1987.10.27_TC_Minutes_Special TOWN OF HIGHLAND BEACH, FLORIDA Minutes of Meeting of Town Commission Public Hearing Tuesday, October 27, 1987 5:01 P.M. The Public Hearing of the Town Commission was called to order by Commissioner John J. Basso at 5:01 P.M. in the Town Commission Chambers at Town Hall. Other Town Commission Members present were David T. Robinson and Robert F. Scholz. Mayor Betty Jean Stewart and Vice Mayor Mary Louise G. Blosser were absent. Also present were Town Attorneys Thomas E. Sliney and Lisa Mulhall, Town Manager Hugh D. Williams, Town Clerk Mary Ann Mariano and members of the general public. Commissioner Basso noted that the purpose of the Public Hearing was to obtain citizen input into the Town's proposed ordinance to amend the zoning map from RMM (Residential Multiple-family Medium Density) to RML--1 (Residential Multiple--family Low Density) on the following properties: HOFFMAN/BROADVIEW PARCEL, Lots 59, 60, 62, 65 and 69 (West of A--1--A only) formerly known as RPUD--2. • BOCA HI PARCEL, formerly known as "B" and "C" Sites of former RPUD-l (Northerly portion of Boca Hi Complex 2 A.N.) . ENCLAVES OF BOCA COVE AND BOCA COVE PARCELS, Lots 155 and 15N. REGENCY PARCEL, Lot 56W. CONNAOGHT PARCEL, Lot 71W. BEAGLE PARCEL, Lot 58W. DEGANAHL PARCEL, Lot 57W. Attorney Sliney then gave a brief summary of the land use process noting that first reading had been given to the proposed ordinance at a Special Meeting earlier this day, and that another 5:01 P.M. Public Hearing and Special Meeting would be held on November 17, 1987, at which time possible adoption of the ordinance could take place. The Town Manager had no comments at this time. It was noted that the proposed amendment would allow up to 8 units per acre rather than the existing 15 units per acre. However, noted Attorney Sliney, inasmuch as the Comprehensive Plan has already been amended to change the land use classification, no more than 8 units per acre could be allowed at this time under state law. Town Commission Public Hearing October 27, 1987 Page 2 of 2 noted that the Comprehensive Plan would take precedence over the Town's zoning map and that the purpose of the present amendment was to make the two documents consistent. Commissioner Basso then read a letter from Tom Delaney of Boca Hi, Inc. into the record opposing the proposed amendment to the zoning map. Melinda Romano of Boca Harbor in Boca Raton, across the Intracoastal from the Hidden Harbor tract, then addressed the Town Commission. Ms. Romano stressed that the Town's zoning across the Intracoastal from her property had an impact on Boca and urged the Town Commission to do all that was possible to limit density and therefore urged the adoption of the proposed ordinance amending the zoning map. Ms. Romano further noted that she had spoken to both Representative Dan Mica as well as Palm Beach County Commissioner Wilken who offered their support in help- ing to protect the environment including the limiting of growth. Commissioner Basso then reiterated the fact that the Town Commission would be holding a second 5:01 P.M. Public Hearing on November 17, 1987 along with a Special Meeting at which time the proposed ordinance could be adopted. • There being no further public comment, this Public Hearing was adjourned at 5:10 P.M.
