Members Present: Chair Rosalind Svenstrup; Vice Chair Ira Oaklander; Member Linda.
Albertson; Member Jim Jiovanazzo and Member Elyse Riesa. Members Absent:
Member Elizabeth Andrews and Member Susan Hiles. Also Attending: Mayor Bernard
Featherman, Town Manager Kathleen Weiser, Vice Mayor Ron Brown, Administrative
Assistant Rosalie DeMartino and members of the public.
1. CALL TO ORDER:
Chair Svenstnm called the Regular Meeting to order at 9:30 AM. Roll call was taken
by Rosalie DeMartino, Administrative Assistant, followed by the Pledge of
Allegiance.
2. ADDITIONS, DELETIONS OR ACCEPTANCE OF AGENDA:
Chair Svenstrup called for additions, deletions or acceptance of agenda.
Chair Svenstrup added talk about the Juno Beach Marine Life Center under New
Business.
Vice Chair Oaklander added discussion regarding Town Commission seeking advice
from the Board on matters pertaining to the beaches and shores under New Business.
By consensus, the Board accepted the agenda as amended.
3. PUBLIC COMMENTS AND REQUESTS:
None were received.
4. PRESENTATIONS
There were no presentations.
5. APPROVAL OF MINUTES:
• February 12, 2013 — Regular Meeting
MOTION: Member Albertson moved to approve the February 12, 2013 Regular
Meeting Minutes; seconded by Member Jiov nr` na7zo Motion passed with all in favor.

6. OLD BUSINESS
Chair Svenstnm announced that the Town -Wide Beach Clean -up Day held on
Monday April 8 was very successful. She would hope to continue this event once a
year and perhaps twice, if necessary.
7. NEW BUSINESS
A) Discussion to set a date for Turtle Talk and Walk Day.
The Board discussed two possible dates for the Turtle Talk and Walk Day; Saturday
July 13 and Saturday August 10 Chair Svenstrup felt that August I O would be the
better of the two days since there would be a possibility of seeing more turtle nests
and hatchlings, at that time. It has been a slow start to the turtle season, but there
have been many more nests recently on our beaches. Barbara James, Head of our
Volunteer Turtle Program, is on board with the August 10" date if the Board agrees.
A flyer will be made and given to the Board members for distribution. It will also be
posted on our website.

B) Schedule quarterly meeting dates for 2013:
Chair Svenstrup stated that, since a few of our meetings have been cancelled due to
lack of agenda items, she would like to schedule the regular meetings of the Beaches
& Shores Advisory Board to be held on a quarterly basis. The meetings were
scheduled quarterly when the Beaches & Shores Advisory Board was established in
October 2003 by Resolution No. 805. Member Riesa asked if there should be some
type of emergency that would affect our beaches and shores, could there be a special
meeting of the Beaches & Shores Advisory Board. Chair Svenstrup stated that a
special meeting could be scheduled if the Board deems it necessary.
The scheduled meeting dates for 2013 are as follows:
Tuesday, September 10 @ 9:30 am
Tuesday, December 10 @ 9:30 am
By consensus, the Board agreed to the quarterly scheduling of the meetings.
Vice Chair Oaklander feels that the Town Commission has not used this Advisory
Board to the fullest extent that it should be used. He is requesting that the Town
Commission seek the Board's advice in all matters that pertain to the beaches and
shores. Member Riesa added that she would request the Town Commission inform
this Board as to the results of any studies done by the Town. Chair Svenstruy
indicated that the Town did a study by Coastal Planning and Engineering, and it was
presented and discussed at the Town Commission Meeting. She was not able to

attend that meeting, but did read the study and listened to the tape. It was very
informative and the report indicated that our beaches were quite good. She was very
much in favor of the fact that they did not suggest structures such as jetties because
they don't fix the problem; only move it. Mother Nature will take away the beach
and Mother Nature will replace it. She also mentioned that the study indicated
Highland Beach would not be able to get Federal or State funding due to lack of
public access. A beach re- nourishment project would probably be in the nature of
ten to eleven million dollars. Vice Chair Oaklander stated that he feels part of the
problem is that this committee has a great deal of knowledge on the beaches and,
when this study was done, our input was never asked for. As an advisory board, we
should be involved in any matters that pertain to our beaches and not just organizing
beach clean -ups or turtle talk and walk days. This Advisory Board and the Town
Commission should work together. Chair Syenstrup stated that any member of the
Board could speak before the Commission at any of their Workshop or Regular
meetings to address their suggestions and concerns. Member Albertson stated that
the Board should be more aggressive in terms of; we all knew there was a study
proposed; we all knew this was happening and maybe next time around we would
offer to be more involved. This is a two -way street and we have been passive about
it. Member Riesa feels that if we take this individually it would not work; but overall
as a Board, we could ask the Commission to include us in any studies and ask for our
input.
This matter will be placed on the agenda at the next meeting.
Member Jiovanazzo stated that some of the individual homeowners on the beach do
not clean their portion of the beach and, in some instances, have quite a bit of litter on
their property. He wanted to know if the Board could inform these individuals that
it is their responsibility to keep their part of the beach clean. Vice Chair Oaklander
asked about ordinances relating to the cleaning of the properties on the beach. Town
Manager Weiser stated that it is required by the Code and is part of our Code
Enforcement. If you ever see those issues, call it in, so we know to have someone go
out and address the problem. During the day you have to call the Building
Department and after hours you can call the Police Department. This would be
excessive and not just some items that have washed up on the beach. Vice Chair
Oaklander asked if a letter could be sent to let these people know it is their
responsibility to keep their part of the beach clean. Town Manager Weiser stated that
it would be a good article to place in the Highlander, or we could put it on our
website.
Chair Svenstrup mentioned the Juno Beach Loggerhead Marine Life Center which is
worthwhile visiting; especially if you have young children.
8. ADJOURNMENT:
Chair Svenstrup called for a motion to adjourn at 10:10 am.

MOTION: Member Albertson moved to adjourn the meeting at 10:10 am. Vice
Chair Oaklander seconded the motion which passed unanimously.
