2007.11.15_BAA_Minutes_Workshop• TOWN OF HIGHLAND BEACH BOARD OF ADJUSTMENT PUBLIC HEARING/WORKSHOP NOVEMBER 15 2007 9:30 A.M. Vice Chairman Merton Rubin called the meeting to order in Commission Chambers at 9:30 a.m. In attendance were Chairman Rubin, Peter Corrales, Anthony Ruotolo, Terry Colarullo, Neil Burd and David Stern. Chairman Jack Halpern was absent. Upon MOTION by MR. BURD/MRS. COLARULLO, the minutes of the July 17, 2007 Quarterly Meeting and the September 20, 2007 Workshop Meeting were unanimously approved. PUBLIC HEARING CONSIDERATION OF THE APPLICATION OF FLORCAN DEVELOPMENT, LLC, TO INCREASE MA~OIJM OVERHANG OF 10% TO SECOND LEVEL (31%), TIED LEVEL TO (20.3%), ON CONSTRUCTION OF A NEW HOUSE FOR PROPERY LOCATED AT 3511 S. OCEAN BLVD.; OWNER: FLORCAN DEVELOPMENT, LLC. Recording secretary swore in all who would be testifying, and noted that all requirements were met for notification of the Public Hearing. • Mr. Dawson noted that this application came before the Board of Adjustment and was approved, but the permit expired because the applicant did not begin construction within 18 months. Applicant noted that the request for increased balcony overhangs is for aesthetics only. The following MOTION was made by MR. BURDIMR. RUOTOLO: THE BOARD OF ADJUSTMENT GRANTS FINAL APPROVAL FOR THE APPLICATION OF FLORCAN DEVELOPMENT, LLC, TO INCREASE MAXIUM OVERHANG ON SECOND AND THRID LEVEL OF HOUSE FOR PROPERTY LOCATED AT 3511 S. OCEAN BLVD. OWNER: FLORCAN DEVELOPMENT, LLC. MOTION carried unanimously. WORKSHOP MEETINGS CONSIDERATION OF THE APPLICATION OF GRANT PROPERTY MANAGEMETN TO INCREASE WALL HEIGHT FROM ALLOWED SIX (6) FEET TO EIGHT (8) FEET, FOR PROPERTY LOCATED AT 3620-3636 SOUTH OCEAN BLVD., OCEAN GRAND PLACE. OWNER: OCEAN GRANDE PLACE HOA. Mr. Dawson explained how the wall from the East to the West has various heights do to the Town bringing in fill to the back property when the water plant and library were built. • The East wall by the pool area is noticeable higher, and the plans call to raise the wall BOARD OF ADJUSTMENT • November 15, 2007 Page 2 of 2 two feet the entire length for privacy and conformance. Mr. Dawson explained that the original footers will be used. The board conducted a site visit, and thereafter set a Public Hearing date for December 11 at 1:30 p.m. CONSIDERATION OF THE APPLICATION FO DALE R. HIGHTOWER FOR A BOAT LIFT (DAVIT) WTHIN TWELVE (12) FEET OF THE PROPERT LINE, FOR PROPERTY LOCATED AT 4416 TRANQUILITY DRIVE. OWNER/APPLICANT: DALE R. HIGHTOWER. Recording Secretary swore in all who would be testifying. Mr. Dawson noted that this application had come before the Planning Board, but because it was a setback issue, the Board of Adjustment needed to process the application. It was also noted that the boat lift was installed without a permit and without going to any of the Town Boards. The Board member will conduct a site visit prior to the Public Hearing Meeting scheduled for December 11 at 1:30 p.m. ADJO~NT With no further business to come before the Board, Motion to adjourn was made by Mr. Ruotolo/Mrs. Colarullo at 10:35 a.m. • Approve: Jack A.
