1985.10.03_BAA_Minutes_Regular• TOWN OF HIGHLAND BEACH, FLORIDA BOARD OF ADJUSTMENT QUARTERLY MEETING OCTOBER 3, 1985 Chairman Albert Schiff called the Quarterly Meeting of the Board of Adjustment of the Town of Highland Beach, Florida toorderat 2: 20 P.M. Present were Regular Members Albert Schiff, Harold Cohen, Gilbert Lorenz, Albert Kahler, Charles Arbetman and Alternate Member Raymond Masciarella. Absent from this meeting was Alternate A. M. Fox, Jr. Chairman Schiff called for the approval of four sets of minutes; first drafts and final copies were distributed to each member. Mr. Lorenz made a MOTION, seconded by Mr. Cohen, to accept and approve the minutes of the Public Hearing held July 3, 1985. All members were in favor of the MOTION. Mr. Cohen made a MOTION, seconded by Mr. Lorenz, to accept and approve the minutes of the Quarterly Meeting of July 3, 1985, as written. The MOTION carried unanimously. Mr. Lorenz made a MOTION, seconded by Mr. Kahler, to accept and approve the July 5, 1985, Workshop Meeting Minutes as written. • The MOTION was favorably received by all members. Mr. Cohen made a MOTION, seconded by Mr. Kahler to accept and approve the August 19, 1985, Workshop Meeting Minutes as submitted. The members were in favor of the MOTION. Chairman Schiff read into the minutes "POLICY FOR FILLING OF BOARD VACANCIES AS ADOPTED BY THE TOWN COMMISSION OCTOBER 1, 1985". Chairman Schiff informed the members this will be his last official meeting of the Board of Adjustment as his term expires next month (November). A brief discussion regarding board vacancies followed. Chairman Schiff stated he received a notice from the 'Talent Bank' advisingthat Mr. David Augenstein expressed an interest in serving on this board. Building Official Bruce Sutherland reported briefly on the status of building development in Highland Beach. ROYAL HIGHLANDS had a meeting with the Planning Board on Oct- ober 2, 1985, and did not reach an agreement. They were placed on the agenda for the Planning Board Meeting of October 9, 1985. • CASUARINA is approximately 60% along. BOARD OF ADJUSTMENT Quarterly Meeting • October 3, 1985 Page 2 of VILLA NOVA has commenced with the piling and they're moving on. HIGHLANDS PLACE also commenced with piling and are moving on. STASINOS DUPLEX will be going through in a few weeks. KENNEDY RESIDENCE is about 85% complete. ST. LUCY'S CATHOLIC CHURCH is in the process of sheathing the roof. FREDRICK'S RESIDENCE - rumors and talk of property being for sale. McCORMICK'S RESIDENCE is pretty much completed. As yet, no final certificate of occupancy has been issued. VERNON INVESTMENT PROPERTIES CORP. is going no place. The next item on the agenda for the Quarterly Meeting was election of officers. Mr. Lorenz made a MOTION, seconded by Mr. Kahler, to nominate Mr. • Cohen Chairman of the Board of Adjustment. All members were in favor of the MOTION. Mr. Kahler made a MOTION, seconded by Mr. Cohen, to nominate Mr. Lorenz Vice Chairman of the Board of Adjustment. The MOTION was received favorably by all. Mr. Cohen made a MOTION, seconded by Mr. Lorenz, to nominate Mr. Arbetman Secretary of the Board of Adjustment. The MOTION carried unanimously. OLD BUSINESS: Mr. Lorenz said that in revising the various forms and papers the Board of Adjustment deals with, The Operating Procedures was omitted. A draft of the procedures was distributed to members. There were some problems, said Mr. Lorenz, in preparing this draft as a number of changes were necessary. The changes were in regard to the references to the ordinance. Mr. Lorenz said there are some procedures in the old Operating Procedures that are not in the current ordinance; and, therefore, he questions if the Board of Adjustment has the authority to put them in the Operating Procedures. • After much discussion, members agreed more time was required to review the procedures and this matter should be held in abeyance until the next meeting. BOARD OF ADJUSTMENT Quarterly Meeting October 3, 1985 Page 3 of • Members requested that Attorney Friedman and Building Official Sutherland review the draft of the Operating Procedures prior to the next Quarterly Meeting of the Board of Adjustment. 01 The next Quarterly Meeting of the Board of Adjustment will be held on Monday, January 20, 1986. Mr. Cohen stated the Board of Adjustment is suffering an irreparable loss with the expiration of Chairman Schiff's term. Continuing, Mr. Cohen said, "Your action as a board chairman is akin to a Supreme Court Justice --we will miss you very much". Town Attorney stated Chairman Schiff 'was very professional'. Chairman Schiff thanked the members for their comments. The Quarterly Meeting was adjourned at 3:05 P.M. by Chairman Albert Schiff.
