2017.02.28_TC_Minutes_Special TOWN OF HIGHLAND BEACH MINUTES OF TOWN COMMISSION MEETING SPECIAL MEETING Monday, February 28, 2017 1:15 PM Mayor Featherman called the Special Meeting to order in the Town Hall Commission Chambers at 1:15 PM. CALL TO ORDER: Roll Call: Members Present: Mayor Bernard Featherman; Vice Mayor William Weitz, Ph.D.; Commissioner Carl Feldman; Commissioner George Kelvin and Commissioner Rhoda Zelniker. Also present: Town Manager Valerie Oakes; Town Attorney Glen Torcivia; Deputy Town Clerk Lanelda Gaskins; Police Chief Craig Hartmann; Finance Director Cale Curtis; Public Works Director Ed Soper; Library Director Lois Albertson and members of the public. Pledge of Allegiance: The Pledge of Allegiance was led by Commission, followed by a moment of silence. Civility Pledge: The Civility Pledge was recited by the Deputy Town Clerk. 1. ADDITIONS,DELETIONS OR ACCEPTANCE OF AGENDA: Mayor Featherman called for additions or deletions to the agenda. Hearing none,the agenda was accepted as presented. 2. PUBLIC COMMENTS AND REOUESTS: There were no public comments or requests. 3. NEW BUSINESS: A) Authorization for the Mayor to Execute an Employment Agreement with Valerie Oakes Town Attorney Torcivia — The Mayor and I met with Valerie Oakes to negotiate an employment agreement. We have reached an agreement and request a motion to approve. Town Commission Special Meeting Minutes February 28,2017 Page 2 of 3 MOTION: Vice Mayor Weitz moved to accept the contract as negotiated between the new Town Manager and the Mayor. The motion was seconded by Commissioner Zelniker. ROLL CALL: Vice Mayor Weitz - Yes Commissioner Zelniker - Yes Commissioner Feldman - Yes Commissioner Kelvin - Yes Mayor Featherman - Yes Motion carried 5 to 0. B) Town Attorney Administers Oath of Office • Valerie Oakes,Town Manager Town Attorney Torcivia administered the Oath of Office to Town Manager Valerie Oakes. Town Manager Oakes thanked God, the residents of Highland Beach, the Town Commission, the Town Attorney and the paramount staff for all their support and belief in her. She also thanked and recognized the important people in her life who took the time to be here today; her mentors (Town Manager Oakes recognized the Town Clerks and Town Administrators from various municipalities) her parents, grandparents and her children. Mayor Featherman — We are very fortunate to have such a talented and outstanding person as our Town Manager. Commissioner Feldman—I am very proud of Valerie. I always believed she had a great future with the Town of Highland Beach because of her ability and background. She has a great team with unbelievable loyalty, and we are very lucky to have her as our Town Manager. Commissioner Zelniker — Valerie is a fantastic Town Manager and her most important thing is serving the residents of this community. She will be taking on many endeavors such as Code Enforcement, automating the Building Department, enhancements with Channel 99 and pursuing grants. She deserves a great deal of credit and will add much to our community. Vice Mayor Weitz— Valerie has many qualifications that qualify her for the position of Town Manager. I am amazed at the diversity of people who have come here today to honor her; family, friends, staff and clerks from other municipalities, which represents the fact that once Valerie meets you, you become part of her life. PUBLIC COMMENTS AND REQUESTS RELATED TO AGENDA ITEMS DISCUSSED AT MEETING ONLY: There were no comments from the public. 5. ADJOURNMENT: There being no further business to come before the Commission, Mayor Featherman called for a motion to adjourn the Special Meeting at 1:35 PM. MOTION: Vice Mayor Weitz moved to adjourn the Special Meeting at 1:35 PM. The motion was seconded by Commissioner Feldman, which passed unanimously.
