TOWN OF HIGHLAND BEACH, FLORIDA
• Minutes of Meeting of Town Commission
PUBLIC HEARING
Monday, June 22, 1987 5:01 P.M.
A Public Hearing of the Town Commission of the Town of Highland Beach,
Florida was called to order by Mayor Betty Jean Stewart at 5:01 P.M. in
the Town Commission Chambers at Town Hall. Also in attendance were Vice
Mayor Mary Louise G. Blosser and Town Commissioners David T. Robinson
and Robert F. Scholz. Commissioner John J. Basso was absent.
Also present were Town Manager Hugh D. Williams, Town Attorney Thomas E.
Sliney, Town Clerk Mary Ann Mariano and various members of the general
public.
Mayor Stewart opened the meeting by stating that the purpose of same was
to gain input into the proposed building moratorium ordinance under
consideration by the Town Commission. Mayor Stewart read the title of
the proposed ordinance, after which announcing that a second Public
Hearing would be held on July 6, 1987 at 5:411 P.M. on this matter.
Attorney Sliney then reiterated the purpose of the meeting noting that
the Town Commission would give consideration to the input at this
• meeting to determine whether a moratorium should be implemented and
further what the terms of the moratorium should be. Attorney Sliney
further reiterated the fact that another Public Hearing would be held on
July 6, 1987 prior to any possible adoption of such ordinance.
The Town Manager then noted the Town's concerns regarding the water
supply, citing a memorandum from him to the Town Commission dated August
22, 1986. Mr. Williams read several excerpts from this memorandum, a
copy of which is attached hereto and made a part of these Minutes. In
addition to reading excerpts from the aforementioned memorandum, Mr.
Williams gave some updated figures on the water supply, noting that it
was his opinion that any resolution of the water supply problem would
take at least 18 months to implement.
The Town Clerk read a letter dated June 22, 1987 addressed to the Mayor
and Town Commissioners from Thomas L. Delaney, Vice President of Boca
Hi, Inc., which letter is attached hereto and made a part of these
Minutes.
The Town Clerk then read a letter dated June 19, 1987 addressed to the
Town Commissioners from Melinda Romano, Trustee for Boca Harbour Island,
which letter is attached hereto and made a part of these Minutes.
Upon opening discussion, the following persons addressed the Town
Commission:

Mayor Stewart then announced again that a Public Hearing would be held
on July 6, 1987 at 5:01 P.M. prior to consideration of the adoption of
this ordinance, as well as discussion being held on same at the Town
Commission Workshop to be held on June 301, 1987 at 1:30 P.M.
It being noted that the purpose for which this Public Hearing had been
called had been concluded, the Town Commission adjourned at 5:35 P.M.
