TOWN OF HIGHLAND BEACH
BOARD OF ADJUSTMENT
WORKSHOP MEETING MINUTES
Thursdav, October 26, 1995 1.30 P M
Chairman Harold B. Cohen called the Workshop Meeting to order in
Commission Chambers at 1:30 P.M.
Deputy Town Clerk Jane Dillon called the roll. Present were
Chairman Harold B. Cohen, Vice Chairman Robert F. Selby, Secretary
Jane Rayner, Members Neil W. Burd, Daniel J. Loventhal, Benjamin
Cohen and Richard C. Seguso.
Town Manager Mary Ann Mariano, Town Attorney Tom Sliney,
Commissioner Rand and Building Official Ed Hardy were also present
along with members of the general public.
OLD BUSINESS
This was a third Workshop Meeting for an Amended Petition for
relief from the Town zoning ordinances, under RMM, claiming
hardship, submitted by Richard Orman, (Allian Harris Hoover,
Owner), for property located at 2625 South Ocean Boulevard, Lot 122
East (Dolphin Apartments) for plans to build 8 single family homes
with underground garages.
• Richard Orman, Chuck Johnson (Staltz Contractors) and Rick
Kischner, Atty., were in the audience. Mr. Orman presented an
amended site plan, showing that the eight homes will be attached
via roof decks, walls, trellis .or other means. This brings the
plans into conformity with the town ordinance, creating a single
project. Discussion focused on the four cabanas to be constructed
west of the seawall. The Board was informed that the size of each
would be 8x10, attached, with low roof lines for a low-profile
effect. The four cabanas would be deeded to the four residences
closest to AlA. Construction of these is still subject to DEP
approval. A guard house will be at the AlA entrance but will
probably be a controlled gate . Building Official Ed Hardy also
gave his approval on the ordinance criteria having been met.
Mr. Sliney asked that upon obtaining a building permit it be a
condition that an association be formed for the project.
A Public Hearing Meeting was set for Monday, November 13, 1995 at
1:30 P.M.
OTHER BUSINESS
Mrs. Rayner's six year term ends the end of October. Due to the
nature of this variance petition, Chairman Cohen suggested that
approval be as-ked of the Town Commissioners at their October 31
• Workshop Meeting to extend Mrs. Rayner's term until November 13,
the date of the Public Hearing, or the conclusion of this petition.

There being no further business to come before the Board at this
time, the Workshop Meeting was adjourned upon MOTION by MR.
BURD/MR. LOVENTHAL at 2:15 P.M.
