PUBLIC SAFETY SERVICES ADVISORY BOARD
REGULAR MEETING - MINUTES
Friday, December 14, 1990 9: 00 A.M.
Chairman Harold C. Chambers called this Regular Meeting of the Public
Safety Services Advisory Board to order in Commission Chambers at 9: 00
A.M.
Deputy Town Clerk Doris Trinley called the roll . Present were the
Chairman, Vice Chairman Arthur Eypel and member Dennie Freeman .
Upon MOTION by Mr. Freeman/Mr . Eypel , the minutes of the Regular Meet-
ing of December 7 were approved with unanimous vote.
Chairman Chambers noted that for the first time a member of the public
was present at a PSSAB meeting and welcomed Leonard Bell .
The Chairman then inquired of the Board if they would agree that any
comments and/or questions from the public be received before and after
the PSSAB agenda was addressed. The members agreed to this approach.
Invited by the Chairman to communicate with the Board at this time,
Mr . Bell declined , saying he was attending for information purposes
only.
The Chairman then requested the Deputy Town Clerk to read into the
record dates and times of scheduled meetings with possible alternative
sources of fire/rescue services which had been requested by the Board :
Monday, December 17, 3: 00 P.M. - Palm Beach County Fire/Rescue
at their offices, to include Chief Herman Brice, Frank Robinson
(Finance) and Kathy Owens (Coordinator) .
Tuesday, December 18, 10: 00 A.M. - Boca Raton at their fire/
rescue headquarters on Glades Road, to include Assistant City
Manager Rick Witker and Chief John Withrow.
It was noted that Delray Beach has not yet responded to a
request to coordinate a meeting through the City Manager ' s
office.
It was also noted that Mr . Eypel would be unavailable to
attend these meetings since he would be out of Town .

NEW BUSINESS:
In consideration of these upcoming meetings with the County and Boca
Raton, the members agreed they would concentrate at this time on a
specific agenda to be utilized during the course of their exchanges
with these entities.
Discussion followed and agreement on agenda items to be included were:
COUNTY
- future plans regarding continuation of service to Town
- status of ongoing negotiations with union
- pro forma capitalization over 5 years
- types and numbers of personnel and equipment available
- actual cost of running Station #53 (Highland Beach) ;
percentage of Town tax dollars going to other areas
- formula used to allocate personnel and equipment
- do personnel and equipment at Station #53 ever leave
Town to answer other calls
- second response time (Station #52 in West Boca)
- explanation of some categories regarding "calls by type"
statistics
- projected costs to provide services to Town—any change
foreseen in State statute regarding formula now being used
- map showing location of stations throughout County
- explanation of appeals process should residents of an affected
building want to seek a variance on sprinkler retrofitting
ordinance
- possible extension of first opt-out date (2/1/91)
BOCA RATON
- costs : with exception of equipment, estimates submitted are
within 10% of current County costs

- provision of services to Highland Beach an advantage to
residents of northeast Boca (Admirals Walk, Sea Ranch,
San Remo = approx . 1, 000 dwelling units. Boca Yacht and
Racquet not included) .
- equipment: purchase used from them; perhaps lease
- possible deletion of retrofit requirement at this time
since their older buildings are exempt; will accept
this possibility in future if necessary
- advantage of quick second response time for both munici-
palities (Palmetto Park and Highland Beach stations) ;
no Intracoastal bridges involved.
OTHER:
Regarding Mr . Freeman' s securing bids for retrofitting of Seagate Con-
dominium so actual estimates would be available, the Chairman suggested
that, among others, he contact Dwight Kiker , a member of the county
fire code board and co-owner of Triangle Sprinkler Co . in West Palm
Beach.
In a discussion regarding the possibility of the county extending the
Town ' s first opt-out date (2/1/91) , Mr . Eypel noted that should the
Town, by virtue of securing a more desirable source of fire/rescue ser-
vices, exercise such opt-out, it would be extremely important that
same be very well coordinated.
It was agreed by the members that a short meeting would take place on
Tuesday, December 18, prior to the Board ' s meeting with Boca.
At 9: 45 A.M. , the Chairman called for a short recess; Mr . Eypel left
the meeting to keep a prior appointment.
The meeting was reconvened at 9: 55 A.M. The Chairman and Mr . Freeman
briefly recapped some of the material discussed and at 10: 00 A.M. , upon
MOTION by Mr. Chambe s/Mr . Freeman, the meeting was adjourned .
