Minutes of Meetings of Town Commission
PUBLIC HEARING/SPECIAL MEETING
Tuesday, March 28, 1989 4:01 P.M.
Mayor Joseph A. Boulay called the advertised Public Hearing/Special
Meeting of the Town Commission, Town of Highland Beach, Florida, to
order at 4:01 P.M. in the Commission Chambers at Town Hall. Others
present were Vice Mayor John J. Basso, Commissioners Doris R. Rome,
Marvin A. Waldman and Betty Jean Stewart.
Also in attendance were Town Attorneys Thomas E. Sliney and David K.
Friedman, Deputy Town Clerk Anne M. Kowals, Senior Land Planner Jim Park
of Gee and Jenson, and members of the general public.
Mayor Boulay noted that this advertised Public Hearing/Special Meeting
was called to receive and consider public comments on the proposed
Comprehensive Plan prior to the transmittal of the proposed Comprehen-
sive Plan to the Florida Department of Community Affairs for their
review.
Senior Land Planner Jim Park explained that Gee and Jenson's Consultants
worked with the Planning Board and Town Commission at numerous meetings
for the purpose of drafting a Comprehensive Plan that both Boards felt
• was appropriate. The submission of this draft Comprehensive Plan to the
Department of Community Affairs (for their review) does not represent
formal adoption of this Plan. The purpose for the Public Hearing is to
get new information or advice from the. public that may suggest any
modifications that may be appropriate. Continuing, Mr. Park noted that
he recommends the Plan for favorable consideration by the Town Commis-
sion and he looks forward to assisting the Commission further.
Mayor Boulay requested comments from the members of the audience.
Attorney Bruce Kaleita, representing Paul and Camille Hoffmann (Amco
Property Limited), stated that his clients have a vested right to the
densities that were assigned to them in the 1970's.
Attorney Nancy Graham, representing Connaught (Lot 71W), also stated
that her clients have vested rights re density on their parcel.
Attorney Jeanne Siebert Pena, representing Itco (Lot 102W), stated that
they are opposed to the proposed Comprehensive Plan.
Richard Orman, representing Milani Holdings of Canada and Lucia Milani,
(Lots 10E; 9W and 10W) objected to the density reductions proposed in
the draft Comprehensive Plan.
Mr. Philip Colman, developer/resident of Highland Beach, addressed the
matter of Open Space and Recreational Facilities and noted that the pro-
posed Comprehensive Plan has two conflicting statements with regard to
tennis courts: one section states additional tennis courts will be

considered for development on vacant land on the Town Hall site; another
section states you do not need any (or you do not want any).
There were no further comments from the audience.
COMMISSIONER WALDMAN made a MOTION at this time that the draft
Comprehensive Plan of the Town of Highland Beach, Florida, dated 3/28/89
be transmitted to the Department of Community Affairs for their review
and comment. The MOTION was seconded by COMMISSIONER STEWART. A roll
call vote resulted as follows:

Upon proper MOTION, Mayor Boulay adjourned the advertised Public
Hearing/Special Meeting of the Town Commission at 4:35 P.M.
