REGULAR MEETING
Tuesday, September 8, 2015 9:30 AM
Members Present: Chair Elyse Riesa; Vice Chair Ira Oaklander; Member Jim
Jiovanazzo; Member Elizabeth Andrews; Member Lynn Rodis and Member Katharina
Braun. Member Absent: Member Ann Gehman. Also Attending: Commissioner Carl
Feldman; Commissioner Rhoda Zelniker; Administrative Assistant Rosalie DeMartino
and members of the public.
1. CALL TO ORDER:
Chair Riesa called the Regular Meeting to order at 9:30 AM. Roll call was taken by
Rosalie DeMartino, Administrative Assistant, followed by the Pledge of Allegiance
and the Beaches & Shores Beach Pledge.
2. ADDITIONS,DELETIONS OR ACCEPTANCE OF AGENDA:
Chair Riesa called for additions, deletions or acceptance of agenda.
Hearing none, the agenda was accepted as presented.
3. PUBLIC COMMENTS AND REOUESTS:
There were no public comments.
4. PRESENTATIONS:
None.
5. APPROVAL OF MINUTES:
• June 9, 2015- Regular Meeting
MOTION: Member Andrews moved to approve the June 9, 2015 Regular
Meeting Minutes; seconded by Member Braun. Motion passed with all in favor.

6. OLD BUSINESS:
A) Update on Safety on the Intracoastal Waterway.
Chair Riesa asked that this item be placed on the agenda for the December 8t`
meeting due to the fact that there is no update at this time.
7. NEW BUSINESS:
A) Disposal Bag Presentation by Member Katharina Braun.
Member Braun — There are many companies that produce the reusable plastic
bags we use for grocery shopping. I have proposals from the different companies
and samples of the type of reusable bags that are available. The bags differ in
price depending on where they are produced. The cheapest bags are made in
China, and would have to be ordered in quantities of 1,000. Member Braun
presented a type of reusable bag that is made completely out of plastic and
produced in the United States. This bag would sell for approximately $7.00 to
$8.00 depending on the type of logo and printing that would be placed on the bag.
Depending on where they are purchased, the cost could range from $2,500 to
$8,000. The Town could purchase these bags to give to the residents or sell them
to the residents.
Chair Riesa — There have been several articles written about the reusable bags.
Some have been positive, and some not so positive. Chair Riesa read an article
from the Wall Street Journal regarding plastic bags stating that there are 90 cities
that have banned the use of plastic bags. The article also stated that cotton bags
and paper bags are the most reliable in terms of being the most biodegradable.
Cotton bags could be washed, would be germ free and could be used over and
over again. She thought they should look into cotton bags with the Town Logo on
it, and present this to the Commission to see if they could budget some monies for
this project. They could be purchased by the residents of Highland Beach for
cost.
Vice Chair Oaklander — I am in favor of the idea, but the issue is the cost of the
bag. I do not believe the residents would be willing to pay $7.00 or$8.00 a bag to
use for grocery shopping; especially if they would need several of them.
Consensus was to have Chair Riesa and a member from the Beaches & Shores
Advisory Board attend the September 10th Budget Public Hearing to ask the
Commission if there is money in the budget to be able to proceed with this project
at this time, or in the near future.

B) Discussion regarding the Beaches and Shores Pledge.
Member Rodis would like to have the Beaches & Shores Pledge placed in each
condominium for the residents to read. She will investigate the cost of laminating
50 of these pledges.
Member Jiovanazzo volunteered to distribute them to the condominiums.
Member Andrews suggested the Highland Beach Logo be placed on the top of the
page along with a heading that would read"Our Beautiful Beach Pledge".
MOTION: Member Jiovanazzo moved to have Member Rodis investigate the
cost of laminating the pledge to be placed in the Town of Highland Beach
condominiums. Motion was seconded by Member Braun, which passed
unanimously.
C) Discussion on having a Town-wide Beach Clean-up Day.
Discussion ensued regarding a Town-wide Volunteer Beach Clean-up Day.
Chair Riesa would like to have it early in the year while most residents are still in
Town. The Beaches and Shores will have to obtain authorization from the
Commission to sponsor this event.
Consensus was to schedule this event for January 25, 2016.
MOTION: Member Jiovanazzo moved to make a recommendation before the
Town Commission requesting that the Town sponsor a Town-Wide Beach
Cleaning Day at a cost not to exceed $75.00 for the purchase of latex gloves,
plastic bags and water bottles. Motion was seconded by Member Rodis, which
passed unanimously.
8. ADJOURNMENT:
There being no further business, Chair Riesa adjourned the meeting at 10:00 A.M
