2017.09.17_TC_Minutes_Special TOWN OF HIGHLAND BEACH 3614 South Ocean Boulevard, Highland Beach, Florida TOWN COMMISSION FIRST PUBLIC HEARING BUDGET MINUTES CALL TO ORDER: A Workshop Meeting of Town Commission of the Town of Highland Beach was called to order by Mayor Carl Feldman in the Commission Chambers at Town Hall at 5:01 PM on Tuesday, September 19, 2017. PRESENT UPON ROLL CALL: Commissioner Elyse Riesa Commissioner George Kelvin Commissioner Rhoda Zelniker Vice Mayor William Weitz, Ph.D. Mayor Carl Feldman Town Attorney Pamela Ryan Acting Town Manager Lanelda Gaskins Deputy Town Clerk Terisha Cuebas Pledge of Allegiance: The Pledge of Allegiance was led by Commission, followed by a moment of silence. Civility Pledge: Deputy Town Clerk Cuebas recited the Civility Pledge. 1. ADDITIONS.DELETIONS OR ACCEPTANCE OF AGENDA: Mayor Feldman called for any additions or deletions to the agenda. There being none, the agenda was accepted as presented. 2. PUBLIC COMMENTS AND REOUESTS: There were no comments or requests from the public. 3. PRESENTATIONS: A) Summary of Updates By: Cale Curtis, Finance Director Finance Director Cale Curtis gave a PowerPoint presentation with regard to the Proposed Operating Budget for the FY 2017-2018 highlighting the following updates: Town Commission Workshop Meeting Minutes September 19,2017 • Updates made within the past month • General Fund Expenditure Updates • Taxable Assessed Value • General Fund Revenue Updates There were no questions or discussion by the Commission. 4. PROPOSED ORDINANCES AND RESOLUTIONS: A) RESOLUTION NO. 17-018 R A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF HIGHLAND BEACH, FLORIDA, CONFIRMING THE TERNIINATION OF THE STATE OF EMERGENCY WITHIN THE TOWN OF HIGHLAND BEACH; AND PROVIDING FOR AN EFFECTIVE DATE. Deputy Town Clerk Cuebas read the title of Resolution No. 17-018 R into the record. Acting Town Manager Gaskins presented this item. MOTION: Vice Mayor Weitz moved to adopt Resolution No. 17-018 R. The motion was seconded by Commissioner Riesa. UPON ROLL CALL: Vice Mayor Weitz - Yes Commissioner Zelniker - Yes Commissioner Kelvin - Yes Commissioner Riesa - Yes Mayor Feldman - Yes The motion passed with a 5 to 0 vote. 5. FIRST READING/PUBLIC HEARINGS: A) RESOLUTION NO. 17-015 R/MILLAGE RATE A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF HIGHLAND BEACH, FLORIDA, ADOPTING A FINAL MILLAGE RATE OF 3.0762 MILS FOR THE TOWN'S GENERAL OPERATING FUNDS FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2017 AND ENDING SEPTEMBER 30, 2018; PROVIDING THAT THE FINAL MILLAGE RATE OF 3.0762 MILS IS EQUAL TO THE COMPUTED ROLLED BACK RATE OF 3.0762 MILS; PROVIDING FOR SEVERABILITY,CONFLICTS AND AN EFFECTIVE DATE. B) RESOLUTION NO. 17-016 R/2017-2018 FISCAL YEAR BUDGET A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF HIGHLAND BEACH, FLORIDA, ADOPTING A FINAL BUDGET FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2017 AND ENDING SEPTEMBER 30, 2018; DETERMINING AND FIXING THE AMOUNTS NECESSARY TO CARRY ON THE GOVERNMENT OF THE TOWN FOR THE ENSUING YEAR; PROVIDING FOR SEVERABILITY,CONFLICTS AND AN EFFECTIVE DATE. Deputy Town Clerk Cuebas read the title of Resolution No. 17-016 R into the record. Acting Town Manager Gaskins introduced this item. Mayor Feldman opened the Public Hearing. Hearing no comments from the public, Mayor Feldman closed the Public Hearing. Commission Discussion: The Commission commended Finance Director Curtis on an excellent job in preparing the budget and thanked all department heads as well. MOTION: Commissioner Zelniker moved to adopt Resolution No. 17-016 R. The motion was seconded by Commissioner Riesa. D) Vice Mayor William Weitz had no report. E) Mayor Carl Feldman had no report. 7. REPORTS—TOWN ATTORNEY PAMELA RYAN: There was no report. 8. REPORTS—ACTING TOWN MANAGER GASKINS: On behalf of Town Manager Oakes, Acting Town Manager Gaskins thanked the Commission. 9. PUBLIC COMMENTS AND REQUESTS RELATED TO AGENDA ITEMS DISCUSSED AT MEETING ONLY: Mayor Feldman explained that since public comments were opened after each resolution, it will not be necessary to have public comments at this time. 10. ADJOURNMENT: There being no further business Mayor Feldman called for a motion to adjourn the First Public Hearing Budget Meeting at 5:26 PM.
