• BOARD OF ADJUSTMENT
QUARTERLY MEETING
APRIL 21, 1986 1.30 P.M.
Chairman Harold B. Cohen called the Quarterly Meeting of the Board of
Adjustment of the Town of Highland Beach, Florida to order at 1:30 P.M.
The recording secretary called the roll. Present were Regular Members
Harold B. Cohen, Charles Arbetman, A. M. Fox, Jr., and Alternate Member
David Augenstein.
Absent were Regular Members Gilbert G. Lorenz, Albert Kahler and Alter-
nate Member Raymond Masciarella.
Mr. Arbetman requested the minutes of the Public Hearing held on Feb-
ruary 11, 1986 be read as he amended paragraph 3 on page 3 of 3 as
follows:
"Relying on Mr. Quatman's statement, under oath, that he
would be in conformity of Coast Guard Requirements of a
• minimum of 50% of the area being clear for navigational
purposes, after much discussion, the members were ready
to propose a MOTION."
Mr. Augenstein commented that following the approval of Mr. Quatman's
variance, he spoke to the applicant and questioned the source of in-
formation regarding 50% of the area being clear for navigational pur-
poses. Mr. Quatman stated Mr. Michael Slayton of the Army Corps of
Engineers in Miami furnished that data.
Continuing, Mr. Augenstein said he placed a call to the Miami Office
of the Army Corps of Engineers and learned that Mr. Slayton is no
longer at that office; however, the figures Mr. Quatman quoted are
correct.
Mr. Fox MOVED to accept and approve the following sets of minutes as
submitted:
Quarterly Meeting - January 20, 1986
Workshop Meeting - January 20, 1986
Public Hearing - February 11, 1986
Mr. Augenstein seconded the MOVE which was favorably received by all
• members.

A brief discussion of Mr. Quatman's mechanical boat lift followed. Mr.
Fox stated he passed the area and, as stipulated in the variance ap-
proval, the lift was in the raised position (out of the water).
Chairman Cohen read into the minutes a letter addressed to him from
Town Attorney David Friedman, dated April 10, 1986, in which Attorney
Friedman advises it is not necessary to revise Paragraph H on Page 4
of the Operating Procedures of the Board of Adjustment.
A memorandum from Town Manager Williams, dated April 15, 1986, to
Chairman Cohen regarding Board Appointments was read into the minutes.
The members briefly discussed the 'Policy of Appointment to Town Boards'
and the length of terms.
Chairman Cohen requested data concerning the terms of the members of the
Board of Adjustment.
The status of building development in Town was submitted by Building
Official Sutherland and discussed by the Board of Adjustment Members.
• OLD BUSINESS
Chairman Cohen and members agreed to defer approval of the 'Operating
Procedures of the Board of Adjustment' until the next Quarterly Meeting.
Chairman Cohen set the next date for the Quarterly Meeting on Monday,
July 21, 1986 at 1:30 P.M. and the recording secretary was instructed
to forward a note to the absent members regarding the next meeting date.
Mr. Fox made a MOTION, seconded by Mr. Arbetman, to adjourn the
Quarterly Meeting.
Chairman Cohen adjourned the Quarterly Meeting at 2:10 P.M.
