PRESENT UPON ROLL CALL: Mayor Carl Feldman Vice Mayor William Weitz, Ph.D. Commissioner Rhoda Zelniker Commissioner George Kelvin Commissioner Elyse Riesa Town Attorney Pamela Ryan Town Manager Valerie Oakes Pledge of Allegiance: The Pledge of Allegiance was led by Commission, followed by a moment of silence. Civility Pledge: Town Clerk Gaskins recited the Civility Pledge. 1. ADDITIONS,DELETIONS OR ACCEPTANCE OF AGENDA: Mayor Feldman called for any additions or deletions to the agenda. There being none, the agenda was accepted as presented. 2. PUBLIC COMMENTS AND REQUESTS: There were no comments or requests from the public. SECOND READINGS/PUBLIC HEARINGS: A) RESOLUTION NO. 17-015 R/NIILLAGE RATE A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF HIGHLAND BEACH, FLORIDA, ADOPTING A FINAL MILLAGE RATE OF 3.0762 MILS FOR THE TOWN'S GENERAL OPERATING FUNDS FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2017 AND ENDING SEPTEMBER 30, 2018; PROVIDING THAT THE FINAL MILLAGE RATE OF 3.0762 MILS IS EQUAL TO THE COMPUTED ROLLED BACK RATE OF 3.0762 MILS; PROVIDING FOR SEVERABILITY, CONFLICTS AND AN EFFECTIVE DATE. Town Clerk Gaskins read the title of Resolution No. 17-015 R into the record. Town Manager Oakes presented this item. Mayor Feldman opened the Public Hearing. There were no comments from the public, the Public Hearing was closed. Commission Discussion: The Commission was in support of Resolution No. 17-015 R. MOTION: Commissioner Zelniker moved to adopt Resolution No. 17-015 R. The motion was seconded by Commissioner Riesa. UPON ROLL CALL: Commissioner Zelniker - Yes Commissioner Riesa - Yes Commissioner Kelvin - Yes Vice Mayor Weitz - Yes Mayor Feldman - Yes The motion passed on a 5 to 0 vote. Town Commission Second Public Hearing Budget Meeting Minutes Date: September 26, 2017 Page 3 of 4 B) RESOLUTION NO. 17-016 R/2017-2018 FISCAL YEAR BUDGET A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF HIGHLAND BEACH, FLORIDA, ADOPTING A FINAL BUDGET FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2017 AND ENDING SEPTEMBER 30, 2018; DETERMINING AND FIXING THE AMOUNTS NECESSARY TO CARRY ON THE GOVERNMENT OF THE TOWN FOR THE ENSUING YEAR; PROVIDING FOR SEVERABILITY, CONFLICTS AND AN EFFECTIVE DATE. Town Clerk Gaskins read the title of Resolution No. 17-016 R into the record. Town Manager Oakes presented this item. Mayor Feldman opened the Public Hearing. There were no comments from the public, the Public Hearing was closed. The Commission was in support of Resolution No. 17-016 R. MOTION: Commissioner Riesa moved to adopt Resolution No. 17-016 R. The motion was seconded by Commissioner Zelniker. REPORTS—TOWN COMMISSION: A) Commissioner Elyse Riesa had no report. B) Commissioner George Kelvin had no report. C) Commissioner Rhoda Zelniker had no report. REPORTS—TOWN MANAGER OAKES: Town Manager Oakes thanked the Commission for their support and making this a smooth budget process. 7. ADJOURNMENT: There being no further business Mayor Feldman called for a motion to adjourn the Second Public Hearing Budget Meeting. MOTION: Vice Mayor Weitz moved to adjourn the meeting at 5:12 PM.
