1991.07.23_TC_Minutes_Special~'_. R TOWN OF HIGHLAND BEACH, FLORIDA • Minutes of Town Commission SPECIAL MEETING Tuesday, July 23, 1991 1:30 P.M. Mayor Joseph A. Boulay called this Special Meeting to order in Commis- sion Chambers at 1:30 P.M., stating its purpose was to set a tentative millage rate for Fiscal Year 1991/1992 for submission to the Property Appraiser. Deputy Town Clerk Doris Trinley called the roll. Present were the Mayor and Commissioners Arthur Eypel, Arlin Voress and John F. Rand. Vice Mayor Bill Paul was absent. Town Manager Mary Ann Mariano was also present. Elliot Kleinberg, a reporter for the Palm Beach Post, was in the audi- ence; however, no other members of the general public were present. Mayor Boulay asked Town Manager Mariano to start discussion and she referred the members to the budget package recently transmitted to . them. She said this budget had been accomplished in the same manner as past budgets and briefly explained the process, concluding with the fact that the Financial Advisory Board had done a line-by-line review and their recommendations, including the proposed tentative millage rate, were included in the budget package. For Fiscal Year 1991/1992, Mrs. Mariano advised the proposed tentative millage rate had been set at 2.5653, a decrease of .3767 from the present fiscal year; the breakdown was as follows: General Operating Millage = 2.2150 Debt Service Millage = 0.3503 2.5653 During her remarks, Mrs. Mariano also noted that Commissioner Rand, whose area of interest is Finance, had attended all Financial Advisory Board budget meetings and had shared in some of their deliberations. Following brief discussion, COMMISSIONER RAND/COMMISSIONER VORESS made the following MOTION, which carried with unanimous favorable vote: THE TOWN COMMISSION ADOPTS A PROPOSED TENTATIVE MILEAGE RATE OF 2.5653 FOR FISCAL YEAR 1991/1992 FOR SUBMISSION TO THE PROPERTY APPRAISER. Responding to Commissioner Eypel's question as to how this information . was to be transmitted to property owners, Mrs. Mariano said that the Property Appraiser's Office would include the proposed millage ~! 1w Town Commission Special Meeting - Minutes July 23., 1991 Page 2 of 2 with preliminary tax bills, which would also include the date of the Public Hearing relating to same. She added that other required adver- tising regarding the proposed budget would be placed in a local news- paper at the appropriate time. Mayor Boulay announced that a Public Hearing to receive input from residents would be held Friday, September 6th at 5:01 P.M. and a Public Hearing/Special Meeting would be held Tuesday, September 17th to adopt budget ordinances. Commissioner Rand commended Town Manager Mariano and her staff for the budget preparation and resulting reduced millage. He also complimented the Financial Advisory Board members for their intelligent and in-depth review of the entire budget package.
