Minutes of Meeting of Town Commission
WORKSHOP MEETING
Tuesday, February 28, 1989 1:30 P.M.
The Workshop Meeting of the Town Commission of the Town of Highland
Beach, Florida, was called to order by Mayor Betty Jean Stewart in the
Commission Chambers at Town Hall at 1:30 P.M. Others present were Vice
Mayor John J. Basso and Commissioner Robert F. Scholz. Absent from this
Workshop Meeting were Commissioners Doris R. Rome and Marvin A. Waldman.
Others in attendance were Town Attorney Thomas E. Sliney, Deputy Town
Clerk Anne M. Kowals, Building Official Harry Heithaus and members of
the general public.
ADDITIONS, DELETIONS OR ACCEPTANCE OF AGENDA
The Agenda was adopted as submitted, without objection, upon MOTION by
COMMISSIONER SCHOLZ/VICE MAYOR BASSO.
89.1 Public Comments and Requests
Mr. Philip Colman, Highland Beach resident/developer, requested
permission to make comments when the Town Commission will be dealing
with the new ordinance. Mr. Colman noted that he had raised some
questions with regard to this ordinance at the last Town Commission
Meeting on February 21, 1989.
There were no further comments from members of the general public.
89.2 Boards and Committees
Mayor Stewart noted vacancies that exist on the following Town Boards:
PLANNING BOARD - One Alternate Member
COMMUNITY APPEARANCE BOARD - One Alternate Member
WATER RESOURCES ADVISORY BOARD - One Regular Member
BOARD OF ADJUSTMENT - One Alternate Member (Jane Rayner eligible
for reappointment)
The Mayor stated there was no correspondence from the Boards and
Committees.
89.3 Proposed Ordinances and Resolutions
1. AN ORDINANCE OF THE TOWN OF HIGHLAND BEACH, FLORIDA,
AMENDING THE ZONING CODE OF THE TOWN OF HIGHLAND BEACH,
CHAPTER 30, CODE OF ORDINANCES, BY AMENDING SECTION 5,
SUPPLEMENTARY DISTRICT REGULATION, BY ADDING AN ADDI-
TIONAL SUPPLEMENTARY DISTRICT REGULATION; PROVIDING FOR
. OPEN SPACE AND RECREATIONAL LAND DEDICATION; REQUIRING

THE DEDICATION OF OPEN SPACE AND RECREATIONAL LAND, OR
THE MAKING OF "IN LIEU" PAXMENTS BY THE DEVELOPERS OF
MULTIPLE FAMILY UNIT5 AND SINGLE FAMILY UNITS; PROVIDING
FOR SEVERABILITY; PROVIDING AN EFFECTIVE DATE.
Mayor Stewart read the proposed ordinance by title only and noted same
had first reading on 2/7/89 and was published on 2/20/89. The proposed
ordinance will be placed on the agenda for the March 7, 1989 Regular
Meeting of the Town Commission.
Mr. Philip Colman reiterated the fact that he raised a number of ques-
tions at the Public Hearing of the Town Commission on February 21, 1989,
at which time he was advised that the Town Commission would respond at a
later date. It would be proper, continued Mr. Colman, for such response
to be made available today.
Mr. Colman noted that at the last meeting he raised the question of some
amenities like tennis courts and perhaps a putting green but he received
no specific answers nor did he receive any commitment on the part of any
one at the meeting as to what or when any such facilities might be
available. Mr. Colman stated that he heard something about enhancing
our bike path. In citing section G of the ordinance, Mr. Colman noted
that he wanted to state categorically that the bike path has nothing to
do with what is in that clause (the bike path is the responsibility of
the Town Commission in connection with whatever municipal responsibili-
ties it has)--the bike path has nothing to do with the specific
references made in this particular ordinance which deals with
recreational facilities in relation to and required by new developments.

Mayor Stewart noted that the Town Manager has a response to Mr. Colman's
questions prepared.
At this point, COMMISSIONER SCHOLZ advised that, in consideration of the
absence of two Town Commissioners and the Town Manager, he MOVED to
defer the balance of this Meeting's Agenda to the next Meeting of the
Town Commission on March 7, 1989.. VICE MAYOR BASSO seconded the MOVE.

The Town Attorney advised adjournment of this Workshop Meeting and
putting all items from the Workshop Meeting Agenda on the Agenda for the
Regular Meeting of the Town Commission on March 7, 1989.
MOTION was made by VICE MAYOR BASSO/COMMISSIONER SCHOLZ to adjourn the
Workshop Meeting. Same was adjourned. by Mayor Stewart at 1:4~! P.M.
