1982.10.19_BAA_Minutes_RegularTown of Highland Beach, Florida BOARD OF ADJUSTMENT • Quarterly Meeting October 19 1982 7.30 P.M. Chairman Blosser called the meeting to order at 7:30 P.M. Those in attendance were: Chairman Raymond Blosser, Vice Chairman Albert Schiff, Secretary Col. Frank Scofield, Arthur J. Kiefer and Benjamin E. Winston. Mr. Stephen G. Doig and Mr. Albert J. Kahler were absent. Also present were Mrs. Elaine W. Roberts, Town Manager and Rita Ebersole, Secretary. Mr. Gilbert G. Lorenz was in the audience. The minutes of the last quarterly meeting on June 28, 1982 were read and approved by each member present. Unfinished Business - None. New Business Chairman Blosser informed the Board that this would be the last meeting for Col. Scofield and himself as they had achieved the time limitation for serving on this Board. However, he advised that the two present alternates, Mr. Winston and Mr. Doig would bring the Board membership • to five if they are appointed to permanent positions. He recommended that Mr. Gilbert G. Lorenz, who was invited to attend tonight by Mrs. Roberts, be appointed as Alternate #1. Traditionally, the Board elects members at their January meeting, he said. Col. Scofield expressed his personal thanks to Chairman Blosser for his leadership and competence. Mr. Blosser thanked him for his invaluable help during their term of office. Mrs. Roberts explained that there was a difference of opinion about the possible administrative review mentioned at the last meeting, the Sylvester home. The Town Commission handled it. After a great deal of discussion concerning the duties of the Board of Adjustment, a MOTION was made by Mr. Winston, seconded by Col. Scofield that the Board's powers be augmented to include the authority to review special exceptions and non -conforming structures in addition to variances and administrative reviews, presently handled, thus restoring to the Board said powers which were formerly delegated to and exercised by the Board prior to June 1978. Scofield - Aye; Mr. Kiefer - Aye; Mr. Schiff - Aye; Mr. Winston - Aye; and Mr. Blosser - Aye. Mrs. Roberts then reviewed the thirteenth revision of the Status of Building Development in the Town, dated October 5, 1982 with Board members participating in discussion. After an inquiry, Mrs. Roberts advised the Board that a meeting was being held tonight in Delray concerning the Sewer charges to Highland Beach and Mr. Bob Slater, member of our Financial Advisory Board would be in attendance. There was some discussion on the procedure followed in appointing members to the Town Boards and Mr. Schiff MOVED, Mr. Blosser seconded, to recommend to the Town Commission that Mr. Winston and Mr. Doig, present alternates, be appointed permanent members filling two vacancies created by Mr. Blosser and Col. Scofield who will have achieved their term limitations at the end of the month and that Mr. Gilbert C. Lorenz be appointed as Alternate #1. • MOTION was made by Col.
