MINUTES: BOARD OF ADJUSTMENT, MARCH 31, 1980. WORKSHOP MEETING.

• Chairman Blosser called the meeting to order at 7:31 p.m., advising this
was a Workshop Meeting called to examine the request for variance submitted
by Dr. Richard Orman, for the MTR Development Co., for Town Lots 133 to
137 inclusive, 1 to 5, and lA to 5A, Byrd Beach, Town of Highland Beach,
Florida.

Chairman Blosser noted the present zoning of the subject properties is RS
single family residence.
Board of Adjustment forms and procedures had been presented with suggested
revisions for members to examine. Members agreed to examine material dis-
tributed and discuss any recommended revisions, at the next meeting.
Mr. Richard Raab spoke representing the MTR Development Co., as President
of the Company. Mr. Raab noted that the developer proposed to develop an
area of luxury single family structures.
The project is to include tennis courts, pool, health spa, boat slips on
•the Intracoastal (west) side of AlA. There will be beach access to the
ocean for residents of east and west side of AIA. No seawall is planned
for the oceanfront property. The planned lots will be at least 10,000
square feet with a minimum 80 foot frontage. Mr. Raab noted that the Town
Commission, Town of Highland Beach, has accepted the subdivision plan for
this project.

The subdivision road is to be a private road. There will be an amenities
building, a three story building with members' room, pool, health spa, kit-
chen. Top two floors will be three guest suites, one bedroom/one bath
units with no kitchen facilities, a total of six units.
At the conclusion of Mr. Raab's presentation, Dr. Richard Orman was in=
troduced. Dr. Orman indicated three lots on the property for which a re-
quest for variance is made, Lot 14, Lot 1 and Lot 10. Dr. Orman requested
that these lots be considered as having side yards not front yards.
Dr. Orman noted there are no provisions in the Zoning Ordinance #336, for
guard houses. A guard house is to be located at the entrance of the pro-
ject with TV monitoring system and security system. There will be a deisel
fueled generator for emergency power and electronic facilities housed in
a connected area of the guard house.

At the conclusion of Dr. Orman's presentation, Mr. Aldrich moved to hold
a public hearing, with due public notice (Attachment "A"), on Tuesday,
April 29, 1980, at 7:30 p.m., to consider the request for Variance sub-
mitted by MTR Development Co. Mr. Frederick seconded. All aye votes.
UNFINISHED BUSINESS
Minutes of the meeting of January 14, 1980, previously examined were
approved and signed.
Chairman Blosser noted that recommendations for revisions of Board of
Adjustment Procedures and Application Forms, will be examined at the
Public Hearing scheduled for Tuesday, April 29, 1980, 7:30 p.m., follow-
ing consideration of the application for Variance submitted by MTR
Development Co.
ADJOURNMENT
Motion by Mr. Wernecke,second by Mr. Kiefer, to adjourn the Workshop
meeting. Mr. Wernecke, Mr. Aldrich, Mr. Blosser, Mr. Frederick and
