TOWN OF HIGHLAND BEACH, FLORIDA
Minutes of Meeting of Town Commission
WORKSHOP MEETING
Tuesday, June 26,_1990 1:30 P.M.
Mayor Joseph A. Boulay called the Workshop Meeting of the Town Commis-
sion of the Town of Highland Beach, Florida, to order at 1:30 P.M. in
the Commission Chambers at Town Hall. Also present were Vice Mayor Bill
Paul and Commissioner Harold C. Chambers. Absent were Commissioners
Marvin A. Waldman and Betty Jean Stewart.
Others in attendance were Town Attorney Thomas E. Sliney, Town Manager
Mary Ann Mariano, Town Clerk Anne M. Kowals and members of the general
public.
Following roll call, the Town Clerk read a non-denominational prayer
which Mayor Boulay noted was submitted by a resident. The Mayor further
noted that he would welcome written comments to his office regarding the
reading of a non-denominational prayer at the beginning of Town Commis-
sion Meetings.
ADDITIONS, DELETIONS OR ACCEPTANCE OF AGENDA
The Agenda was accepted as submitted.
90.1 Public Comments and Requests
None
90.2 Boards and Committees
Mayor Boulay noted the existing vacancies on the various Town Boards and
urged the Members to consider the Talent Bank Applicants for possible
appointments at the July 3, 1990 Regular Meeting.
The Mayor noted that the positions on the Retirement Board held by
former Vice Mayor John J. Basso and former Commissioner Doris R. Rome
were filled with the appointments of Vice Mayor Bill Paul and Commis-
sioner Marvin A. Waldman.
Receipt of a Planning Board Memo to the Town Commission, dated 06/18/90,
regarding the Official Zoning Map/Comprehensive Plan was noted. Town
Attorney Sliney advised that the proposed schedule regarding Land
Development Regulations indicates that zoning regulations will be in
place before Labor Day; the official zoning map implements the land use
map in the Comprehensive Plan and fills in the densities for properties

87.4 Discussion re July Newsletter
Following discussion and amending of the July Newsletter, Commissioner
Chambers offered to type-set same and return it to the Town Commission
Regular Meeting for comparison. This will be on the Agenda for the
Regular Meeting on July 3, 1990.
aa.10 Discussion re Hurricane Procedures
It was noted that information regarding Hurricane Procedures (attached
to Town Manager Mariano's Memo of 05/23/90 to the Town Commission) came
from Charleston, S. C., following Hurricane Hugo. The Town Manager,
noting that the last up-date to the Highland Beach Hurricane Procedures
occurred in October of 1988, requested that this matter which related to
internal Hurricane Procedures for the Town be placed on the July 3, 1990
Regular Meeting Agenda.
89.15 Discussion re preliminary master plan for park
behind Town Hall submitted by Urban Design Studios
• It was the consensus of the Members present to defer this discussion to
the July Workshop Meeting. This matter will be on the Agenda for the
July 31, 1990 Workshop Meeting.
MISCELLANEOUS - ITEMS LEFT OVER
Status of Building Development in Town
The Town Commissioners received the Status of Building Development in
Town, prepared by the Building Official, as information. The Mayor
noted that the trend in Town seems to be toward single family
residences.
Minutes for approval at July Regular Meeting
Four sets of Minutes submitted for review were moved to the July 3, 1990
Regular Meeting Agenda for approval by the Town Commission.
Discussion re proposed policy for government
access Channel 12
It was suggested that the discussion regarding a proposed policy for
government access Channel 12 be deferred to the July 3, 1990 Regular
Meeting of the Town Commission.

