WORKSHOP MEETING
Tuesday, February 28, 2017 1:35 PM
Mayor Bernard Featherman called the Workshop Meeting to order in the Town Commission
Chambers at 1:35 PM.
CALL TO ORDER:
Roll Call: Members present: Mayor Bernard Featherman; Vice Mayor William Weitz, Ph.D;
Commissioner Carl Feldman; Commissioner George Kelvin and Commissioner Rhoda Zelniker.
Also present: Town Attorney Glen Torcivia; Town Manager Valerie Oakes; Deputy Town
Clerk Lanelda Gaskins; Police Chief Craig Hartmann; Finance Director Cale Curtis; Public
Works Director Ed Soper; Library Director Lois Albertson and members of the public.
Pledge of Allegiance: The Pledge of Allegiance was led by Commission, followed by a minute
of silence.
Civility Pledge: The Civility Pledge was recited by the Deputy Town Clerk.

Mayor Featherman called for any additions or deletions to the agenda. Hearing none, the
agenda was accepted as presented.

There were no public comments or requests.

Deputy Town Clerk — The two candidates were not able to attend this meeting
today because they were out of town. They did send letters expressing their
interest in serving on the Board of Adjustment and Appeals, which was included in
your agenda packet.

2017)

Consensus was to reschedule the talent bank interviews for the March 7t' Regular
meeting.
5. PROPOSED ORDINANCES AND RESOLUTIONS:
A) RESOLUTION NO. 17-004 R
A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF
HIGHLAND BEACH, FLORIDA, DESIGNATING THE FINANCIAL REVIEW
BOARD, AS THE TOWN INFRASTRUCTURE SURTAX CITIZEN
OVERSIGHT COMMITTEE; ESTABLISHING THE RESPONSIBILITIES
AND DUTIES OF THE OVERSIGHT COMMITTEE; ESTABLISHING
PROCEDURES FOR THE CONDUCT OF MEETINGS AND OPERATIONS;
ESTABLISHING A SUNSET DATE; PROVIDING AN EFFECTIVE DATE;
AND FOR OTHER PURPOSES
Deputy Town Clerk Gaskins read Resolution No. 17-004 R into the record.
Town Manager Oakes — On May 17, 2016, the Board of County Commissioners of
Palm Beach County adopted Ordinance No. 2016-032 to impose a voter approved one
percent local government infrastructure surtax to be utilized by the county, the
schoolboard and the municipalities within Palm Beach County. Town Manager Oakes
described the purpose of this one percent tax which was voter approved on November
8, 2016 by referendum. The ballot called for independent oversight by citizen

committees for review of expenditures for the proceeds. This resolution will designate
the Financial Advisory Board to serve as the Town's infrastructure surtax citizen
oversight committee. The Financial Advisory Board shall be tasked in ensuring that the
surtax proceeds received by the Town are expended in a manner that is consistent with
Florida State Statutes.
Consensus was to place this item on the March 7t`Regular Consent Agenda.

7. NEW BUSINESS:
A) Town Commission Minutes:

Consensus was to place this item on the March 7t' Consent Agenda.
8. MISCELLANEOUS—ITEMS LEFT OVER:
None.
9. REPORTS—TOWN COMMISSION:
A) Commissioner Rhoda Zelniker—No report.
B) Commissioner Carl Feldman — Regarding the Town's streetscape, Mathews
Engineering was hired on November 1, 2016 to complete a streetscape proposal, which
is moving forward. They came in under the $30,000 budget for this study. The plans
are being reviewed by the Town staff and then they will be reviewed by the residents.
This project will be placed on the March 2018 ballot for referendum spending approval.
We will be moving forward in starting this project.
C) Commissioner George Kelvin—Our Channel 99 has not changed in many years. I am
taking it upon myself to redesign and make it enjoyable within the next couple of
weeks.

D) Vice Mayor William Weitz—On Wednesday, March 1St the League of Women Voters
is hosting a Meet the Candidates Forum at the Library between the hours of 6:00 PM to
8:00 PM. I made an affirmative motion to hold the municipal election in the Library. It
was not an oppositional motion and it was never my attempt to have it removed from
the church property. There was written communication indicating that the election
would not be permitted to be held at the church. At the time I made the motion, there
was a statement made that the church had changed their mind and would allow the
election to be held there. Official documents and rules of this Commission state that
any and all documents must be in writing. Although I acknowledge its sincerity, the
verbal communication did not comply with our prevailing rules and regulations.
E) Mayor Bernard Featherman — I would like to thank everyone who attended this
meeting. We have a fine Commission and staff who work very hard for our residents.
9. REPORTS—TOWN ATTORNEY GLEN TORCIVIA:
Congratulations to Valerie and I know she will continue to do an outstanding job.
10. REPORTS—TOWN MANAGER VALERIE OAKES:
No report.
11. PUBLIC COMMENTS AND REQUESTS RELATED TO AGENDA ITEMS
DISCUSSED AT MEETING ONLY:
There were no comments from the public.
12. ADJOURNMENT:
There being no further business to come before the Commission, Mayor Featherman called
for a motion to adjourn the Workshop Meeting at 1:49 PM.
MOTION: Commissioner Feldman moved to adjourn the workshop meeting at 1:49 PM.
Motion was seconded by Vice Mayor Weitz, which passed unanimously.
