1989.07.27_TC_Minutes_Special~ . TOWN OF HIGHLAND BEACH, FLORIDA Minutes of Town Commission Meeting SPECIAL MEETING Thursday, Jules 27, 1989 4:4!41 P.M. Mayor Joseph A. Boulay called the Special Meeting of the Town Commis- sion, Town of Highland Beach, Florida, to order in the Commission Chambers at Town Hall at 4:00 P.M. Others present were Vice Mayor John J. Basso and Commissioner Marvin A. Waldman. Commissioners Doris R. Rome and Betty Jean Stewart were absent. Also in attendance were Town Attorney Thomas E. Sliney, Town Manager Mary Ann Mariano, Deputy Town Clerk Anne M. Kowals and members of the general public. The Mayor noted that the purpose of this Special Meeting was to give first reading to the following: AN ORDINANCE OF THE TOWN OF HIGHLAND BEACH, FLORIDA, AMENDING CHAPTER 30 OF THE CODE OF ORDINANCES OF THE TOWN OF HIGHLAND BEACH, FLORIDA, TO ALLOW SETTLEMENT OF LITIGATION; PROVIDING FOR APPROVAL OF SETTLEMENTS BY RESOLUTION AFTER PUBLIC HEARING; PROVIDING FOR EXCLUSIVE JURISDICTION OVER SUCH SETTLEMENTS BY TOWN COMMISSION; PROVIDING FOR A METHOD OF JUDICIAL REVIEW; PROVIDING 5EVERABILITY; PROVIDING FOR INCLUSION IN THE CODE; PROVIDING FOR CONFLICT RESOLUTION; AND PROVIDING AN EFFECTIVE DATE. AN ORDINANCE OF THE TOWN OF HIGHLAND BEACH, FLORIDA, TO EFFECT A TAX LEVY BASED UPON THE 1989 TAX ROLL OF THE TOWN OF HIGHLAND BEACH. AN ORDINANCE OF THE TOWN OF HIGHLAND BEACH, FLORIDA, APPROPRIATING FUNDS FOR THE FISCAL YEAR 1989-90, BEGINNING OCTOBER 1, 1989 AND ENDING SEPTEMBER 30, 1990. Mayor Boulay read the proposed ordinances by title only. Attorney Sliney advised that, on this date, he distributed copies of the revised proposed settlement agreement (received from Attorney Schulman representing Highland Ocean Associates) for the Commissioners review and comments. The Town Attorney noted that if the Town Commission agrees with the settlement agreement, an attempt will be made to complete all requirements by the September 8th compliance date set by the court. Attorney Sliney stated that he would like the Commissioners' comments on the settlement agreement, as soon as possible, so that he can get back to Attorney Schulman. There being no further business to come before the Town Commission at this Special Meeting, MOTION was made by VICE MAYOR BASSO/COMMISSIONER WALDMAN to adjourn.