REPORTS - TOWN COMMISSION
Vice Mayor Bill Paul
Vice Mayor Paul, noting that he believes the Water Resources Advisory
Board Motion of 05/24/90 to the Town Commission should be transmitted to
South Florida Water Management District, recommended that this matter be
placed on the Consent Agenda for the July 3, 1990 Regular Meeting of the
Town Commission.
At this point in the meeting, Mr. Charles Arbetman of Braemer Isles,
addressed the Town Commission and noted that he does not agree with the
matter of televising the Commission Meetings. Mr. Arbetman then ques-
tioned if the matter of the prayer (read by the Town Clerk following the
roll call) was taken up with the entire Commission. The Mayor responded
that the non-denominational prayer (submitted by a resident at the last
Town Commission Meeting with the request that each session of the Town
Commission begin with said prayer) had not been discussed. Mr. Arbetman
noted that he had no objection to said prayer; however, he felt the Town
Commission should vote on this matter.
• Commissioner Chambers, noting he had information which is germane to the
Vice Mayor's recommendation, advised that he and Highland Beach resident
Terry Lee met with South Florida Water Management District Representa-
tives Greg Rawls, Jeff Giddings and Steve Lamb, which meeting resulted
in a letter from S.F.W.M.D. dated June 25, 1900 stating that utilizing
water from the C-15 canal upstream of 5-40 for irrigation would be a
viable alternative providing adequate supplies are available.
Mr. Arthur Keller, Chairman of the Water Resources Advisory Board,
present in the audience, addressed the Town Commission and noted tha t
the Town has the piping system for drinking water however, another
piping system for any other water would be needed; and, a surficial well
would be subject to salt water intrusion. Mr. Keller commented that
Commissioner Chambers listed all the alternatives that the W.R.A.B.
reviewed completely and the inference is that the Board should go over
them because the Commissioner just discovered them. Mayor Boulay
informed the Members that the C-15 canal matter was looked into and it
was thought that that water could be contaminated and the water plant
would still be facing the salt water intrusion problem of our wells.
Mr. Keller stated that the W.R.A.B. Members spoke to the S.F.W.M.D.
people as did the Town's Engineering Consultants.
Mr. Michael Dent, residing at the Casuarina, stated he agrees with
Chairman Keller and noted that, if Commissioner Chambers wants to help,
it would be best if he went through proper channels; two people should
not be going to S.F.W.M.D. at the same time as that tends to foul things
up. Mr. Dent commented that reverse osmosis is the answer and urged the
Commission not to give up on it.

Absent - no report.
Commissioner Harold C. Chambers
Commissioner Chambers deferred his report to the July 3, 1990 Regular
Meeting.
Mayor Joseph A. Boulay
Mayor Boulay reported attending the Florida Municipal League Meeting at
which time the proposed distribution formula for the countywide
additional sales tax was discussed and voted down. The Mayor further
reported that Mr. Paul Hoffmann, owner of the South portion of the
Broadview Savings and Loan parcel, requested to meet and discuss
settlement. Such meeting will include Town Attorney Tom Sliney,
Attorney Dan Rosenbaum, Attorney George Roberts (representing the Town's
Insurance Company) and an elected official who will represent the Town
but will not be able to make a decision without benefit of the other
four Members of the Town Commission. The Mayor asked if there were any
objections to his being directed as the Town's Representative. No ob-
jections were raised.
The Mayor noted that, once again, the Town was presented with a silver
cup for raising the largest amount of money per capita in the March of
Dimes Walk-a-thon. Mayor Boulay stated that he will represent the Town
in the Soap Box Derby on Saturday, June 30, 1990, at 9:00 A.M. at the
Linton Boulevard Bridge in Delray Beach.
REPORTS - TOWN ATTORNEY
Attorney Sliney reported that use of the proposed park behind Town Hall,
if it is built, could be controlled by means of different fees for resi-
dents and non-residents. The Town Attorney also noted the Mr. Paul
Hoffmann has requested to participate in the settlement process relating
to the Broadview matter.
REPORTS - TOWN MANAGER
Town Manager Mariano deferred her report to the Regular Meeting of the
Town Commission on July 3, 1990.
• There being no further business to come before the Town Commission at
this time, Mayor Joseph A. Boulay adjourned the Workshop Meeting at 2:35
P.M.
