BOARD OF ADJUSTMENT
QUARTERLY MEETING MINUTES
JANUARY 19, 1987
1:30 P.M.
Chairman Harold B. Cohen called the Quarterly Meeting of the Board of
Adjustment of the Town of Highland Beach, Florida to order at 1:30 P.M.
The Recording Secretary called the roll. Present were Regular Members
Harold B. Cohen, Charles Arbetman, A. M. Fox and David Augenstein.
Absent was Regular Member Gilbert Lorenz.
Also present at the Quarterly Meeting of the Board of Adjustment was
Recording Secretary/Town Clerk Mary Ann Mariano. Bruce Sutherland,
Building Official arrived at 1:45 P.M.
Chairman Cohen noted that a requested correction had been made to the
October 20, 1986 Minutes, after which MOTION was made by Mr. Fox,
seconded by Mr. Arbetman to accept and approve the Minutes as submitted.
All voted AYE.
Chairman Cohen stated that there were no communications or correspond-
ence to discuss.
OLD BUSINESS
There was no old business to discuss.
NEW BUSINESS
Under new business, Chairman Cohen congratulated David Augenstein on his
appointment as a Regular Member of the Board of Adjustment. Chairman
Cohen also noted that two Alternate vacancies continue to exist on this
Board, noting that although a Talent Bank Application had been received,.
the preferred Board of the applicant was the Code Enforcement Board.
It was discussed that the Town Commission had adopted a Resolution
prohibiting the issuance of any building permits (excepting single-
family residences, alterations and accessory structures) until the
feasibility of a Moratorium Ordinance is determined. It was further
noted that the Planning Board had recommended the passage of such
Moratorium Ordinance to the Town Commission, who would proceed with the
required public hearings and subsequent determination of the matter.(, --
Upon the arrival of Bruce Sutherland, Building Official, an update of
the status of building within the Town was given, which was as follows:
• BAGEL RESIDENCE - (Tranquility Drive) - 70% complete.

BASSOLINO RESIDENCE - Has a stop order on construction due to an
internal feud between owner, architect, etc.
BIELE RESIDENCE - (Highland Beach Drive) - 50% complete.
DESHIELDS RESIDENCE - Major renovation 95% complete.
ENCLAVES OF BOCA COVE - Second Section (8 units) - 50% complete.
HIGHLANDS PLACE - 70o complete.
ROYAL HIGHLANDS - One piece of seawall complete. Just received DNR
approval to move sand dune in order to continue with
seawall. Due to settlement stipulation between the
developer and Town, this project has until November 4,
1988 to achieve substantial completion.
ATWELL PROPERTY - (Fredericks east side now owned by Atwell) - Permit-
ting has been approved for five single family
residences.
FREDERICKS PROPERTY - (West side) - Status remains unchanged.
Chairman Cohen stated that the next quarterly meeting would be held on
.
April 20, 1987, at 1:30 P.M. unless any matters came up requiring an
earlier meeting.
Mr. Arbetman stated that he felt that the Board of Adjustment might want
to consider requesting a broader range of responsibilities in order to
better assist the Town. It was felt that although there was a need for
the Board of Adjustment, there had not been much activity lately. The
current fees for variances as well as building permits and applications
to other boards were discussed.
There being no further business, and upon proper MOTION, Chairman Cohen
adjourned the meeting at 2:05 P.M.
