REGULAR MEETING
Tuesday,December 8,2015 9:30 AM
Members Present: Member Jim Jiovanazzo; Member Elizabeth Andrews; Member
Lynn Rodis; Member Anne Gehman; Member Katharina Braun and Member Robert
Klupt. Also Attending: Commissioner Carl Feldman; Commissioner Rhoda Zelniker;
Town Manager Brown; Administrative Assistant Rosalie DeMartino and members of the
public.
1. CALL TO ORDER:
Acting Chair Andrews called the Regular Meeting to order at 9:30 AM. Roll call was
taken by Rosalie DeMartino, Administrative Assistant, followed by the Pledge of
Allegiance and the Beaches& Shores Beach Pledge.
2. ADDITIONS,DELETIONS OR ACCEPTANCE OF AGENDA:
Acting Chair Andrews called for additions, deletions or acceptance of agenda,
hearing none, the agenda was accepted as presented.
3. PUBLIC COMMENTS AND REQUESTS:
There were no public comments.
4. PRESENTATIONS:
A) Welcome New Member Robert Klupt
Acting Chair Andrews welcomed Robert Klupt as the new member to the Beaches
& Shores Advisory Board.
B) Update on Resolution No. 15-013 R: 2016 Meeting schedule
Administrative Assistant DeMartino — Resolution No. 15-013 was adopted by the
Town Commission. The Beaches and Shores Advisory Board meetings will only
take place if there is an action item. If any member has an action item and would
like it placed on the agenda, they can bring it to my attention and I will pass it on
to the Town Manager. It is the decision of the Town Manager as to whether or

not to call a meeting. If a meeting is to take place, they will be held on the second
Tuesday of the month at 9:30 AM.
Q Report on the 2015 Turtle Season by Suzi Hiles, Sea Turtle Liaison
Suzi Hiles introduced herself as the Sea Turtle Liaison for the Town of Highland
Beach, and a volunteer for the sea turtle program for approximately 11 years.
Barbara James is the Captain for the Highland Beach sea turtle volunteers, and is
responsible for reporting all inventory on turtle nesting to the Florida Fish &
Wildlife Commission. They also work hand in hand with Dr. Kirt Rusenko from
Gumbo Limbo Nature Center in Boca Raton.
The sea turtle nesting this past season has been quite unusual. There were a large
number of false crawls, which could have been caused by people on the beach
startling them, bright lights, or they might not like the sand where they would dig
their nest. In our inventory, we do keep tract of every single crawl which comes
up on the beach, whether it is an actual nesting or a false crawl. It is a 50/50 ratio;
fifty percent nesting, and fifty percent false crawls. The extremely hot and dry
summer is believed to have contributed to the large amount of false crawls.
Suzi Hiles presented the data on the number of nests and false crawls for the three
species of turtles, Loggerhead, Green turtles and Leatherbacks, for the years 2006
through 2015 and attached as Exhibit "A". We must also keep our eyes open for
conditions on the beach that can impact the nesting. Lighting has been a big
problem on the beach due to all the new construction in town. There is an
ordinance against this during the turtle season, which is March 1St through
October 31St. Other factors that are an issue are furniture left on the beach
because turtles can become entangled in the chairs, trash left on the beach, and
children digging holes in the sand, which could be dangerous to both the
volunteers and the turtles. The turtles are still considered an endangered species
and are protected by the Florida Fish & Wildlife Commission as well as the
World Wide Commissions. We ask that people work with us and be aware of the
conditions on the beach to ensure the safety of our turtles. They should not get
too close to them, or use their cell phone to take pictures, since this will prevent
them from wanting to nest.
Member Braun — There was a Breakfast with the Turtle Volunteers held in the
Library two years ago, and I learned a great deal about the turtles. Will they be
doing this again? Suzi Hiles — We are planning on having this event again.
Member Braun — I learned that the chairs are a very difficult obstacle for the
turtles and have mentioned it to my Condominium Board. The Delray Sands
Resort has their chairs on the beach, and the bright lights from their parking lot
are also a problem.
Town Manager Brown — If you see there is a problem with the bright lights, you
need to contact the Town. Sergeant Richard Carl of the Highland Beach Police
Department patrols the beaches at night and works very closely with the Turtle

Volunteer program. He will contact any violators and give them a warning. I will
mention this to Chief Craig Hartmann and have him check into this. If the
Beaches & Shores Advisory Board is looking to do something about this
situation, you might want to produce a brochure that could be distributed to all the
Condominiums and Homeowner's Associations regarding the protection of the
sea turtles, and how to take care of the beaches.
Member Klupt — You could also contact the State, and they will send someone to
look into this.
5. APPROVAL OF MINUTES:
• September 8, 2015 —Regular Meeting
MOTION: Member Gehman moved to approve the September 8, 2015 Regular
Meeting Minutes; seconded by Member Braun, which passed unanimously.
6. OLD BUSINESS:
A) Town Wide Volunteer Beach Clean-Up Day—Monday,January 25,2016.
The Board confirmed the date of Monday, January 25, 2016 at 9:00 AM for the
Town Wide Volunteer Beach Clean-Up Day. Flyers will be distributed to all
condominiums. Each volunteer is to meet at Town Hall on that date and time.
The Town will supply gloves, water, garbage bags and trash grabbers.
7. NEW BUSINESS:
A) Election of Officers:
Chair:
Acting Chair Andrews called for a nomination for the Office of Chair. Member
Gehman nominated Elizabeth Andrews as Chair of the Board.
MOTION: Member Gehman moved to appoint Elizabeth Andrews as Chair.
Motion was seconded by Member Klupt, which passed unanimously.
Vice Chair:
Chair Andrews called for a nomination for the Office of Vice Chair. Member
Gehman nominated James Jiovanazzo as Vice Chair.
MOTION: Member Gehman moved to appoint James Jiovanazzo as Vice Chair.
Motion was seconded by Chair Andrews, which passed unanimously.

8. MISCELLANEOUS OLD BUSINESS:
Member Rodis — I have looked into the cost of laminating the Beaches & Shores
Pledge to have them distributed to all the condominiums and homes in Town. The
cost would be $1.00 each. Administrative Assistant DeMartino informed the Board
that if they wanted to pursue this, they would have to get authorization from the Town
Commission to use the logo and post the Beaches& Shores Pledge.
Discussion ensued amongst the members as to whether or not it would be necessary
to laminate the Pledge, and how many would be needed. Consensus was that
lamination would not be necessary.
MOTION: Member Klupt moved to request authorization from the Town
Commission to use the Town Logo on the Beaches & Shores Pledge and posted at the
individual condominiums. Motion was seconded by Member Braun, which passed
unanimously.
9. ADJOURNMENT:
There being no further business, Chair Andrews asked for a motion to adjourn the
Regular Meeting at 10:20 AM.
MOTION: Member KlUt moved to adjourn the Regular Meeting at 10:20 AM.
Motion was seconded by Member Jiovanazzo, which passed unanimously.
