Minutes of Meeting of Town Commission
WORKSHOP MEETING
Tuesdav December 31 1991 1:30 P.M. _
Mayor Joseph A. Boulay called the Workshop Meeting of the Town
Commission of the Town of Highland Beach, Florida, to order in the
Commission Chambers at Town Hall at 1:30 P.M. Also present were
Vice Mayor Bill Paul, Commissioners Arthur Eypel and John F. Rand.
Commissioner Arlin Voress was absent.
Also in attendance were Town Attorney Thomas E. Sliney, Town Clerk
Anne M. Kowals and members of the general public. Absent was Town
Manager Mary Ann Mariano.
The Commission accepted the Agenda as written.

Mr. Jose Echeverria of Russell Drive, questioning the status of
the pipeline under the Intracoastal Waterway, was informed that
the matter is still in the hands of the Town's Engineers for final
bids regarding installation. Mr. Echeverria further questioned
the status of the trash containers for beach clean-up and was
advised that authority to place said containers on beach property
has yet to be obtained from property owners; this matter is being
looked into by the Town Attorney.
Mr. Echeverria informed the Commission that large palm trees on
the dune area South of the Parker Highland Condominium are tipping
over and in need of attention. Also, Mr. Echeverria advised that
the Department of Natural Resources has given approval to fill in
with special sand the large vacancy existing on the other side of
the seawall at the Northeast corner of the Ocean Place project.
The sand will be inspected to make certain it mixes with the sand
that is presently on the beach in that area.
Mr. Echeverria noted that Tallahassee is passing a Statewide Law,
sponsored by the Department of Natural Resources, for a strong,
protective turtle program.
Mayor Boulay noted the existing vacancies on the Planning Board
and the Community Appearance Board. The Town Commission inter-
viewed the following Talent Bank Applicants:
Kr. i~Tillia~ Maltz, residing at the Coronado, Talent Bank Applicant
interested in serving on the Planning Board, stated he is a
licensed professional engineer in New York, he holds a license in

Boston and also holds a certified general contractor's license in
the State of Florida. Mr. Maltz, a civil engineer in the building
business for approximately 40 years, stated he owns no vacant land
in Highland Beach so there will be no conflict of interest.
Mr. Joseph A. Sarubbi of 3221 S. ocean Boulevard, submitted a
Talent Bank Application indicating interest in the Planning Board,
stated he is a professional engineer in electronics. Having
recently retired from IBM, Mr. Sarubbi noted he would be available
to attend all meetings. Mr. Sarubbi noted he is here to help and
assist the Town on any board he may be appointed to by the Town
Commission.
Nr. Eugene I. Behrman of 4740 S. Ocean Boulevard, noted he was
previously interviewed by the Commission when he submitted a
Talent Bank Application for the Financial Advisory Board. He has
now submitted a Talent Bank Application for the Community Appear-
ance Board. Mr. Behrman was a designer in the furniture industry
and feels that experience could be well applied if he were to be
appointed to the Community Appearance Board. Further, Mr. Behrman
noted he would be glad to serve the Town wherever there is an
opportunity available.
• Mr. Thomas J. Reid of 3015 S. Ocean Boulevard noted his Talent
Bank Application indicates an interest in the Planning Board or
the Financial Advisory Board. Mr. Reid stated he owns an account-
ing firm in which he is actively involved, however, he has the
ability to attend all meetings should he be appointed to any
board.
Mr. Janes F. Morrill of 3015 S. Ocean Boulevard submitted his
resume along with his Talent Bank Application for possible
appointment to the Planning Board. Mr. Morrill noted his is a
permanent resident of Highland Beach and would be available to the
board full time.
Mayor Boulay, noting all Talent Bank Applicants have submitted
impressive resumes, advised there presently exist two vacancies on
the Planning Board and one vacancy on the Community Appearance
Board. The Mayor advised that openings occur throughout the year
and it is a difficult task for the Commission to decide whom to
appoint to the vacancies as there presently are three incumbents.
The Mayor asked that the Talent Bank Applicants not lose interest
in serving the Town and urged the applicants to attend board
meetings to meet the chairmen and members of the various boards.
91.3 PROPOSBD ORDINANCES AND RESOLUTIONS

