1987.09.04_TC_Minutes_Special TOWN OF HIGHLAND BEACH, FLORIDA Minutes of Meeting of Town Commission PUBLIC HEARING Friday, September 4, 1987 5:01 P.M. A Public Hearing was called to order by Mayor Betty Jean Stewart at 5:01 P.M. in the Town Commission Chambers of Town Hall. Also present were Vice Mayor Mary Louise G. Blosser and Commissioners John J. Basso and Robert F. Scholz. Commissioner David T. Robinson was absent. Also present were Town Manager Hugh D. Williams, Town Clerk Mary Ann Mariano and Chief Accounting Officer Stanley Novak. Mayor Stewart noted that the purpose of the Public Hearing was to obtain citizen input into the 1987/88 fiscal year budget for the Town of Highland Beach. It was noted that all property owners had been advised of the Public Hearing through the Property Appraiser's notice of taxes. The Town Manager reported that the proposed budget had been reviewed since mid--July by both the Financial Advisory Board and the Town Commis- sion. Mr. Williams noted that the proposed millage was 2.7931 mills, representing a slight decrease over last year's millage. Mayor Stewart then solicited comments from any citizens desiring to be heard on the budget. There were no citizens requesting to address the • Town Commission at this time. The Mayor then opened the floor to comments by the Town Commission. The Vice Mayor expressed her desire to address several items in the budget at another Workshop Meeting prior to its adoption. Vice Mayor Blosser was concerned regarding the 5o retirement figure placed in the budget as well as an across the board 5$ increase in salaries. Vice Mayor Blosser stated that the Town's present salary schedule is a step plan wherein over a series of 5 steps, an amployee is granted a yearly increase or a known amount and was concerned over recent publicity which indicated that management was less than efficient. Vice Mayor Blosser then noted her desire for the Town Commission to go forward in soliciting the cooperative relationship with Boca Raton in order to obtain water from that city on a long term basis. The follow- ing MOTION was made by the Vice Mayor at this time: "I move that we reinstate our efforts with Boca Raton and leave no doubts in anyone's mind by making a specific request, in accordance with the CDM recommendation already accepted by us, specifically that we purchase treated water with the full 3 million gallons to be available in 1992, as well as augmentation ' amounts to be available in 1990. I further move that we promptly communicate this request in writing to the Boca Raton City Manager • and other public officials". • Town Commission Public Hearing September 4, 1987 Page 2 of 3 Vice Mayor Blosser was advised that inasmuch as this was a Public Hear- ing and not a Special Meeting, that motions were not in order. Mayor Stewart noted that such discussions and considerations should have been brought up during the discussion on the water matter at the September 1, Regular Meeting. Vice Mayor Blosser indicated that she felt the agenda item discussed on September 1, during her report, revolved around a short--term solution and felt that the Town's long--term solution still needed attention and prompt action. Mr. Williams indicated that pursuant to the request of Boca Raton, the Town was soliciting input from the South Florida Water Management District as to their feelings regarding the Town of Highland Beach entering into a cooperative agreement with Boca Raton for water supply. Camp Dresser & McKee, the Town's Engineers, are attempting to set a meeting at this time with South Florida Water Management District to find out their opinion on both a short--term augmentation supply of water from Boca Raton, as well as their feeling on a long--term solution. Substantial discussion took place regarding this matter with it being the consensus of the Town Commission that the Town was pursuing a solution to the water situation as promptly as could be expected. Vice Mayor Blosser still expressed her concern in this regard. It was also noted that the proposed budget did not include any funds for a long--term water solution, with the Town Manager advising that such solution would have to be funded by an outside source, i.e., bond issue, loan, etc. Any minor interconnect cost could be funded out of the proposed budget through the unappropriated fund balance. Inasmuch as substantial discussion took place regarding this item, a partial verbatim transcript is available for inspection in the office of the Town Clerk. Vice Mayor Blosser then withdrew her previous motion. Mayor Stewart then noted that the Town Commission would be holding their final Public Hearing at 5:01 P.M. on September 15, 1987 to gain citizen input into the 1987/88 fiscal year budget. A Special Meeting will be held following the Public Hearing for the purpose of adoption of the budget ordinances.
