1987.11.17_TC_Minutes_Special TOWN OF HIGHLAND BEACH, FLORIDA Minutes of Meeting of Town Commission PUBLIC HEARING/SPECIAL MEETING Tuesday, November 17, 1987 5:01 P.M. A Public Hearing/Special Meeting was called to order by Mayor Betty Jean Stewart at 5:01 P.M. in the Town Commission Chambers of Town Hall. Also present were Commissioners John J. Basso, David T. Robinson and Robert F. Scholz. Vice Mayor Mary Louise G. Blosser was absent. Also present were Town Attorney Thomas E. Sliney and Town Clerk Mary Ann Mariano. Town Manager Hugh D. Williams was absent. Also in attendance were approximately 100 members of the general public. After roll call, Mayor Stewart welcomed all to the Public Hearing/ Special Meeting and noted that the purpose of same was to solicit public input and give second reading and possible adoption to the following ordinance: AN ORDINANCE OF THE TOWN OF HIGHLAND BEACH, FLORIDA, RELATING TO REZONING, PROVIDING FOR THE REZONING OF TOWN LOT 2 A.N. THAT WAS FORMERLY KNOWN AS THE "B" AND "C" SITES OF FORMER RPUD-1 (NORTHERLY PORTION OF BOCA HI COMPLEX), TOWN LOT5 59, 60, 62, 65 AND 69 (WEST OF A-1-A ONLY) FORMERLY KNOWN AS RPUD-2, TOWN LOTS 15S AND 15N AND TOWN LOTS N0. 56, 57, 58 AND 71 (WEST OF • A-1-A ONLY) FROM RMM (RESIDENTIAL MULTIPLE FAMILY-MEDIUM DENSITY) TO RML-1 (RESIDENTIAL MULTIPLE FAMILY-LOW DENSITY); PROVIDING FOR THE APPROPRIATE REVISION OF THE OFFICIAL ZONING MAP; PROVIDING AN EFFECTIVE DATE. Attorney Sliney then explained the processes which had been followed mandated by State Statute, including the fact that this proposed ordinance had been reviewed by the Planning Board who had recommended its adoption. Attorney Sliney further noted that the Town Commission had amended its Comprehensive Plan in May, of this year, and the purpose of today's subject ordinance was to amend the Town's zoning map to conform to the prior land use changes already adopted. The Town Clerk then read the Public Notice which had been advertised in the Boca News on November 12, 1987 in conformance with state law. Fol- lowing the reading of the Public Notice, the Town Clerk read the pro- posed ordinance in its entirety, after which Mayor Stewart called for public input. Mr. John Ward, Vice Chairman of the Planning Board, reiterated the Board's recommendation to adopt the subject ordinance. Mr. Ward stated that in addition to other factors, the Planning Board had considered water supply, environmental, hurricane/evacuation and traffic concerns during their deliberations. • Town Commission Public Hearing/Special Meeting November 17, 1987 Page 2 of 3 The following Highland Beach residents addressed the Town Commission ex- pressing their support in the adoption of the proposed ordinance, citing traffic concerns, density concerns and also citing the additional safety concerns with regard to the proposed county park in Town: Wilma Morris - 4748 South Ocean Boulevard (Dalton Place) Warren Hofstadter - 4740 South Ocean Boulevard (Braemar Isle) Jerome Ballin - 4750 South Ocean Boulevard (Aberdeen Arms) Paul Gladstone - 4750 South Ocean Boulevard (Aberdeen Arms) Terry Natale - 4740 South Ocean Boulevard (Braemar Isle) The following residents of Boca Raton, who reside across the Intracoast- al Waterway from Highland Beach expressed their support in the adoption of the proposed ordinance, citing mutual concerns of density, environ- mental impact and aesthetics: Barbara Oehme - Berkely Street Alison Fortgang - Boca Harbor Island Homeowners Association Robert Paul Amos - Boca Bay Colony There were no further persons desiring to be heard on this matter. MOTION was then made by COMMISSIONER BASSO/COMMLSSIONER SCHOLZ to adopt the ordinance as read by the Town Clerk. Commissioner Robinson stated that he believed that the adoption of the ordinance would enhance the quality of life and therefore also seconded this MOTION. The Town Clerk called the roll with all members voting "AYE" and the MOTION carrying unanimously. Mayor Stewart again thanked those present at the meeting, commending them for their sense of community involvement. There being no further business to come before the Town Commission at this Public Hearing/Special Meeting, same adjourned at 5:25 P.M.
