1987.08.28_TC_Minutes_Special TOWN OF HIGHLAND BEACH, FLORIDA • Minutes of Meeting of Town Commission SPECIAL MEETING Friday, August 28, 1987 2:00 P.M. A Special Meeting of the Town Commission was called to order by Mayor Betty Jean Stewart at 2:00 P.M. in the Town Commission Chambers of Town Hall. Also present were Town Commissioners John J. Basso, David T. Robinson, and Robert F. Scholz. Vice Mayor Mary Louise G. Blosser was absent. Also present were Town Manager Hugh D. Williams, Utilities Director Jack Lee, Chief of Police William Cecere, and Town Clerk Mary Ann Mariano. The Mayor noted that the Special Meeting had been called in order to implement mandatory water restrictions. Hugh Williams, Town Manager, stated that according to Resolution 507 of the Town Commission, the criteria had been met to declare a water emergency in the Town. This criteria is based on the levels of three wells which is used as a guideline in declaring a water emergency. Substantiating that fact is a memorandum from Utilities Director Jack Lee, dated August 28, 1987, which is attached and made a part of these minutes. Mr. Williams further noted that according to Section 29-24 • (c) (2), implementation of mandatory water restrictions must be accomplished by the action of the Town Commission. Mr. Williams distributed a memorandum dated August 28, 1987, from the Town to all Highland Beach Residents, the subject of which was mandatory water restrictions. A copy of this memorandum is attached hereto and made an integral part of these minutes. The proposed memorandum set out those uses of water which would be strictly prohibited during any declared emergency. It was the feeling of the Town Commission that a water emergency was in order and should be declared immediately with mandatory restrictions taking effect as of 5 P.M. this date. These restrictions will continue until the wells as outlined in Resolution No. 507 come above the levels determined to create an emergency situation. Mr. Williams indicated that the notices of any water restrictions, if adopted, would be distributed to all dwellings in Town by the Police Department who will monitor the enforcement of said restrictions. Mr. Williams further indicated that warning notices would be given out tonight to those not enforcing said restrictions; however, as of tomorrow, citations will be issued to violators of the mandated restrictions. Cable T.V. will also be utilized in the notification of residents. Commissioner Scholz suggested that several copies of such restrictions be given to condominiums in order that appropriate posting could take place. Mayor Stewart questioned construction hoses which are left running on construction sites in Town and whether this would be curtailed. It was • noted that the use of water for hydrants for construction purposes would be construed to include those hoses. Mayor Stewart also noted that South Florida Water Management District should be notified regarding the • Town Commission Special Meeting Minutes August 28, 1987 Page 2 of 2 Town's implementation of such restrictions. Mr. Williams indicated that they would be notified immediately upon the conclusion of this meeting. Commission Basso MOVED that the Town declare an emergency condition and proper water restrictions to take effect today at 5 P.M. with the Town Manager notifying appropriate agencies including the South Florida Water Management District, the Cities of Boca Raton and Delray Beach, Cable T.V., The Sun Sentinel, Miami Herald, Palm Beach Post and Boca Raton News. This MOTION was seconded by Commissioner Robinson and carried unanimously by favorable votes.
