TOWN OF HIGHLAND BEACH, FLORIDA
Minutes of Meeting of Town Commission
REGULAR MEETING
Tuesday, August 2, 1988 1:3g P.M.
A Regular Meeting of the Town Con-n-ission was called to order by Mayor
Betty Jean Stewart in the Con-n-ission Chambers at Town Hall at 1: 3(d P.M.
Others present were Con-n-issioners David T. Robinson, Robert F. Scholz,
and Doris R. Rome. Vice Mayor John J. Basso was absent.
Also in attendance were Town Attorney Thomas E. Sliney, Town Manager
Mary Ann Mariano, Building. Official Edward Hardy, Deputy Town Clerks
Anne M. Kowals and Redawna Bavender and n-en-bers of the general public.
Following roll call, the Pledge of Allegiance was given.
A MOTION by COMMISSIONER ROME/COMMISSIONER SCHOLZ to adopt the Agenda as
submitted, carried unanin-ously with favorable votes.

The following Minutes were submitted for consideration:
June 28, 1988 - Workshop Meeting
July X15, 1988 - Regular Meeting
July 06, 1988 - Special Meeting
July 11, 1988 - Special Meeting
July 13, 1988 - Public Hearing
MOTION was made by COMMISSIONER ROME/COMMISSIONER ROBINSON to approve
the Minutes as submitted. The MOTION carried with all favorable votes.
Public Coa-ments and Requests:
None.
REPORTS - TOWN COMMISSION:
Mayor Betty Jean Stewart:
Mayor Stewart reported that Mr. Henry Pearl, Chairman of the Beaches and
Shores Committee, cancelled last month's meeting due to a lack of an
agenda. The next meeting has been scheduled for August 8, 1988 to
discuss using other sand rather than sand from offshore dredging for
beach renourishn-ent projects.
Mayor Stewart noted a bill of the CAT Tracks (Citizens Against Throw-
aways) regarding beverage containers, etc. Mayor Stewart will submit a
letter in support of the bill.

REPORTS - TOWN ATTORNEY:
Attorney Sliney stated he will be submitting material concerning recent
legislative changes which may interest the Town Conur-ission.
REPORTS - TOWN MANAGER:
Town Manager Mariano introduced Mr. Edward Hardy as the new Building
Official/Code Enforcement Officer. He will be working 8:30 A.M. to 1:30
• P.M. daily.
Town Manager Mariano reported she attended a Municipal League Meeting on
July 27, 1988, where the proposed county impact fee ordinance was
discussed. The Municipal League scheduled a special meeting for
September 14, 1988, time and place to be announced, to further discuss
this matter.
BOARDS AND COMMITTEES:
A MOTION was made by COMMISSIONER ROME/COMMISSIONER ROBINSON to appoint
Mr. Robert Selby to serve in the capacity of an Alternate Member on the
Board of Adjustment for a tern- of one year. The MOTION passed without
objection.
A MOTION was made by COMMISSIONER ROME/COMMISSIONER SCHOLZ to reappoint
Mr. Richard Brunton to serve in the capacity of a Regular Me~t-ber on the
Financial Advisory Board for a term of three years. The MOTION passed
without objection.
A MOTION was made by COMMISSIONER ROME/COMMISSIONER ROBINSON to appoint
Mr. John Littlejohn to serve in the capacity of an Alternate Member on
the Planning Board for a term of one year. The MOTION passed without
objection.

1. AN ORDINANCE OF THE TOWN OF HIGHLAND BEACH, FLORIDA,
AMENDING CHAPTER 2, ENTITLED "ADMINISTRATION", SECTION
2-41 (A) ENTITLED TOWN PLANNING BOARD; ESTABLISHMENT;

TERMS; DUTIES, AND SECTION 2-50 (A) ENTITLED COMMUNITY
APPEARANCE BOARD; ESTABLISHMENT; TERMS; DUTIES.
This proposed ordinance was given first reading, by title only, and will
be placed on the agenda for the August Workshop Meeting.
2. AN ORDINANCE OF THE TOWN OF HIGHLAND BEACH, FLORIDA,
PROVIDING FOR OPEN SPACE LAND AND RECREATION LAND
DEDICATION, TO REQUIRE THE DEDICATION OF OPEN SPACE LAND
AND RECREATIONAL LAND, OR THE MAKING OF "IN LIEU"
PAYMENTS, BY THE DEVELOPERS OF MULTIPLE FAMILY UNITS AND
SINGLE FAMILY UNITS, PROVIDING AN EFFECTIVE DATE.

ENTITLED "AIR CONDITIONING CODE", SECTION 3.6, ENTITLED
"PERMIT FEES FOR INSPECTIONS", CHAPTER 9, ENTITLED
"ELECTRICAL CODE", SECTION 9-3, "SCHEDULE - ELECTRIC
PERMIT FEES", CHAPTER 7, ENTITLED "BUILDINGS", SECTION
7.1.1 ENTITLED "AMENDMENTS TO STANDARD BUILDING CODE"
(SECTION 107.4) PROVIDING FOR PERMIT FEES; CHAPTER 19
ENTITLED "PLUMBING", SECTION 19-2 ENTITLED "SAME -
AMENDMENTS, DELETIONS AND ADDITIONS" (SECTION 106.3)
"SCHEDULE OF PERMIT FEES"; PROVIDING AN EFFECTIVE DATE.

EFFECT A TAX LEVY BASED UPON THE 1988 TAX ROLL OF THE TOWN
OF HIGHLAND BEACH.

5. AN ORDINANCE OF THE TOWN OF HIGHLAND BEACH, FLORIDA,
APPROPRIATING FUNDS FOR THE FISCAL YEAR 1988-89 BEGINNING
OCTOBER 1, 1988 AND ENDING SEPTEMBER 30, 1989.
This proposed ordinance was given first reading, by title only, and will

Agenda was passed as subn-itted. MOTION carried with all favorable
votes.
There being no further business to cone before the Town Con-~t-ission at
this Regular Meeting, sane was adjourned at 1:45 P.M.
