1990.09.07_TC_Minutes_Special~, TOWN OF HIGHLAND BEACH TOWN COMMISSION MEETING MINUTES PUBLIC HEARING Friday, September 7, 1990 5:01 P.M. Mayor Joseph A. Boulay called this Public Hearing to order in Commis- sion Chambers at 5:01 P.M., stating its purpose was to receive citizen input into the 1990/1991. Fiscal Year Budget. Present were the Mayor, Vice Mayor Bill Paul and Commissioner Harold C. Chambers. Commissioners Betty Jean Stewart and Marvin A. Waldman were absent. Also in attendance were Town Manager Mary Ann Mariano, Deputy Town Clerk Doris M. Trinley and members of the general public. Mayor Boulay invited those in attendance who had questions or comments on the 1990/1991 Fiscal Year Budget to step forward and be heard. Dan Stump of Seagate condominium stated his question regarded proposed property taxes. He said that on his tax bill he noticed an increase of about 20°s, saying he assumed this increase would be proportional for all Town taxpayers. Town Manager Mariano explained that the proposed tax rate originally submitted to the Property Appraiser, which amount was reflected in his bill, represented tentative millage set by the Commission; however, through budget workshops and deliberations by the Commission, the rate had been reduced to approximately 10.1%. She advised Mr. Stump that his final tax bill will reflect this reduction. Replying to Mr. Stump's question about the possibility of Town tennis courts, Mayor Boulay said some monies, if available, had been set aside by the Commission for this purpose regarding the proposed Town park. Arlin Voress, Bel Lido, asked if monies for two new pipelines under the Intracoastal had been budgeted for this coming year. Mrs. Mariano responded that it was the consensus of the Commission to omit the pipe- lines from the budget at this time as they are awaiting further infor- mation with regard to the condition of the existing line, as well as further information regarding the necessity of extra Intracoastal crossings. Mrs. Mariano further explained that if the Commission decides to under- take this project during the course of the year, it will require an ap- propriation for the expenditure. Mayor Boulay added that the project depends on the inspection of the existing line, funds for which were approved earlier, which will be done as soon as possible. When results of the inspections are available, Mayor Boulay said the issue will be . re-addressed. ~~ s Town Commission Meeting Minutes September 7, 19901 Public Hearing Page 2 of 2 Jose Echeverria, Russell Drive, asked for clarification of the pipeline issue. He wanted to know what the program was and whether or not the Town was going to have one or two pipelines. He asked why there was procrastination in this decision since the Town was now operating with only one line. His opinion was that one line was not adequate; the Town should have two operable lines. Mayor Boulay replied that while it would be perilous for the Town to continue with only one line, the Commission did not want to allocate total funding for two lines until the condition of the existing line was determined by inspection. Mrs. Mariano added that monies for new piping, when needs were deter- mined after inspection, could be funded immediately through the Enter- prise Fund, with no waiting for another budgetary process. Commissioner Chambers commented that the Commission's action to request inspection of the existing pipe was based on the recommendation of the Water Resources Advisory Board and monies for the inspection had already been allocated from the current budget. He assured Mr. Echeverria that the Commission only wanted additional information, which was consistent with the recommendations of the Water Resources • Advisory Board. He added that the inspection would take place as soon as possible.
