1982.06.28_BAA_Minutes_Regularr • TOWN OF HIGHLAND BEACH, FLORIDA BOARD OF ADJUSTMENT Quarterly Meeting June 28, 1982 7:30 P.M. Chairman Blosser called the meeting to order at 7:30 P.M. Those in attendance were: Chairman Raymond Blosser, Vice Chairman Albert Schiff, Secretary Col. Frank Scofield, Albert J. Kahler, Arthur J. Kiefer, Benjamin E. Winston and Stephan G. Doig. Mrs. Elaine W. Roberts, Town Manager was also in attendance. Minutes of Meeting of May 26, 1982, Variance Meeting, were read and approved by each member present at the May 26th meeting. Unfinished Business - None New Business Chairman Blosser advised the Board that there was a possibility it would be necessary to call a meeting during the month of July or August regarding an Administrative Review. Notation was made of each member's vacation time plans and it was decided that a quorum could be reached if necessary. All members received Financial Disclosure Statements to be filed. They were advised that this is a Law (to file a statement each year) and although they are not monitored, it is important to file same. Vice Chairman Schiff inquired about the new sewage rate increase from Delray Beach. Mrs. Roberts gave a brief history of our association with Delray Beach concerning sewer rates, operation of the plant, etc. Mayor Horton, Maree Birkbeck and Mrs. Roberts attended a Delray Beach Council meeting on June 22, 1982 during which time Mayor Horton enlightened the Council (mostly new members) concerning our past association regarding the sewage system. He claimed we are not just customers but more like partners in this endeavor. They agreed to negotiate the new rates, appointing Malcolm Byrd to meet with Mayor Horton. Regarding increases in real estate assessed valuations, Mrs. Roberts stated the new figures will come out on July 1st. Individuals will receive their proposed valuations in August when public hearing dates will be set. The assessed valuation of the Town of Highland Beach went from $179,000,000 in 1981 to $312,000,000 in 1982. Mrs. Roberts explained that the land in Highland Beach has been reevaluated. Mrs. Roberts explained and detailed the entire list to the members of the Board. They thanked her for her time and expertise concerning these matters. There being no further business, Col.
