2017.07.25_TC_Minutes_Special TOWN OF HIGHLAND BEACH 3614 South Ocean Boulevard, Highland Beach, Florida TOWN COMMISSION SPECIAL MEETING MINUTES CALL TO ORDER: A Special Meeting of Town Commission of the Town of Highland Beach was called to order by Mayor Carl Feldman in the Commission Chambers at Town Hall at 9:30 AM on Tuesday, July 25, 2017. PRESENT UPON ROLL CALL: Commissioner Elyse Riesa Commissioner George Kelvin Commissioner Rhoda Zelniker Vice Mayor William Weitz, Ph.D. Mayor Carl Feldman Town Attorney Glen Torcivia Town Manager Valerie Oakes Town Clerk Lanelda Gaskins Pledge of Allegiance: The Pledge of Allegiance was led by Commission, followed by a moment of silence. Civility Pledge: Town Clerk Gaskins recited the Civility Pledge. 1. ADDITIONS.DELETIONS OR ACCEPTANCE OF AGENDA: Mayor Feldman called for additions or deletions to the agenda. There being none, the agenda was accepted as presented. 2. PUBLIC COMMENTS AND REOUESTS: There were no comments or requests from the public. I Town Commission Special Meeting Minutes July 25,2017 3. PRESENTATIONS: Proposed Operating Budget for FY 2017-2018 Finance Director Cale Curtis gave a PowerPoint presentation highlighting the following: • The Town's Taxable Value • General Fund Total Fund Balance • General Fund Unassigned Fund Balance • Enterprise Funds (Water/Sewer) Fund Balance • Town Tax Rate • Understanding Your Tax Bill • 2017-2018 General Fund Proposed Budget Highlights-General Fund Revenues; General Fund Expenditures • Water System Proposed Budget—Revenues and Expenditures • Sewer System Proposed Budget—Revenues and Expenditures • Five Year Capital Improvement Plan • Millage Rate Scenarios • Setting the Tentative Maximum Millage Rate 3.25 See attached Exhibit A. Commission had no comments regarding the Proposed Operating Budget for FY 2017-2018. 4. NEW BUSINESS: A)Setting the Tentative Maximum Millage Rate for Fiscal Year 2017-2018 Town Manager Oakes presented this item. She explained that staff is recommending that Commission set the tentative maximum millage rate at 3.25. Town Commission may also want to consider lowering the tax rate to the computed rolled back rate of 3.08. She also explained the amount of monies that would be generated in ad valorem taxes. Once the rate is set today, it can be lowered. All Commissioners agreed to set the tentative maximum millage rate at 3.25. The Commission recognized and commended the staff for an excellent job preparing the proposed budget and the time spent with each Commissioner in preparation for the budget meetings. MOTION: Vice Mayor Weitz moved to set the tentative maximum millage rate at 3.25. The motion was seconded by Commissioner Riesa. B)Setting a Time and Date for Two (2) Public Hearings to Adopt a Millage Rate and Budget Town Manager Oakes explained that Commission was required by law to hold two (2) public hearing meetings in September to adopt the budget and levy taxes. MOTION: Vice Mayor Weitz moved to accept the public hearing dates of September 7, 2017, and September 19, 2017, each to be held at 5:01 PM. The motion was seconded by Commissioner Zelniker, which passed unanimously. C) Setting a Time and Date for the Budget Workshops Town Manager Oakes presented this item. Historically budget workshops take place during the month of August to further discuss the proposed budget and the millage rate in a public forum. The staff is recommending you hold at least one meeting. The three proposed dates are August 3`d at 9:30 AM; August 16'' at 4:30 PM and August 29th immediately following the Commission Workshop. There was a consensus of the Commission to hold a Budget Workshop meeting on August 3, 2017, at 9:30 AM. Mayor Feldman requested that the Budget Workshop Meeting dates of August 16'h and August 29'h be kept on record if needed. MOTION: Commissioner Zelniker moved to have the Budget Workshop meeting on August 3, 2017, at 9:30 AM, and keep the dates of Budget Workshop Meeting dates of August 16t` and August 29t`open if needed. The motion was seconded by Commissioner Riesa. ADJOURNMENT: There being no further business Mayor Feldman called for a motion to adjourn the meeting at 10:04 AM. MOTION: Vice Mayor Weitz made moved to adjourn the special meeting at 10:04. The motion was seconded by Commissioner Riesa,which passed unanimously.
