TOWN OF HIGHLAND BEACH, FLORIDA
Minutes of Meeting of Town Commission
WORKSHOP MEETING
Tuesday, July 31, 1990 1:30 P.M.
Mayor Joseph A. Boulay called the Workshop Meeting of the Town Commis-
sion of the Town of Highland Beach, Florida, to order at 1:30 P.M. in
the Commission Chambers at Town Hall. Also present were Commissioners
Betty Jean Stewart and Harold C. Chambers. Absent were Vice Mayor Bill
Paul and Commissioner Marvin A. Waldman.
Also in attendance were Town Attorney Thomas E. Sliney, Town Manager
Mary Ann Mariano, Town Clerk Anne M. Kowals and members of the general
public.
ADDITION, DELETIONS OR ACCEPTANCE OF AGENDA
The Agenda was accepted as submitted.
90.1 Public Comments and Requests
Under Public Comments and Requests, Mr. Michael Dent, a resident at the
Casuarina, addressed the Town Commission with regard to the matter of
• Fire/Rescue Service for the Town noted there is no better than what we
are receiving from Palm Beach County. With regard to televising of the
Town Commission Meetings, Mr. Dent stated that the only person he would
want to operate the equipment in Town Hall would be an Adelphia Employee
or one of the Town's personnel. Mr. Dent questioned why we bother to
re-play the tapes of the meetings in the evening and suggested the Town
go back to the 1:30 P.M. meetings so the equipment can be operated by
the Town's staff. Regarding the Agenda Action Report, Mr. Dent noted
same has been made available to the residents (following the Town Com-
mission Workshop and Regular Meetings) in order that they may know what
went on at the meeting; and, Mr. Dent stated he would like this practice
to continue.
90.2 Boards and Committees
Mayor Boulay noted the existing vacancies on the various Town Boards.
It was noted that no Talent Bank Applicants were present to be inter-
viewed by the Town Commission. The Mayor further noted that he would
like to see the vacancies filled with qualified people as soon as
possible.
There was no correspondence from Boards or Committees.
90.3 Proposed Ordinances and Resolutions

RELATING TO REZONING, PROVIDING FOR THE AMENDMENT OF THE

5. AN ORDINANCE OF THE TOWN OF HIGHLAND BEACH, FLORIDA,
AMENDING THE CODE OF ORDINANCES OF THE TOWN OF HIGHLAND
BEACH TO CREATE CHAPTER 32 ENTITLED "CONSISTENCY AND
CONCURRENCY DETERMINATIONS"; PROVIDING FOR DEFINITIONS;
PROVIDING FOR DETERMINATION OF CONCURRENCY; PROVIDING FOR
A SYSTEM FOR THE MANAGEMENT OF CONCURRENCY; PROVIDING FOR
AN ANNUAL REPORT; PROVIDING FOR ADOPTED LEVELS OF
SERVICE; PROVIDING FOR CODIFICATION; AND, PROVIDING FOR
AN EFFECTIVE DATE.
Town Attorney Sliney gave a summary of the five proposed ordinances
relating to the Comprehensive Plan and noted that same will be placed on
the August 7, 1990 Regular Meeting Agenda for first reading. The five
proposed ordinances will be the subject for the Public Hearing set for
8:00 P.M. on August 7, 1990 at which Senior Planner Jim Park of Gee &
Jenson will be present to answer any questions that may be raised by the
Town Commission.
87.4 Discussion re July Newsletter
Mayor Boulay noted the change in format of the July Newsletter which was
prepared by the Town staff. Following discussion of the Newsletter, the
Town Commission deleted the Building Department item completely and sug-
gested several amendments. It was the consensus of the Town Commission
that, following the updating of information, the staff should prepare
• the July Newsletter for mailing within the next several days.
88.10 Discussion re Hurricane Procedures
Town Manager Mariano explained the updated Hurricane Procedures to the
Town Commission Members. During discussion of this matter, amendments
were suggested. Said amendments will be incorporated in the Hurricane
Procedures and same will be placed on the August 7, 1990 Regular Meeting
Agenda for further discussion.
89.15 Discussion re preliminary master glan for park behind
Town Hall submitted by Urban Design Studios
With regard to the discussion of the preliminary master plan for the
park behind Town Hall submitted by Urban Design Studio, Town Manager
Mariano advised that, in her letter of July 27,1990 to Ms. Jo Ellen
Leisinger of Urban Design Studio, she requested clarification of their
submitted change order and invoice dated July 12, 1990. It was noted
that a response is anticipated shortly; this matter will be placed on
the August Workshop Meeting for further discussion.

