Minutes of Meeting of Town Commission
SPECIAL MEETING
Wednesday, October 14, 1987 3:~l0 P.M.
The Special Meeting of the Town Commission was called to order by Com-
missioner John J. Basso in the Town Commission Chambers at Town Hall.
Also present were Town Commissioners David T. Robinson and Robert F.
Scholz. Mayor Betty Jean Stewart and Vice Mayor Mary Louise G. Blosser
were absent.
Present also were Town Attorney Thomas E. Sliney, Town Manager Hugh D.
Williams, Town Clerk Mary Ann Mariano and members of the general
public.
Commissioner Basso noted that the purpose of the Special Meeting was
two-fold, the first matter concerning a Change Order on the Bel Lido
Bridge Wingwall Project. The second matter to be discussed would be the
receipt of the Town's final Tax Certification from the Property
Appraiser's Office.
The Town Manager explained the problems which have been encountered by
the contractors on the Bel Lido Bridge Wingwall Project. The problems
encountered by the contractors are contained in a letter from Russell
• and Axon, Inc., the engineers on the project, dated October 7, 1987.
Attached to that letter is a cost estimate to repair the problems. Both
documents are attached to these minutes and incorporated herein by
reference.
Ken Schenck, Vice President, and Charles Perron, Chief Engineer from
Russell and Axon were present and presented a graphic presentation to
the Town Commission regarding the difficulties in continuing the
project. Mr. Perron further noted that he felt that the Town should
have a load limit on the bridge and a notation of such limit. It was
noted that the Town had implemented a load limit on the bridge and that
a sign did exist indicating such 15 ton limit. It was noted, however,
that recently there had been concrete trucks, garbage trucks, etc.,
travelling over the bridge in excess of 15 tons. Stricter enforcement
of the ton limit will be directed. Mr. Williams noted that he would see
to it that if in fact the weight limit sign was not in a proper
location, it would be moved.
Substantial discussion took place regarding the methods by which the
contractors could pursue the problems faced. The engineers noted that
they were proposing to put dead man aprons filled with concrete behind
existing wall and tying same back. There was substantial discussion
regarding the necessity of tying back the dead man. The engineers
noted that without this phase being done, there was no guarantee that
the bridge would not vibrate and require additional work in the future.

It was noted that the concrete filled dead man would cost approximately
$4,000. with the anchoring and tying back of same costing an additional
$10,980.
Commissioner Scholz stated that he was not convinced that the anchoring
of the system for the sum of $10,980. was necessary, however, would
agree to same if that was the desire of the other Commissioners.
Commissioner Robinson noted that he did not feel the Town should take
the chance of having the walls fall in when the Town could prevent same
at this point for the additional $10,980.
Mr. Williams further noted that originally, the Town was anticipating
the expenditure of $125,000. on the repair of the Bel Lido Bridge, and
that even with the proposed $14,980, change order, the cost was still
well below this amount.
MOTION was then made by COMMISSIONER ROBINSON/COMMISSIONER SCHOL~ to
approve the proposed Change Order for the Bel Lido Bridge Wingwall
Project in an amount not to exceed $14,980. This MOTION carried
unanimously with favorable votes.

job on the bridge at this point. Commissioner Robinson did point out
that there had been no flag man present when only one lane was being
utilized and requested attention to this matter.
The Town Commission then briefly discussed ways to slow down the drivers
when going over the bridge. Mr. Williams recommended that the Town
install a speed bump at the bridge approach, however, the Town
Commission would not consider such a bump without public comment on the
matter from the residents of Bel Lido. It was determined that the Town
should place an additional speed limit sign at the bridge approach to
limit the speed to 20 mph. This recommendation will be further
addressed at the Town Commission October 27, 1987 Workshop Meeting.
Mr. Williams then stated that the Town had received its Certification of
Final Taxable Value from the Property Appraiser. After the time allowed
for appeals to the County, the Town's appraised value was decreased by
approximately $2,000,000. or .41$. This will result in $5,576. less tax
funds coming to the Town on the approved 2.7931 mills as adopted in the

Town's budget. It was the Town Manager's recommendation that the Town
not change its existing tax rate which would require a full formal
procedure for change. The Town Commission concurred in this recommenda-
tion and directed that the Certificate be signed and returned to the
Property Appraiser's Office based on the adopted millage.
There being no further business to come before the Town Commission at
this Special Meeting, same adjourned at 3:45 P.M.

Subject: Bel Lido Bridge Abutment Renovation
Change Order ~l'1.
Dear Mr. Williams:
As happens in construction, the Contractor encountered considerable
debris under the Bel Lido Bridge while trying to drive the aluminum
piling for the curtain wall. As he is not affecting the entrance to
the island, we see no reason to stop progress but, have notified
them of their delay, a copy of which was sent to you on 9/25j87.
As the field work progressed, our resident inspector has started to
report that several problems are evident concerning the existing
bridge abutment, which could not be seen at the start of the
project.
After cutting down the brush along the roadway, large voids were
observed under the new bridge approaches. Initially we determined
that storm water was diverted into this area off the street which
caused the undermining. Later we found that there is a sprinkler
system in the areas, which also adds to the undermining problem.
However, after standing on the bridge and working under the bridge,
a third major factor was discovered.
Heavy vehicles crossing the bridge create a major vibration
transmitted into the earth below the apron of the bridge, which is
the same area mentioned above. This is causing the entire old
abutment to vibrate which is causing us concern for the protection
of the new containment and sheeting. After discussing several
• possible solutions, the Contractor has submitted the enclosed detail
and cost to tie-back the walls which will maintain the integrity of
the new structure.

Additionally, while endeavoring to insert the tie-backs and anchors
into the existing concrete piling, the concrete splinters, denoting
deteriorating of the bulkhead ae well. Thus our detail to tie-back
the walls with cable. It is proposed that the Town remove the
plants, palms, and sprinkler system so that they can be used in
another location. Other growth will be cut, but not the roots
removed, as we feel that they may be the only thing holding the fill
together, until the new structure is complete.
Additionally, we propose that the voids be grouted, and then all
` four sides covered with wire-meshed concrete to divert storm water
into the canal, directly. To protect your investment, we feel that
these additional alterations are necessary.
We will be pleased to explain our findings to the Town Council to
obtain their approval for these changes. However, if there are any
questions, please da not hesitate to contact our office.
