TOWN OF HIGHLAND BEACH 3614 South Ocean Boulevard, Highland Beach, Florida TOWN COMMISSION BUDGET WORKSHOP MEETING MINUTES I CALL TO ORDER: A Budget Workshop Meeting of Town Commission of the Town of Highland Beach was called to order by Mayor Carl Feldman in the Commission Chambers at Town Hall at 9:30 AM on Thursday, August 3, 2017. PRESENT UPON ROLL CALL: Commissioner Elyse Riesa Commissioner George Kelvin Commissioner Rhoda Zelniker Vice Mayor William Weitz, Ph.D. Mayor Carl Feldman Town Attorney Glen Torcivia Town Manager Valerie Oakes Town Clerk Lanelda Gaskins Pledge of Allegiance: The Pledge of Allegiance was given, followed by a minute of silence. Civility Pledge: The Civility Pledge was recited by the Town Clerk. 1. ADDITIONS, DELETIONS OR ACCEPTANCE OF AGENDA: Mayor Featherman called for any additions or deletions to the agenda, hearing none the agenda was accepted as presented. 2. PUBLIC COMMENTS AND REQUESTS: There were no comments or requests from the public. 3. PRESENTATION OF THE PROPOSED OPERATING BUDGET FOR 2017-2018: Finance Director Cale Curtis gave a PowerPoint presentation highlighting the following updates: (See attached Exhibit"A"). • The Town's Taxable Value • General Fund Total Fund Balance • General Fund Unassigned Fund Balance Town Commission Budget Workshop Meeting Minutes Thursday,August 3, 2017 • Enterprise Funds (Water/Sewer) Fund Balance • Town Tax Rate • Understanding Your Tax Bill • 2017-2018 General Fund Proposed Budget Highlights - General Fund Revenues; General Fund Expenditures • Water System Proposed Budget • Sewer System Proposed Budget • Five Year Capital Improvement Plan • Millage Rate Scenarios • Setting the Tentative Maximum Millage Rate 4. COMMISSION REVIEW, QUESTIONS & DISCUSSIONS: Commissioner Riesa provided comments about the capital expenditures, and Finance Director Curtis explained that anything over $2,500 required three quotes. She inquired about the decrease in cost regarding the legal fees and Finance Director Curtis explained that the Town was relying less on the Town Attorney because town staff was able to make in-house decisions. She asked if the Town bid the printing/mailing for the Highlander newsletter. Town Manager Oakes explained that the Town staff obtain various quotes, and that she was exploring other alternative in the near future. Commissioner Riesa also inquired about the uniform costs for the Commissioners and training costs for the Commissioners or employees. She expressed the Town should take advantage of any grant training in the future. Commissioner Kelvin complimented Finance Director Curtis on an outstanding with the Budget presentation. Commissioner Zelniker mentioned that the budget was clear and easy to read. She inquired about the estimated cost for the walkway project. Discussion ensued regarding funding for the streetscape project and public awareness. She also inquired about funds budgeted for mass mailings and if the Financial Advisory Board members reviewed the budget. Finance Director Curtis explained that there and noted that there was no specific budget for mass mailings. The P P g g Proposed Budget for FY 2017-2018 was sent to the Financial Advisory Board members for review. Vice Mayor Weitz provided an explanation with regards to the two goals involved in preparing the budget. The goals had been met and the Finance Director and Town Manager is doing an excellent job. He mentioned that the public have had many opportunities to review the Town's budget and/or attend the public meetings. In addition, he provided comments about the Water Fund being supplemented by reserves and the Town not receiving the appropriate income from the water usage to maintain a balance without using reserves. Finance Director Curtis explained that was the reason. The Town did a rate study in 2015 and described the results of that study. Most of the funds from the reserves are going towards the capital improvements, and there is a plan in place to close the gap over the next three to four years. Page 2 of 5 Town Commission Budget Workshop Meeting Minutes Thursday,August 3, 2017 Mayor Feldman provided comments about the streetscape project and explained that there is $2 million dollars budgeted for this project and it cannot exceed that amount, which will be a referendum. In addition, he expressed concerns with mailing the Highlander newsletters and suggested the Town should consider an alternate method for distribution to the residents. He mentioned that the proposed budget was excellent. Commissioner Riesa mentioned some of the line items are low and would like to see more funding included in the budget for education. Commissioner Zelniker provided remarks about the public attending Commission meetings, watching the televised meetings on Highland Beach TV Channel 99, and the $2 million dollar budget for the streetscape project. Discussion ensued regarding this issue and Mayor Feldman explained the process. The Ad Hoc Committee is giving all the information to the Commission for their review and approval and will be asking for a referendum not to exceed $2 million. Vice Mayor Weitz encouraged the public to attend the public meetings. Mayor Feldman provided comments regarding the number of residents that view the Commission meetings via television. The number is 16. Commissioner Kelvin responded by saying that the residents must be satisfied with the way the Commission is running the Town or there would be many attending the meetings to voice their complaints. Commissioner Riesa asked if there was a way to capture the number of viewers. Town Manager Oakes responded that she would monitor some of the meetings and report back with a number. Commissioner Riesa explained that some of the meetings were not available to view on line. Town Manager Oakes explained the issues with the encoder but mentioned that they can be seen on Channel 99. There are also DVD's available for those meetings and once completed, the minutes are also available on line. Town Manager Oakes requested clarification on the training reference grants and uniforms for the Commission. Discussion ensued with regarding training reference grants and uniforms for the Commission. It was the consensus of the Commission for the Town Manager to appropriate funds for training and development and to increase the budget to reflect an amount of $350 for the Commission uniforms. 5. COMMISSION BUDGET MEETINGS: i August 16, 2017 at 4:30 PM—Budget Workshop Meeting (TENTATIVE) August 29, 2017 at 1:30 PM—Budget Workshop Meeting (TENTATIVE) (Immediately following the Workshop Meeting) September 7, 2017 at 5:01 PM—First Budget Public Hearing Page 3 of 5 Town Commission Budget Workshop Meeting Minutes Thursday,Auzust 3, 2017 September 19, 2017 at 5:01 PM — Second Budget Public Hearing— Set Millage Rate and Adopt the Budget Town Manager Oakes asked the Commission if they wanted to have the two (2) tentative August Budget Workshop Meeting or hold the two (2) public hearing meetings in September. It was the consensus to eliminate the August 16'h and August 29`h Budget Workshop Meetings. Town Manager Oakes thanked Commission for their support, direction and input in making this PP P g very successful. 6. PUBLIC COMMENTS AND REQUESTS RELATED TO AGENDA ITEMS DISCUSSED AT MEETING ONLY: Carl Gehman, 1123 Highland Beach Drive asked if the Commission voted upon the members of the Ad Hoc Citizen Streetscape Committee. Mayor Feldman answered that they did. Explanation was provided that the meeting dates are listed on the Commission Agendas, announced at the meetings, posted on line and televised and all residents are welcome to attend. At that time, they can speak at the public portion of the meeting and express their comments or concerns. Discussion ensued regarding email subscriptions. Mayor Feldman suggested contacting the Condominium Associations and Homeowner's Associations asking them if they could supply the Town with a list of their residents and their emails. If the resident wants to receive this information they can okay it with their condominium. Commissioner Zelniker complimented Library Director Lois Albertson for sending the library information to the condominium associations.
