1987.07.31_TC_Minutes_Workshop • TOWN OF HIGHLAND BEACH, FLORIDA MINUTES OF TOWN COMMISSION WORKSHOP MEETING • Friday, July 31, 1987 1:30 P. M. A Workshop Meeting of the Town Commission of the Town of Highland Beach, Florida, was called to order at 1:30 p.m. by Mayor Betty Jean Stewart in the Town Commission Chambers, at Town Hall. Also present were Vice Mayor Mary Louise G. Blosser and Commissioners John J. Basso, David T. Robinson, and Robert F. Scholz. Also present were Town Manager Hugh D. Williams, Jules J. Ameno (Camp Dresser and McKee Inc.), Deputy Town Clerk Elizabeth L. Kolek, and members of the public. Mayor Stewart stated that the subject of this Workshop Meeting is to discuss water. Town Manager William's draft of a letter to James Rutherford, City Manager of Boca Raton, dated 7/31/87, was discussed and amended, as follows: PAGE 1, PARAGRAPH 2---take out "unlimited quantities". PARAGRAPH 3---DELETE, NOT NEEDED. PARAGRAPH 4---take out "has revised the density permitted to what now presently exists at eight units per acre" and ADD "has consistently lowered the density". PARAGRAPH 5---DELETE, NOT NEEDED. PAGE 2, PARAGRAPH 6---DELETE, NOT NEEDED. PARAGRAPH 8---take out "either on an as needed basis or on some other regular type of a schedule". PARAGRAPH 10----take out "300,000-500,000 gallons" and ADD "500,000 TO 1.2 MGD". PARAGRAPH 11---In No. 1, take out "either as needed or". ADD A PARAGRAPH---"The Town has been agressively studying it's water usage to minimize. waste and is not looking for the City of Boca Raton to be its sole supplier of water." It was the consensus of the Town Commission that this letter, after the • amendments are made, should be addressed to the City Manager, with a copy (with a cover letter) to each Boca Raton Council Member. (ORIGINAL DRAFT AND AMENDED LETTER ARE ATTACHED TO THESE MINUTES AND MADE A PART OF SAME. ) Town Commission Workshop Meeting Minutes • July 31, 1987 Page 2 of 3 Mr. Ameno stated that on 8/l~/87, Boca Raton City Council will discuss their Water Master Plan with their engineers (CDM). It was the consensus of the Town Commission that the Town Manager, as the representative of Highland Beach, should attend this meeting as a observer and not participate in any discussion. The outcome of this meeting would be discussed further at the tentative Workshop Meeting scheduled for 8/14/87 by the Highland Beach Town Commission. It was determined during the discussion that Boca Raton was mistaken in their feeling that Highland Beach was requesting to purchase 3 MGD (or all of their water supply) when in reality Highland Beach only would like to augment their water supply at peak use times. If Boca Raton is to augment Highland Beach's water supply, the city will need to expand its water plant 3 years sooner than presently planned, and must know how much Highland Beach will need to buy before Boca can get their permit from SFWMD. Mr. Ameno stated that Boca Raton charges its other out of the city customers a full rate plus an additional 25g. According to the present 5 year plan regarding projected future build out of the Town of Highland Beach, Mr. Ameno said an additional 5~J0,000 GPD will be needed by 1992 and 1,4J00,~JPlP! GPD by 1997. • Commissioner Robinson stated that an amount we need to buy must be determined since our permits only go up to 1.8 MGD and will need 3 MGD within five years, plus what is needed at build out, since we do not want to short change our residents. Vice Mayor Blosser felt that the Town's first choice was to work with Boca Raton. She felt the Town should buy additional water from that city since it will be expanding its' wellfields and further felt the Town Comm fission should pursue this... Mayor Stewart stated that several alternatives were presented at the Boca Raton Workshop Meeting, but the Pheasant Walk site was eliminated because of the many problems involved and the most viable site was the Texas Trail site near I-95, for wellfield expansion. Town Manager Williams stated that the Town has some time to consider the Texas Trail city, but does not have a lot of time. Commissioner Scholz stated that a base rate must be established for higher users of water in Town, since presently the rate for water is one rate, no matter how much is used. Regarding a community survey, Vice Mayor Blosser stated that only certified planners can conduct a municipal survey. • Commissioner Robinson felt that a conclusion is needed regarding the Jap Rock Park property. Town Manager Williams stated that the Town Newsletter could be used to inquire about resident's feelings about the park.
