing to
gain citizen imput into the budget.
Upon re-convening this meeting, Commissioner Stewart requested informa-
tion as to how much of her sewer bill was presently being used to pay
the debt which was being proposed to be put into the tax structure.
Mr. Wiliams stated that the amount now paid by each unit was $2.58 per
month. This information will be reviewed by the Town Commission prior
to any determination as to how the debt service will be charged.
Mr. Williams was instructed to re-calculate the budget figures to show
the debt service each way proposed prior to the next review date.
At 5:3f~ p.m., this meeting was recessed until following the Friday,
September 5, 1986 Regular Meeting.
