SPECIAL MEETING
Thursday, September 8.2011 9:30 AM
Members Present: Chair David Stern, Vice Chair Joseph Colby, Board Member Ruth
Samuels, Board Member Americo Varone, and Board Member Evelyn Weiss. Member
Absent: Board Member Louis Stern. Also Attending: Town Attorney Tom Sliney,
Deputy Town Clerk Valerie Oakes and members of the public.
CALL TO ORDER:
Chair Stem called the Special Meeting to order at 9:30 AM. Roll call was taken by
Deputy Town Clerk Oakes. The Pledge of Allegiance followed.
ADDITIONS, DELETIONS OR ACCEPTANCE OF AGENDA:
Chair Stern called for any additions or deletions to the agenda, hearing none, called for a
motion to accept the agenda.
MOTION: Vice Chair Colby moved to accept the agenda as presented. Member Weiss
seconded the motion, which passed unanimously.
PUBLIC COMMENTS AND REQUESTS:
None.
PRESENTATIONS:
• Announcement: (1) Vacancy on the Board
Chair Stem announced that there is currently one vacancy on the Board. If interested in
serving on the Board, please fill out a Talent Bank Application form and submit to the
Town Clerk's Office.
• Town's Strategic Plan
By: Michael Kassower, Planning Board Vice Chair
Chair Stem introduced Michael Kassower, Planning Board Vice Chair, and welcomed
him to the podium.
Michael Kassower, Planninia Board Vice Chair, explained that the Town Commission
tasked the Planning Board with creating a three-year strategic plan. Members of the
Board of Adjustment & Appeals should have received a memorandum from the Planning
Board Chair, Carol Stem, setting forth some of the items that the Town Commission has
asked the Planning Board to organize. The general theme is to identify categories where
improvements are needed in Highland Beach, within those categories identify steps that
can be taken to achieve those goals. For example, if pedestrian safety was an area of
improvement, then the action item would be to resurface the walk path. There are no set
boundaries. Free thinking ideas of improvement are welcome.
On the Resident Survey, question no. 14 is specific to the strategic plan. The Planning
Board asks that you fill out the survey and submit to the Clerk's Office with your
thoughts and comments.
Chair Stern questioned if the thought process is limited to three -years. Mr. Kassower
responded that currently the focus is on immediate goals.
Member Weiss asked if the survey would be mailed to all of the residents in Town. Mr.
Kassower explained that the survey would be mailed to all residents in Town.
Member Samuels questioned if there is a specific question on establishing a Municipal
Special Taxing Unit (MSTU) District to clean the beaches. Mr. Kassower read aloud
question no. 13 on the survey, which pertains to the MSTU.
Chair Stem requested that the board members submit any ideas to the Deputy Town
Clerk, who will consolidate the information. The Board will review the items at the next
regular meeting.
The Board thanked Michael Kassower and the Planning Board for their work on creating
a Town Strategic Plan.
APPROVAL OF MINUTES:
• March 31, 2011 —Special Meeting
Chair Stem called for a motion to approve the minutes from the March 31, 2011, Special
Meeting.
MOTION: Vice Chair Colby moved to approve the minutes from the March 31, 2011,
Special Meeting. Member Weiss seconded the motion, which passed unanimously.

Chair Stem called for any further New Business, hearing none, moved to the next agenda
item.
ADJOURNMENT:
Chair Stem announced that the next regular meeting of the Board of Adjustment &
Appeals is Tuesday, October 18th at 9:30 AM.
MOTION: Vice Chair Colby moved to adjourn the meeting at 9:41 AM. Member
Weiss seconded the motion, which passed unanimously.