Status of Code Recodification
At the suggestion of Town Attorney Sliney, the status of the code
recodification was deferred to the September Workshop Meeting of the

. Town Commission in order to allow for the zoning regulations to be
adopted and in place; the zoning should be completed prior to the
codification. Following brief discussion, it was the consensus of the
Town Commission that this matter be included on the September Workshop
Meeting Agenda.
MISCELLANEOUS - ITEMS LEFT OVER
Status of Building Development in Town
The Status of Building Development in Town, a report prepared by the
Building Official, was received as information by the Town Commission.
Minutes for approval at August Regular Meeting
Two sets of Minutes to be submitted for Town Commission approval at the
August Regular Meeting were reviewed and amended.
Discussion re proposed policy for government access Channel 12
The Town Commission discussed a proposed policy for government access
Channel 12 as well as televising all Boards and Committee Meetings. The
discussion resulted in a suggestion that a memo be sent to all Boards
and Committes advising that the Town Commission would like the Board
Members and Committees to discuss this matter and submit their thoughts
to the Commission. It was noted that the proposed policy for government
access Channel 12 will be placed on the Regular Meeting Agenda, under
Items Left Over, for further discussion by the Town Commission.

Mayor Joseph A. Boulay
Mayor Boulay reported the Town received a letter from South Florida
Water Management District advising that the Town's application for the
water use permit is complete and will be reviewed by the District
shortly.
Mayor Boulay informed the Commission that Mr. Del Hanley of Adelphia
Cable has been transferred from the area; Mr. Chuck Blaine will be
assuming the duties of Government Relations Manager for Adelphia in Palm
Beach County.
Mayor Boulay noted that no comments have been received with regard to
the non-denominational prayer which was submitted by a Town resident and
discussed at previous meetings. It was the consensus that this matter
be held for discussion when all Commissioners are in attendance.
REPORTS - TOWN ATTORNEY
Town Attorney Sliney noted he spoke with Attorney Dan Rosenbaum regard-
ing the Broadview matter; the other side is more receptive to negotiate
with us--there is activity behind the scenes. The Town Attorney will
• report to the Town Commission as soon as he receives any information.
REPORTS - TOWN MANAGER
Town Manager Mariano noted receipt of a memo from the Community Appear-
ance Board regarding amendment to the Town Ordinance relating to the
screening of satellite T.V. antenna systems. Following discussion of
this matter, Commissioner Chambers advised he would send a copy of his
complete file (which includes a sample ordinance from the Satellite
Broadcasting Association) to the Town Attorney for his review.
Regarding the budget transfer- approved by the Financial Advisory Board
on July 16, 19941, the consensus was to place this matter on the Consent
Agenda for the Regular Town Commission Meeting on August 7, 1990.
Town Manager Mariano reported that several quotes were received with
regard to the landscaping behind Town Hall. Following discussion, it
was the consensus to place this matter on the Augut 7, 1990 Regular
Meeting Agenda for further consideration.
The Town Manager noted that a Workshop Meeting for the Budget has been
set for the Town Commission on Monday, August 27, 1990, at 9:30 A.M.
with a Public Hearing/Special Meeting at 5:01 P.M. on August 22, 1990
scheduled with regard to Zoning Change and Land Development Regulations
relating to the Town's approved Comprehensive Plan.

The Town Manager informed the Town Commission that she will be on vaca-
tion on Friday, August 10 and through the week of August 13, 1990.
Commissioner Chambers, noting the outside lighting around Town Hall,
questioned if perhaps some of the lights could be turned off in the
interest of conserving both energy and money. It was noted that this
matter was discussed approximately 1-1/2 years ago at which time the
request was made to have all lights in working condition. It was
further noted that because residents do walk the Town Hall complex, the
Commission was concerned that the walkways are properly lighted.
There being no further business to come before the Town Commission at
this time, Mayor Boulay adjourned the Workshop Meeting at 3:20 P.M.