HIBITING ANCHORING OF ANY WATER CRAFT IN THE

NAVIGABLE WATERS WITHIN THE CORPORATE LIMITS OF
THE TOWN OF HIGHLAND BEACH.
The proposed ordinance, read by title only, was discussed at
length. Following deliberation, it was the consensus to have the
Town Attorney expand the ordinance to include language to require
vessels be registered with the Highland Beach Police Department,
at no cost, for better control. The Commission moved this item to
the January 07, 1992 Regular Meeting Agenda for first reading.
91.5 DTSCUSSTON RE JANUARY/FEBRUARY 1992 NEWSLETTRR
The Commission reviewed that draft Newsletter for January/February
1992 and directed same be processed for mailing to Town residents.
MISCELLANEOUS ITEMS LEFT OVER
Status of Building Development in Town
• Members received the Status of Building Development in Town, a
report submitted by the Building Official, as information.
When Commissioner Rand questioned the status of Mr. Leonard Bell's
complaint regarding the damage of dunes at the Holiday Inn, the
Mayor advised that a memo from Building Official/Code Enforcement
Officer Harry Heithaus indicated that the Department of Natural
Resources and the Department of Environmental Resourses Management
have been contacted with regard to this matter; Mr. Heithaus
issued a Notice of Violation to the Holiday Inn and spoke with the
Maintenance Manager at the Holiday Inn with regard to keeping the
gate locked. The Mayor noted the DNR and DERM have the necessary
data and action on this violation will be taken; the matter will
be corrected.
Minutes for approval at Januarv 1992 Regular Meetinct
Following review of two sets of Town Commission Meeting Minutes,
it was the consensus to move same to the January 07, 1992 Regular
Meeting Agenda for consideration.
Vice Mavor Bill Paul
Vice Mayor Paul, under his report, suggested blackout curtains be
installed on the three Commission Chamber Windows situated behind
the dais and speaker podium to shut out the bright daylight that
comes through the shutters and interferes with the videotaping of
the Commission Meetings.

Vice Mayor Paul extended greetings to all for a Healthy, Happy and
Prosperous 1992.
Commissioner Arlin Voress
Commissioner Voress was absent - no report.
Commissioner Arthur Evpel
Commissioner Eypel, reflecting on the past year, noted with great
pleasure the breath of fresh air that is apparent in the Town.
The Commissioner also noted the group of talented residents,
interviewed by the Commission today, who are willing to offer
their services and talents to the Town. The Commissioner extended
good wishes for a Happy New Year to one and all.
Commissioner John F. Rand
. Commissioner Rand, noting he requested the Florida State Pooled
Fund be on this Workshop Meeting Agenda for discussion, asked that
the Town Manager, if there is no objection from the Commission,
arrange for the Financial Advisory Board to meet, as soon as
convenient, for the purpose of once again reviewing the matter and
submitting their final recommendation as to whether the Town
should or should not continue to participate in said fund prior to
the Commission making a decision on this item. This matter will
be on the January 07, 1992 Regular Meeting Consent Agenda for
approval.
Manor Joseph A. Boula
Mayor Boulay, under his report, noted 1991 was a good year for the
Town of Highland Beach as projects and goals set out, for the most
part, were finished (or are well on the way to completion); and,
there is a sense of harmony throughout the administration, staff,
appointed board members and Town Commission Members.
Noting he is looking forward to 1992 with greater anticipation,
the Mayor wished everyone a Happy and Prosperous New Year.
R~ORTS TOWN ATTORNEY
Town Attorney Sliney, under his report, acknowledged receipt of a
written request from Florida Power and Light for Town Commission
• approval for underground electric utility easement along the West
side of Tract No. 7 (the Town's Wellfield Property) located in
Boca Raton. The Town Attorney recommended approval of said
request be considered at the January 07, 1992 Regular Town Commis-
sion Meeting as the installation of the underground utilities
would not interfere in any way with the Town.

On behalf of the Town Manager who was absent from this Workshop
Meeting, Mayor Boulay extended her good wishes to all for a Happy
New Year as well as her thanks to all for the cooperation she
received during the past year.
Mr. Jose Echeverria of Russell Drive commented that the Town has
an on-going beach clean-up program and turtle program which
programs welcome any and all volunteers. Interested parties are
urged to call Jose or D.J. Echeverria at 272-3902 for further
information.
There being no further business to come before the Town Commission
at this time, Mayor Boulay adjourned the Workshop Meeting at
2:25 P.M. :___.
