A Special Meeting was called to order at 2:05 p.m. by Mayor Edward J. Sullivan. Also present were Vice Mayor Mary Louise G. Blosser and Town Commissioners John J. Basso, William A. Grier and Betty Jean Stewart. Also present were Town Attorney Thomas E. Sliney; Town Manager Hugh D. Williams; Town Clerk Mary Ann Mariano and various members of the general public. Mayor Sullivan announced that the purpose of this Special Meeting was for the review and possible adoption of the Coastal Construction Code as mandated by the State. It was noted that the model ordinance as submitted by the state had been re-drawn in the form of other Town Ordinances and given first reading at the February 4, 1986 Regular Meeting. Further, it was noted that several amendments had been recommended by both the Town • Attorney and Town Manager which would be reviewed prior to the proposed final reading of the ordinance. Upon review, the following changes were approved by the Town Commission: In all areas where the term "Coastal Code" appears, same is to be amended to read "Coastal Construction Code". In Section 2, Page 1, last sentence, the word "municipal" will be re- placed with the word "town", the same change being made in the second line from the bottom on Page 1. There was substantial discussion regarding the determination as to whether or not Highland Beach qualifies as a "coastal barrier island" for the purposes of the Coastal Construction Code. It was determined that all references relating to "coastal barrier islands" be left in the document until a determination of this issue, at which time the ordinance might be amended to delete such references. On Page 2, Paragraph 5,, the following phrase will be deleted "if not of normal or usual design as determined by the Building Official". On Page 3, Section (e), the second and fourth sentences will be deleted. Also on Page 3, Section (i) the words "including mobile homes, commercial, institutional, industrial" will be replaced with the words "including buildings owned by the Town, buildings owned by a church". • Town Commission Special Meeting February 25, 1986 Page 2 of 3 Also on Page 3, Section (1), the phrase "water and sewage treatment plants;" will be deleted. This section carries over to Page 4, wherein the phrase electrical power plants" will also be deleted. The phrase "and signs over 15 feet in height" will also be deleted from this Section. On Page 5, second sentence, the reference to "B" zones will be deleted as all zones in Highland Beach are rated "A". On Page 5, Section (c), the following phrase will be added as a part of the first sentence "or established by the Town of Highland Beach Code of Ordinances". On Page 7, Section 2, the words "except mobile" will be deleted. Under the Basic Wind Velocity Design Pressure schedule, all references to the South Florida Building Code will be deleted. On Page 7, Section 3, second line, the words "this code" will be re- • placed with the words "Standard Building Code". On Page 8, first line, the words "approved testing agency" will be replaced with the words "the Southern Standard Building Code Congress International". "shall" will be It was noted by the Town Attorney that the numbering of the document might require amending for consistency and requested that whatever action taken incorporate the authority for same. This document was then read in its entirety by the Town Attorney and the Town Clerk, after which MOTION was made by COMMISSIONER BASSO/ COMMISSIONER CRIER to adopt the Ordinance establishing Chapter 31 as the Coastal Construction Code, with the Town Attorney being authorized to make whatever changes necessary for the consistent numbering of the document.
