1989.11.07_TC_Minutes_Regular:~ ~ ~, TOWN OF HIGHLAND BEACH, FLORIDA Minutes of Meeting of Town Commission REGULAR MEETING Tuesday, November 7, 1989 1:30 P.M. Mayor Joseph A. Boulay called the Regular Meeting of the Town Commission of the Town of Highland Beach, Florida, to order at 1:.30 P.M. in the Commission Chambers at Town Hall. Others present were Vice Mayor John J. Basso, Commissioners Doris R. Rome and Marvin A. Waldman. Commis- sioner Betty Jean Stewart was absent. Also present were Town Attorney Thomas E. Sliney, Town Manager Mary Ann Mariano, Deputy Town Clerk Anne M. Kowals and members of the general public. Following roll call, the Pledge of Allegiance was given. Adoption of Agenda The Agenda was adopted as submitted, upon proper MOTION, which carried unanimously. Approval of Minutes • The following Minutes were submitted for approval: September 19, 1989 - Public Hearing/Special Meeting September 19, 1989 - Public Hearing September 26, 1989 - Workshop Meeting October 03, 1989 - Regular Meeting MOTION by COMMISSIONER ROME/COMMISSIONER WALDMAN approving the Minutes as amended, carried unanimously. Public Comments and Requests None REPORTS - TOWN COMMISSION Mayor Joseph A. Boulay Mayor Boulay reported that he attended the South County Council of Government Meeting on Wednesday at which Meeting the Local Option Gas Tax Resolution, approved by the County, was discussed. It was noted that the County is dragging its feet on this matter because they are unhappy with the 2/3 - 1/3 split of the funds. The Mayor noted that he is awaiting receipt of a 'proof' for a 30" • diameter wooden Town Seal Plaque. '~ Town Commission Regular Meeting Minutes • November 7, 1989 Page 2 of 4 Mayor Boulay informed the Members that the Friends of the Library would like to join with the Town Commission in hosting a "Holiday Open House" for Town residents at the Town Hall Complex where cookies and punch would be served. Following a brief discussion, the other Members stated their feeling was that the Town Commission should not be involved in this "Holiday Open House", citing factors such as expense, parking and the possibility of non-residents attending such function. Vice Mavor John J. Basso No report. Commissioner Doris R. Rome No report. Commissioner Marvin A. Waldman Commissioner Waldman reported that, following the discussion at the last Workshop Meeting regarding a salary increase for elected officials, he had given the matter some thought and his feeling is that each elected • official should receive the same increase in salary so as to avoid the possibility of persons filing for elected office due to the monies involved rather than dedication to such office. Vice Mayor Basso and Commissioner Rome also expressed apprehension with regard to the proposed ordinance relating to this issue. This matter will be discussed further at the November Workshop Meeting when all Commission Members will be in attendance. Commissioner Betty Jean Stewart Commissioner Stewart was absent. REPORTS - TOWN ATTORNEY Attorney Sliney introduced his associate, Jay Blumenkoff, who joined Dilworth, Paxson, Kalish, Kauffman & Tylander, as head of litigation in Florida. Attorney Blumenkoff will work with Attorney Sliney on Highland Beach matters. Regarding the addendum to the Palm Beach County Fire/Rescue Contract discussed at the last Workshop Meeting, Attorney Sliney is writing to a new County Attorney (Attorney Craddock is no longer in the employ of the County) to convey the thoughts and feelings expressed by the Town Commission at that October Workshop Meeting. The Town Attorney will keep the Town Commission apprised of this matter. Attorney Sliney and Members of the Town Commission reviewed the Boca Highland B & C Sites Settlement Agreement in order to transmit a Town Commission Regular Meeting Minutes November 7, 1989 Page 3 of 4 requested letter to Brent Wolmer, Att purchaser. Following considerable di was amended. A MOTION was made by CO to approve the letter, as amended, se Settlement Agreement. A roll call vote resulted as follows: orney for the prospective scussion, Section 2 of the letter MMISSIONER WALDMAN/VICE MAYOR BASSO tting forth guidelines in the Commissioner Rome "AYE" Commissioner Waldman "AYE" Vice Mayor Basso "AYE" Mayor Boulay "AYE" REPORTS - TOWN MANAGER Town Manager Mariano reported receipt of a letter and plans from the Bel Lido Property Owners Association requesting approval from the Town Commission for improvements to the Bel Lido Entranceway. The plans are available for review at Town Hall. This matter will be placed on the Agenda for the November Workshop Meeting. Relative to the bike path, Town Manager Mariano advised that she had contacted different engineers and she is awaiting receipt of a third proposal with regard to what will be required for improving the bike • path. Town Manager Mariano reported that with regard to the park survey, information of Urban Design Company was requested and will be forth- coming. The Town Manager further noted that Urban Design, recommended by the Town's engineers (Gee & Jenson), designed parks in Boynton Beach, Boca Raton and Greenacres City. Information on Urban Design is expected, and will be distributed to the Town Commission, prior to their presentation to the Town Commission. Town Manager Mariano informed the Town Commission that she will be out of Town the week of November 13, 1989. REPORTS - BOARDS AND COMMITTEES Regarding the Boards and Committees, Mayor Boulay noted the existing vacancies on the various Town Boards. The Mayor acknowledged receipt of a letter of resignation, dated 10/18/89, from Code Enforcement Board Member Dr. Joseph Sieff. Mayor Boulay requested nominations for appointments to the various Boards. As there were none forthcoming, this matter will be discussed further at the November Workshop Meeting. Commissioner Rome commended Deputy Town Clerk Doris M. Trinley for the very well prepared Boards Action Report for the month of October, 1989. ,~ Town Commission Regular Meeting Minutes November 7, 1989 Page 4 of 4 PROPOSED RESOLUTIONS AND ORDINANCES 1. AN ORDINANCE AMENDING SECTION 3.05 OF THE CHARTER OF THE TOWN OF HIGHLAND BEACH, FLORIDA, ENTITLED "SALARIES OF COMMISSIONERS AND MAYOR RESTRICTED". The proposed ordinance received first reading, by title only, by Mayor Joseph A. Boulay. A brief discussion followed. Same will be placed on the Agenda for the November Workshop Meeting. As there was no further business to come before the Town Commission at this time, Mayor Boulay, upon proper MOTION, adjourned the Regular Meeting of the Town Commission, Town of Highland Beach, at 2:05 P.M.
