1991.09.17_TC_Minutes_Special (2) TOWN OF HIGHLAND BEACH, FLORIDA C~ Minutes of Meeting of Town Commission PUBLIC HEARING/SPECIAL MEETING Tuesdav, Sebtember 17. 1991 5.01 P M Mayor Joseph A. Boulay called the advertised Public Hearing/ Special Meeting of the Town Commission of the Town of Highland Beach, Florida, to order at 5:01 P.M. in the Commission Chambers at Town Hall. Others present were Vice Mayor Bill Paul, Commis- sioners Arlin Voress, Arthur Eypel and John F. Rand. Also in attendance were Town Attorney Thomas E. Sliney, Town Manager Mary Ann Mariana, Finance Director Michael W. Seaman, Town Clerk Anne M. Kowals and members of the general public. Mayor Boulay noted the advertised Public Hearing/Special Meeting was called for the purpose of considering the adoption of the two Ordinances of the Town of Highland Beach - the first Ordinance pertaining to a tax levy based upon the 1991 tax roll of the Town; and, the second Ordinance regarding appropriating funds for the fiscal year 1991/92. The Mayor noted this matter has been through the regular budget process which included reviews by the Financial Advisory Board and the Town Commission. The following Ordinances, given first • reading on August 6, 1991 and published on August 16, 199.1 were read in entirety: 1. AN ORDINANCE OF THE TOWN OF HIGHLAND BEACH, FLORIDA, TO EFFECT A TAX LEVY BASED UPON THE 1991 TAX ROLL OF THE TOWN OF HIGHLAND BEACH. As no comments were forthcoming from the audience, COMMISSIONER RAIdD/VICE MAYOR PIROL MOWED to approve the Ordinance as read. A roll call vote resulted in `AYE` votes cast by each Commission Member. 2. AN ORDINANCE OF THE TOWN OF HIGHLAND BEACH, FLORIDA, APPROPRIATING FUNDS FOR THE FISCAL YEAR 1991/92, BEGINNING OCTOBER 1, 1991 AND ENDING SEPTEMBER 30, 1991. There were no comments from the audience. C014tISSIONER VORESS/ COMMISSIOIIER BYPEL made a M0~!'ION to approve the Ordinance as read. Each Member of the Commission cast an `7i1YE` vote when a roll vote was called. Mayor Boulay, noting the next agenda item was the discussion re- garding the Charter Review Board, stated each Commissioner will nominate two residents while the Mayor will nominate three. The nominations were as follows: CO!@~QSSIOMER RAND NOMINATED LSON J. CANO~VA, (4216 Intracoastal Drive, a 12 year resident and active participant in local affairs, a retired executive from National Geographic, Washington D. C.) and ROBERT L. LOiiE (3221 South Ocean Boulevard, a retired engineer from I.B.M., president of the Ambassadors East Condominium). The nominations, SEC0I~IDED BY COM![ISSI0~IER VORESS, were favorable to all Commission Members. COMMISSI0l~1SR EYPEL NOMINATED P7~1IIL R. SANE, SR. ( a resident at Ambassadors South where he serves as a Director, and an active member of the Planning Board) and D1i11~IIEL C. STOMP (a practicing attorney in Boca Raton residing at the Seagate Condominium who serves on the Town's. Board of Adjustment). COMMISSIONSR RAND SBCONDED the nominations which were favorably received by all. COlQQSSIOiNER VORESS lE~lQNATED BETTY GOLDENSON ( a resident at Seagate Condominium who wishes to contribute to the Community) and • ROSSELL RICHARDSON (2701 South Ocean Boulevard, a retired Detroit businessman who served as president of the Carlton House). The nominations which were favorably received by all Commission Members were SECONDED BY D0~lSISSIONER EYPEL. VICE MAYOR P1uJL NOlQN~1TED LEONARD BE;.I. ( a Villa Magna resident who is very active at Town Meetings) and HELENB HARRIS (of Boca Highland, active in Community affairs). COMMISSIONER VORES3 SECONDED the nominations which were favorable to all Members of the Town commission. MAYOR BOULAY NO![INATED BETTY DODD (a resident at Aberdeen Arms where she served as president) and EDISON BRANDY (of 2395 South Ocean Boulevard, a retired engineer from Polaroid, who is active in a metal fabricating company in Boston) and DR. RAYMOND MORPHY (4023 South Ocean Boulevard, a retired vascular surgeon). The nominations, favorably received, were SECONDED BY COlB~iISSIONER RAND. Mayor Boulay, noting this is an important Board, congratulated all nominees and advised that a letter from Town Hall staff with information regarding the initial meeting would be forthcoming. The Mayor thanked all for their interest in serving on this Board.
